Port Townsend, Washington 98368 Subject: Geotechnical Review of Constructed Site 512 Malamute Lane Port Townsend, Washington Project No. 070066-001-01 Reference: Geotechnical Review of Site Plans,letter report, dated March 30,2007 by Aspect Consulting,LLC Dear Mr. and Ms. Vance: . This letter is in response to the request from Jim Rozanski,project architect,.to complete Items . 31 and 32 of tine building permit requirements from Jefferson County Department of Develop- ment to review site construction for geotechnical compliance for Case# BLD07-00050, site address 512 Malamute Lane,Port Townsend, Washington. The two items which are being responded to axe as follows: Item 32 - Prior to final building occupancy, proponent shall submit a written letter'rom John Peterson,P.E.,of Aspect Consulting stating that the stormwater facility has been constructed in accordance with the requirements of the"drainage facility"plan prepared by Jim Rozanski. Item 33-Prior to final building occupancy,proponent shall submit a written letter from either Aspect Consulting or Shannon and Wilson stating that the structure has been constructed in conformance with the requirements of the geotechnical report. The letter shall be wet-stamped by the licensed geologist/engineer. Aspect Consulting was never requested to observe the site during construction and was therefore limited to review of photograph documentation and visual review of the current site features.Aspect Consulting staff visited the site on May 29,2008 to review the overall construction and the final stormwater facility.Prior to the site observation,the construction photo documentation was reviewed with Mary Miller. In response to Item 32 above,Aspect Consulting states that the drainage facility was substantially constructed in accordance with the plan prepared by Jim Rozanski. An as-built drawing was given to Aspect Consulting which conformed with our observed field observations.Minor location changes and downslope combination of piping were noted in our observations,with delivery of stormwater to the appropriate locations based on the outlets which were identified.The intended function of the drainage facility has been met.The gravel I 179 Madrone Line North 13ainbndye island,WA 93110 Ted(206)780-9370 Fax. In response to Item 33 above,Aspect Consulting has reviewed the original Shannon and Wilson report and find only two recommendations which directly relate to the construction of the structure.These are follows: 1. The footings should be founded on dense till or residual sandstone found at depths of 1 to 3 feet. 2. Drainage should be provided around the perimeter of the footings and roof drains should not be connected to the footing drains. The photo documentation of the basement excavation appeared to show the bearing depth was much deeper than the minimum required in the report.Also,not only was the footing drain installation shown in the photo documentation but additional subsurface drainage was also installed. Some of these outlet drains were observed to be weeping small volumes of water even though ro significant precipitation had occurred recently.Aspect Consulting concludes . that these footing systems are functional. Based on the above limited observations,Aspect Consulting believes the geotechnical construction equirements of the Shannon and Wilson report were met by the project and observed no evidence to the contrary.
