SUBJECT: ADVISORY COMMITTEE APPOINTMENT(1)re: Conservation Futures
Fund Citizen Oversight Committee (CFFCOC); Unexpired term representing
Open Interest—Small Farms and Forests, Esther Trueblood
STATEMENT OF ISSUE:
On October 22, 2025 the Conservation Futures Fund Citizen Oversight Committee advertised openings for
two unexpired terms to represent an"Open Interest."Jefferson County resident Esther Trueblood responded
to the ad expressing their interest.
ANALYSIS:
On December 9,2025 the Environmental Public Health Water Quality Manager,Natural Resources Program
Coordinator, CFF Program clerk, and the CFFCOC Chair interviewed Esther Trueblood in-person for this
volunteer position.
The interview committee highly recommends Esther Trueblood to serve an unexpired term on the CFFCOC.
Public Health requests that the County Commissioners appoint Esther Trueblood to an unexpired term on the
Conservation Futures Fund Citizen Oversight Committee (CFFCOC)to represent Open Interest—Small
Farms and Forests.
The CFF Program has also received a Declaration of Interest from a second candidate to fill the additional
open seat on the CFFCOC. The effort to fill that vacancy is ongoing.
FISCAL IMPACT:
There is no fiscal impact to the county's General Fund for appointing Esther Trueblood to a seat on the
CFFCOC.

Public Health recommends that the County Commissioners approve the letter of appointment to the
Conservation Futures Fund Citizen Oversight Committee for the following individual:
• Esther Trueblood—Representing Open Interest— Small Farms and Forests—Unexpired term to end
on June 30, 2027.
