A vegetative buffer of 30-feet shall be permanently maintained from the top or edge of the Landslide Hazard Area. All buffers shall be measured perpendicularly from the top of the Landslide Hazard Area. 2.) A Geotechnical Report dated June 15, 2007 prepared by Stratum Group was submitted in conjunction with this application. The report addressed the stability of the geologic hazard areas. Any building within the upland area should be setback at least 15-feet from the steep slopes to avoid any impacts related to differential settlement and soil creep on the steep slopes. The proposed building area on the upland area fo the property is Icoated approximately 270 feet away from the maximum extent of this landslide area. It is the opinion of Stratum Group"that it is very unlikely that the slide area will expand in the foreseeable future and the distance between the proposed building area and the large south landslide complex is more than adequate." shall be measured perpendicularly from the top or toe of the geologic hazard to the proposed (indicate type of development). 3.) Landslide Hazard Areas and their associated buffers shall remain naturally vegetated. Should buffer disturbance occur during construction, the Unified Development Code (UDC)Administrator shall require replanting with native vegetation. No alterations shall be made to the Landslide Hazard Area or its associated buffer without prior authorization by the UDC Administrator. 4.) Prior to and during approved construction activities, the perimeter of the landslide hazard area buffer shall be marked with a temporary sign. The sign shall be placed in such a manner that it can be directly observed from the construction area. The sign shall contain the following statement: "Landslide Hazard Area and Buffer- Do not Remove or Alter Existing Vegetation." 5.) All construction activities shall not encroach upon the landslide hazard area or stream buffers. This includes the storage or preparation of materials. 6.) The applicant shall permanently separate the boundary of the Landslide Hazard Area Buffer from the remainder of the subject property through installing logs, trees, a hedge row, or any other prominent physical marking approved by the UDC Administrator. 7.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin. 8.) To help prevent seawater from intruding landward into underground aquifers, all new development activity on Marrowstone Island, Indian Island and within 1/4 mile of any marine shoreline shall be required to infiltrate all stormwater runoff onsite. 9.) The identified Fish and Wildlife Habitat Area (Type 5 Stream), shall maintain a vegetative buffer setback of 50-feet. The setback shall be measured horizontally from the Ordinary High Water Mark (OHWM) to the proposed single family residence. 10.) An additional setback of five (5) feet is required from the edge of the stream buffer area to the proposed single family residence. 11.) A permanent physical separation along the boundary of the stream buffer area shall be installed and permanently maintained. Such separation can include installing logs, trees, a hedgerow, or any other prominent physical marking approved by the UDC Administrator. 12.) Stream buffer perimeters shall be marked with temporary signs at an interval of one per parcel or every one hundred (100) feet, whichever is less. Signs shall be in place prior to and during construction activities. The signs shall contain the following statement: "Buffer - Do Not Remove or Alter Existing Vegetation." • • 13.) VOLUNTARY MEASURES OF COASTAL &AT RISK SIPZ: Water conservation measures: 1. Roof and other intercepted precipitation shall be routed to on-site detention ponds and/or other approved means and allowed to be released to the soil slowly. 2. Water collected from Storm water and roof catchments may be used for watering lawns and gardens. Unless catchment water has been treated to meet drinking water standards, there shall be no cross connections allowed between the potable supply and impounded water. 3. Water withdrawn from wells on each property shall not be used for watering of lawns and/or gardens. 4. Ground water withdrawn from each property shall be restricted to a rate of three (3) gallons per minute. 5. Installation of water conserving fixtures such as low flow toilets, faucets and shower restrictors and other water saving plumbing fixtures. 6. Landscaping plan (xeriscaping, native vegetation with minimal amounts of irrigation). Please NOTE that the above listed measures are not intended to be exhaustive, but rather is intended to be illustrative of the types of water conservation measures. 14.) VOLUNTARY MEASURES OF COASTAL &AT RISK SIPZ: 1. Installation of a flow meter. 2. On-going well monitoring for chloride concentration. 3. Submittal of monitoring data to County. 15.) MANDATORY MEASURES FOR COASTAL SIPZ: 1. For proof of potable water on a building permit application, applicant must utilize DOH-approved public water system if available. 