Statement of Issue: Change Order No. 3 with Earthwork Solutions LLC of Arlington,
Washington.
Analysis/Strategic Goals/Pro's £t Con's: This change order is for change in Contract
Time. This change order will extend Substantial Completion from January 30, 2026to
February 26, 2026
Fiscal Impact/Cost Benefit Analysis: The amount for Change Order No. 3 is a no cost
change order.
Recommendation: Public Works recommends that the Board authorize Change Order
No. 3 with Earthwork Solutions LLC and return one original to Public Works for further
processing.

You are ordered to perform the following described work upon receipt of an approved copy of this change order:
The change associated with this change order is for adding working days to the project schedule. This is a no cost change
order for the additional working days granted.
Currently,Substantial Completion is reached after 152 working days. Substantial Completion is defined in Section 1-01.3 and
does not include a plant establishment period.
This change order will grant 18 working days,moving the substantial completion date from January 30,2026to February 27,
2026.
This time only change order is granted due to contractors schedule of installation pushing back and county obtaining
easements.
All work materials and measurement to be in accordance with the provisions of the standard specifications and
special provisions for the type of construction involved.
