Hunsucker, Chief Civil Deputy Prosecuting Attorney Melissa Pleimann, Civil Deputy Prosecuting Attorney STAFF: Adiel McKnight, Deputy Clerk of the Board/Claims Administrator CALL TO ORDER: Chair Melancon called the meeting to order at the appointed time. In attendance were Members Peters, Prada, and Frederick. Also in attendance: Legal Counsel Melissa Pleimann. Member Martine joined the meeting at 10:37 a.m. Legal Counsel Philip Hunsucker joined the meeting at 10:47 a.m. PUBLIC COMMENT: Chair Melancon opened for floor for public comments and no comments were received. APPROVAL OF MINUTES: of Special Meeting Minutes for September 12,2025 and Regular Meeting Minutes for October 7,2025: Member Prada moved to approve the special meeting minutes of September 12, 2025. Member Frederick seconded the motion. The motion carried. Member Prada moved to approve the regular meeting minutes of October 7, 2025. Member Frederick seconded the motion. The motion carried. OLD BUSINESS: DISCUSSION: • UPDATE - Claim C-08-25; Noah Roybal; Rental vehicle damage due to County tree trimming and branch falling and hitting vehicle; In an amount TBD: Claims Administrator McKnight updated the Members that the County has not received an estimate at this time. The consensus of the Committee was to table this for more information at a future meeting. • UPDATE—Official Bond: tabled for a future meeting. EXECUTIVE SESSION: An Executive Session was scheduled from 10:35 a.m. to 11:00 a.m. Chair Melancon announced that the Executive Session will be held from 10:40 a.m. to 11:05 a.m. regarding Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. Staff present: Risk Manager, Chief Civil Deputy Prosecuting Attorney, Civil Deputy Prosecuting Attorney, Public Health Director, Treasurer, Safety Officer, Risk Coordinator, and Claims Administrator. Chair Melancon resumed the regular meeting at 11:05 a.m. and announced the Committee will be extending the Executive Session from 11:05 a.m. to 11:20 a.m. Chair Melancon resumed the regular meeting at 11:20 a.m. and announced the Committee will be extending the Executive Session from 11:20 a.m. to Risk Management Committee - November 4, 2025 Page: 2 11:30 a.m. Chair Melancon resumed the regular meeting at 11:20 a.m. and announced the Committee will be extending the Executive Session from 11:30 a.m. to 11:35 a.m. Chair Melancon concluded the Executive Session and resumed the regular meeting at 11:35 a.m. ACTION: Member Frederick moved to direct Claims Administrator to a send letter responding to the claimant of Claim C-07-25, and advised them that no action has been taken at this time on the claim. Member Prada seconded the motion. Chair Melancon opened the floor for public comments, and no comments were received. Chair Melancon called for a vote on the motion. The motion carried. Staff present: Risk Manager, Chief Civil Deputy Prosecuting Attorney, Civil Deputy Prosecuting Attorney, Public Health Director, Treasurer, Safety Officer, Risk Coordinator, and Claims Administrator. Chair Melancon resumed the regular meeting at 11:52 a.m. and announced the Committee will be extending the Executive Session from 11:52 a.m. to 11:55 a.m. Chair Melancon concluded the executive session at 11:55 a.m. There was no proposed action, and therefore no public comment. NEW BUSINESS: DISCUSSION re: CLAIM(s) • Claim C-09-25; Ty Hodge; Unlawful detention; In the Amount of$5,250,000: No action was taken. • Claim C-10-25; Raju Dahlstrom; Failure to provide full public records request; In the amount of $2,000,000: No action was taken. • Claim C-11-25; Ty Hodge; Violation of rights under color of law, Conspiracy to interfere with civil rights, Washington Law Against Discrimination, Violations of State Criminal Statutes, Failure of Duty by Public Officer, Disorderly Conduct(by Color of Authority), Violations of Constitutional Protections, U.S. Const. Amend. I & XIV; In the amount of$52,500: No action was taken • Legal WCRP update: Chief Civil Deputy Prosecuting Attorney reviewed the Washington Counties Risk Pool updates for 2026. FUTURE AGENDA ITEMS Not discussed. CLOSING REMARKS: Chief Civil Deputy Prosecuting Attorney Philip Hunsucker stated Civil Deputy Prosecuting Attorney Melissa Pleiman is leaving the County, and has accepted a job with the Washington state Department of Health.
