STATEMENT OF ISSUE: In 2022, Jefferson County Public/Environmental Health Department was awarded a CDBG grant for Home Rehabilitation as a pass thru of federal funds from U.S. Dept. of Housing and Urban Development via Washington State Department of Commerce (WA State DOC). The county used the funding to run a Septic System Cost Share Program supporting low to moderate income property owners in repairing, replacing or installing septic systems. This grant will close January 31, 2026. As a part of close out for the grant the County must conduct a hearing to receive public comment regarding the execution and outcome of the program. ANALYSIS: The program served fourteen households improving public health and safety, water quality and environmental protection. FISCAL IMPACT: The County received an award of$483,570.00 in federal funding. After amendment this award was allocated $430,000 to septic design and construction expenses and $53,570 to administrative expenses. The County will return less than 4% of the total award as unexpended to the WA State DOC. RECOMMENDATION: Staff recommends that the Board of County Commissioners issue a legal notice on January 28, 2026 and February 4, 2026 in regard to a Public Hearing on the close out of the CDBG- Septic System Cost Share Program. The project resulted in improvements to public health and safety, water quality and environmental protection. In addition these investments benefit local business, property value and housing stabilization. 7. The project was completed in accordance with the grant contract and scope of work. 3. A final public hearing was conducted to assess project performance. 4. The CDBG Program can use or reproduce all media material provided by the grantee. In the event audits disclose disallowable costs, the Washington State Department of Commerce shall retain the right to recover an appropriate amount of costs after fully considering the recommendations on disallowed costs resulting from the final audit. Yes No N/A COMMUNITY DEVELOPMENT BLOCK GRANT JEFFERSON COUNTY SEPTIC COST SHARE PROGRAM Public Hearing for Contract Close Out February 9, 2026 APPLICATION AND AWARD •Application was made to the Community Development Block Grant (CDBG) for Housing Rehabilitation due to an observation of the numbers of septic code enforcement cases that were not able to be resolved due to financial constraints. •Housing Rehabilitation funding is intended to repair multi or single family housing or remove blight. •A contract for $483,570.00 was awarded in August of 2022 by the Washington State Department of Commerce CDBG Program for non-entitlement counties. UNIQUE TO CDBG SEPTIC COST SHARE •Environmental Health had previously distributed funding for septic system repair/replacements from the Environmental Protection Agency via the National Estuary Program. •Craft3, provides low cost loans for clean water projects only for repair of existing systems and properties with housing that can be used to secure the loan. •This program provided funding to any property regardless of location and also for new septic systems where owners were living without permitted waste water systems even in nonpermitted dwellings like RV’s.
