Matt Tyler, Parks & Rec Manager Chelsie Kilmer, Public Works Administrative Staff Guests Laura Pollock, guest Josh Peters, Jefferson County Administrator Call to Order (0:00) Karin Nyrop called the meeting to order at 3:01 pm. Public Comment (1:20) Laura shared ideas to support Parks marketing and sharing Park information to the public. The board discussed members providing Parks content for public outreach. Diana will coordinate. Minutes approved (15:40) Moved by Vern, seconded by Diana, and carried all in favor: to accept meeting minutes from October 2, 2025. BOARD MEMBER ANNOUNCEMENTS (16:50) None NEW BUSINESS (17:00) Parks and Recreation Budget Update Matt, Commissioner Eisenhour, and County Administrator Josh Peters shared updates to the board, including Lodging Tax Advisory Committee funding, the County budget, and collaborations with City of Port Townsend. The board discussed those updates and reviewed options. A motion was proposed, then withdrawn after discussion regarding closing the Recreation Center. Discussion occurred regarding fundraising. Parks, Recreation, Open Space and Trails (PROS) Comprehensive Plan Discussion (55:00) Matt presented long-term planning for the PROS plan update and how the board can assist over the next few years. Discussion of Special Meeting November 6, 2025 (1:18:00) The board had no further discussion regarding the Special Meeting on Nov 6, 2025. They confirmed agenda topics for the next Special Meeting, January 12, 2026. SUBCOMMITTEE REPORTS (1:18:50) BoCC Presentation Subcommittee (Diana, Vern, Karin, and Bob) None Volunteering/Outreach Update (Susie, Marianne, Heidi, and Vern) Further discussion recommended for February meeting. Suggestion proposed: bring in a guest speaker. Trails (Bob, Susie, Karin, & Vern) None OLD BUSINESS (1:22:10) Election of Chair and Vice-Chair Moved by Heidi, seconded by Diana, and carried all in favor: for Bob Hoyle and Karin Nyrop to serve as JCPRAB Chair and Vice Chair for their second year of a two-year term in 2026. Review and option to adopt updated By-Laws (1:23:55) Matt shared JCPRAB By-Laws require Board of County Commissioners approval for any changes. He will submit the recent By-Law change to the BoCC be within compliance. Plan for special meeting on January 12, 2026 (1:24:45) The board confirmed agenda topics in previous agenda item (New Business: Discussion of Special Meeting, November 6, 2025) Bike rack for Gibbs Lake Park (1:24:50) Matt confirmed this project has been added to the project list. MANAGER’S REPORT (1:27:10) Matt shared a quick review of Parks & Rec updates including staff morale, basketball program, Quilcene water supply project, Memorial Field fence project, Gibbs Lake’s new beach. Discussion occurred regarding the new Olympic Discovery Trail – Anderson Lake Rd connection. CORRESPONDENCE (1:38:05) None Last Discussion (1:38:15) Karin reviewed JCPRAB preparation needed for next meetings. Matt and Commissioner Eisenhour reviewed Jefferson County’s budget timeline and how JCPRAB members may follow updates. ADJOURNMENT (1:42:23) Karin adjourned the meeting at 4:43 p.m.
