Because nearly every WSTA event includes a live presentation, sales tax must now be collected for almost all events we host. The tax rate applied is based on the local jurisdiction where the event is held—not the location of WSTA headquarters. With more than 60 events held annually across the state, the applicable sales tax rate will vary by event. This requirement applies to all WSTA Board and Committee meetings, as well as larger events such as the Spring Maintenance Forum, Dispatch Fourm, TNLI events and the State Public Transportation Conference, Vendor Expo, and Roadeo. This is strictly a pass-through charge. WSTA collects the sales tax at registration and remits it quarterly to the Washington State Department of Revenue. We recognize this may create a financial burden for members; please know it also creates a significant administrative burden for WSTA. Legislation currently moving through the 2026 legislative session may provide certain exemptions. However, these would not be blanket exemptions and would introduce additional nuances. Hence, this week and next week the committee schedules are packed as committee chairs struggle to satisfy their committee’s thirst to pass their bills. Fatigue is starting to set in. Moreover, even with the first bill deadline within shouting distance, legislators are still introducing bills. One of those recently introduced bills includes SB 6253 <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=0f479e744b&e=850008f825> , concerning public transportation benefit area (PTBA)governing bodies. Not yet scheduled for a hearing, this bill would make the current authorized labor representative a voting member of the PTBA board. The bill would exclude that member from attending any executive session regarding issues between the employer and the employees, arbitration, and chief executive officer reviews. The bill is sponsored by Senators Krishnadasan, Conway, Dhingra, Hasegawa, Liias, Lovelett, Nobles, Saldaña, Stanford, Valdez, and C. Wilson. Next week, the House Transportation Committee will hold a hearing on HB 2550 <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=815e67b490&e=850008f825> , which would provide free public transit for community and technical college students enrolled in a certificated or credit-seeking program. A hearing is scheduled for January 27th in the Senate Law & Justice Committee. The State is struggling with an avalanche of lawsuits, most due to their repealing in 2024 of the statute of limitations on civil causes of action concerning child sexual assault. Many of the cases are associated with the state foster care system, and potential claims are estimated to be over $1 billion. This could be one of the most consequential bills of session. In a separate vote intended to address concerns raised by several lawmakers, the House voted to pass the Department of Homeland Security Appropriations Act, 2026 (H.R. 7147 <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=6dcb3a073e&e=850008f825> ) by a vote of 220-207. Seven Democrats voted alongside most Republicans to advance that latter measure. As a reminder, the minibus package would provide $1.2 trillion in discretionary spending through September 30, 2026 for agencies and programs under the following spending bills: Defense; Homeland Security; Transportation, Housing and Urban Development, and Related Agencies (T-HUD); and Labor, Health and Human Services, Education, and Related Agencies (LHHS). The comprehensive measure includes funding more than 4,000 Community Project Funding (CPF) and Congressionally Directed Spending (CDS) requests submitted by Members of Congress on behalf of state and local government and nonprofit project sponsors. The House chose to attach the Financial Services and General Government and National Security, Department of State, and Related Programs Appropriations Act, 2026 (H.R. 7006 <https://watransit.us12.li st-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=a6ef23f204&e=850008f825> ) to this package of bills, combining them to form a six-bill minibus. The Senate is set to consider the measure next week. Lawmakers have exactly one week to pass the measure or a continuing resolution (CR) before funding expires on Friday, January 30, 2026. Transportation U.S. Department of Transportation Office of the Secretary * To commemorate the one-year anniversary of the Trump-Vance Administration, the U.S. Department of Transportation (DOT) shared a review <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1 d76c22fe2ef2a8361&id=8a36cdd048&e=850008f825> of its efforts over the past year to “restore safety for American travelers, modernize infrastructure, and unleash innovation to fuel long-term economic growth.” DOT states that it has now cleared half of the backlog of 3,200 unfinished grant agreements and obligated approximately $9 billion worth of funding with those awards. To advance the overhaul of the nation’s air traffic control system, the agency has installed over 150 new radio systems, replaced one-third of all copper wiring, and installed 44 tower surface awareness systems. Addressing the Administration’s concerns regarding the trucking industry, DOT has cancelled commercial driver’s licenses (CDL) for over 11,500 drivers for failing to meet English proficiency standards, removed 7,500 training schools that failed to meet readiness standards, and “secured English proficiency compliance” in 49 states. The agency also proposed new corporate average fuel economy (CAFE) standards and cancelled funding for certain high-speed rail and offshore wind projects. Federal Transit Administration * The Federal Transit Administration (FTA) updated its National Transit Database (NTD) Safety and Security (S&S) policy manual <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2e f2a8361&id=1b7b19e863&e=850008f825> . The manual supports transit agencies that are required to report S&S events to FTA through Major Event Reports and Non-Major Monthly Summary Reports. Surface Transportation Board * The Surface Transportation Board (STB) rejected <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=f63a9753ae&e=850008f825> the merger application of the Union Pacific (UP) and Norfolk Southern (NS) railroads due to the “incompleteness” of the application. The Board stressed that the application was not rejected on the merits. The railroads now have until February 17, 2026 to file a revised application. Permitting White House * The White House Council on Environmental Quality (CEQ) issued <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=57778c395b&e=850008f825> new guidance <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=152e08ee29&e=850008f825> to federal agencies on conducting environmental reviews of emergency response actions under the National Environmental Policy Act (NEPA). Emergencies for the purposes of the guidance include natural disasters, catastrophic wildfires, threats to species and habitat, economic crises, infectious disease outbreaks, dam failures, insect infestations, and states of emergency declared by the President. These Executive Orders and other directives pause some transportation funding; terminate diversity, equity, and inclusion programs; impose new tariffs; and establish priorities for DOT competitive grants.
