HomeMy WebLinkAboutLEPC 10-15-2025 Draft Meeting Minutes 1 Special Meeting Minutes - Draft Jefferson County Local Emergency Planning Committee (LEPC) October 15, 2025, at 1:00 p.m. Chimacum Fire Station, 9183 Rhody Drive, Chimacum, Washington Hybrid Meeting Voting Members Present (In-Person & Online): Pete Brummel (EJFR), Tim McKern (Quilcene Fire Rescue), Andy Stockton (American Red Cross), David Pederson (Taylor Shellfish Farms), Tim Calister (US Navy Indian Island), Apple Martine (Jefferson Public Health), Brandon Przygocki (JCSO), & Susan Forsythe (WA EMD). Voting Members Absent: Tom Olsen (PT Police). Shannon Daugherty (PTPC), Guests and Public: Chelsea Krimme (ECY), Josh Coulter (ECY). LEPC Coordinator: Bradley Brooks (Jefferson County (DEM) Topic Discussion Follow-Up Items CALL TO ORDER and INTRODUCTIONS Pete Brummel Interim Chair The meeting was called to order at 1:02 PM by Interim Chair Pete Brummel. Members in attendance were introduced, and the required quorum was established. None PUBLIC COMMENT A call for Public Comments was announced: There were no public comments during the meeting. None DISCUSSION AND APPROVAL OF February 19, 2025, MEETING MINUTES Montion to approve February 19, 2025, Meeting Minutes was introduced by Andy Stockton. Seconded by Pete Brummel. Unimanually approved. None SPILL PREVENTION, PREPAREDNESS, RESPONSE PROGRAM Josh Coulter & Chelsea Krimme provided a presentation of the Spill Incident Report, Pete Brummel mentioned that Cape George had reached out to him regarding a trailer being placed at the marina. ECY was not sure that a private 2 Topic Discussion Follow-Up Items SPILL PREVENTION, PREPAREDNESS, RESPONSE PROGRAM marina qualifies to have a HAZMAT trailer on their site; however, ECY will research and get back to Pete or the LEPC committee. Apple Martin asked for information on how to get in touch with ECY and they provided Phone Number (360-407-6300) who to call for the Northwest Region to report hazardous waste spills. A copy of the PowerPoint presentation is posted on LEPC website. Follow up on Cape George Trailer LEPC PLAN FINAL DRAFT – DISCUSSION AND POTENTIAL APPROVAL Bradley Brooks discussed that the draft LEPC plan has been posted, no public comments, the Washington Emergency Management (WA EMD) have reviewed the plan, and the Chair is ready to entertain a monition to approve the LEPC plan. Tim Calister made the monition, Apple Martine seconded, and the plan was approved unimanually. The LEPC plan will be sent to the BOCC for approval and then to WA EMD for comments. Send to BOCC for approval EJFR HAZMAT AWARENESS & OPERATION TRAINING PRESENTATION Pete Brummel provided a brief presentation on EJFR Hazmat Emergency Response. He discussed monitoring, thermal imaging, MSDS, DOT placards, NFPA 704, Target hazards, ERG, and NIOSH. A copy of the PowerPoint presentation is posted on LEPC website. None LEPC MEETING DATES 2026 – DISCUSSION AND POTENTIAL ANOUNCEMENT OF 2026 DATES Pete Brummel suggested that we keep the same meeting dates as 2025, to be the second Wednesday in February, April, July, and October. Post on LEPC website ADJOURNMENT (Time) Pete Brummel discussed that we have made good progress this year with the completion of the LEPC plan and we should look into working to hold a tabletop exercise in 2026.
