Bob Hoyle called the meeting to order at 3:03 pm.

BOARD MEMBER ANNOUNCEMENTS (0:23)
Karin wished the board a “Happy New Year”!
Bob announced Backcountry Horsemen received RTP grant funding that he’d like to discuss with Matt as
to how it could potentially support Parks & Rec.
PLANNING WORKSHOP (1:30)
1. Parks, Rec, Open Space, and Trails Comprehensive Plan (PROS PLAN) Update Workshop.
Matt asked the board if they had any additions to the plan for future interest projects. Commissioner
Eisenhour shared an update on the current budget to provide context for PROS plan updates. The board
discussed the current state of the Parks & Rec program and ideas.
The board reviewed the Capital Improvement Plan (CIP) Project Ranking Criteria and discussed how to
move forward and timeline of work. Susie agreed to begin working the survey.
February meeting agenda items: Approve CIP ranking and invite Jeff Chapman to discuss funding
options.
2. Discussion of the 2026 and 2027 Budget, Options for Revenue, Board Fundraising, Formation
of a Friends of Jefferson County Parks and Recreation Group. (1:00:52)
The Board of County Commissioners had approved the county budget with a line item of $150,000 from
fundraised monies to keep the Recreation Center open for 2026. The details have not been figured out
as of yet and staff will reach out to the board once direction has been received.
Once received, staff will advertise as they normally do, but asked for the board’s assistance with on the
ground promotion.

3. Discussion of writing and publication or articles about Jefferson County Parks and Recreation
A general discussion and planning session. No official action will be taken. (1:03:15)
The board shared ideas for articles and reviewed the type of content to provide and process.
Karin volunteered two articles – Irondale Beach & the Broadspit Park
Bob volunteered to feature Gibbs Lake.