2. If public water is unavailable, a qualifying alternative system may be used as proof of potable water or an individual well may be used as proof of potable water subject to the following requirement: a. Chloride concentration of a laboratory-certified well water sample submitted with building permit application. 3. If public water is unavailable, a qualifying alternative system may be used as proof of potable water. 16.) The property owner shall comply with Water Conservation Measures (per list maintained by the UDC Administrator). 17.) A Stormwater Site Plan has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 18.) STORMWATER FROM ROOF GUTTERS WILL BE CONNECTED TO DOWNSPOUTS THAT ARE CONNECTED TO NON-PERFORATED DRAIN PIPE ALONG THE FOUNDATION WALLS. THE WATER WILL THEN BE DISCHARGED INTO THE SOIL HEADING EAST TOWARD THE HOOD CANAL AND FOLLOWING THE CONTOUR OF THE LAND. TREES AND STUMPS REMOVED WITHIN THE BUIIDING AREA WILL BE CHIPPED ON SITE AND USED FOR EROSION CONTROL. 19.) Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. 20.) Not more than 2 unlicensed vehill/shall be stored on any lot unless totally seed from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor vehicles is prohibited except in those districts where specified as an autormobile wrecking yard or junk (or salvage) yard and allowed as a permitted use in Table 3-1 or Chapter 18.18 JCC, and such storage shall meet the requriements of JCC 18.20.100, Automobile wrecking yards and junk (or salvage)yards. In no case, shall any such junk motor vehicles be stored in a critical area. 21.) Minimum setback from Sea Home Road right-of-way shall be 20 feet. Minimum setback from the north and south property lines shall be 5 feet. Minimum setback from the OHWM as identified on the approved site plan is 1278 feet. If an ESA is present, then the more stricter setbacks shall apply. 22.) Residential developers and individual builders shall be required to preserve shoreline vegetation and reduce the associated risk of erosion during construction and any future activity which may impact the stability of the shoreline. 23.) Exterior lighting for residential uses shall not exceed twenty feet(20') in height from the finished grade, excepting when such lighting is an integral part of a building or structure. Ground level lighting is encouraged. 24.) Lighting fixtures shall be designed and hooded to prevent the light source from being directly visible from outside the boundaries of the property. The intensity or brightness of all lighting, during construction and after project completion shall not adversely affect the use of surrounding properties or adjoining rights-of-way. 25.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of impervious surface which includes roof tops, driveways, concrete, etc. 26.) The building height is not to exceed 35 feet. 27.) NO TIMBER HARVEST SHOULD TAKE PLACE OUTSIDE OF THE UPLAND AREA AND TIMBER REMOVAL SHOULD NOT EXCEED A TOTAL OF 35 PERCENT OF THE PROPERTY. THE LIMITATION OF TREE HARVEST IS CONSISTENT WITH MEETING STORMWATER FULL DISPERSION REQUIREMENTS AND WILL MINIMIZE THE AMOUNT OF WATER REACHING THE BASE OF THE LANDSLIDE COMPLEX. 28.) NO DEBRIS SHOULD BE PLACED ON THE STEEP SLOPES ON THE PROPERTY. 29.) STORMWATER RUNOFF FROM THE ROOF GUTTERS SHOULD NOT BE DIRECTED ONTO STEEP SLOPES ROUTED TOWARDS AND SHOULD BE DISPERSED OR INFILTRATED INTO THE GROUND IN A DISPERSED MANNER. SOILS ON THE UPLAND AREA APPEAR TO BE GENERALLY WELL DRAINED AND INFILTRATION THROUGH DISPERSION TRENCHES WILL BE READILY ACCOMMODATED BY THE SOILS ON THE SITE. 30.) THE SEPTIC DRAINFIELD SHOULD ONLY BE LOCATED WITHIN THE GENTLY SLOPING UPLAND AREA. THE ADDITION OF WATER FROM A DRAINFIELD SHOULD HAVE NEGLIGIBLE IMPACT TO THE LANDSLIDE COMPLEXES. 31.) CONSTRUCTION OF FOOT TRAILS ON THE BLUFF FACE MAY CAUSE SLOPE PROBLEMS ON THE BLUFF FACE. IF A TRAIL IS TO BE CONSTRUCTED, A GEOLOGY ASSESSMENT OF THE PROPOSED TRAIL ROUTE AND IMPACTS SHOULD BE CONDUCTED PRIOR TO CONSTRUCTION OF THE TRAIL. 32.) The native trees on the parcel are mature second growth fir,cedars,alders,hemlock and bi leaf maples of various ages.The groundcover and understory are primarily salal,Oregon grape,sword ferns,salmon berries g _and Sitka willow. 4. Describe the existing soils. Indicate soil type on the site map. • The western upland portion contains sandy topsoil,loamy sand and glacial till. The eastern portion along the bluff contains sandy soil near the surface and very compact silt and clay with layers of peat near the ocean level.The beach is sand and gravel. 5. Describe the existing site hydrology(i.e.,drainage;behavior of water on the site—above, below, and on the ground). Indicate existing stormwater drainage to and from the site on the site map. Depict separate drainage basins on the site map, if applicable,and indicate acreage of each. The gently sloping upland portion is bounded on the north by a seasonal stream valley on the adjacent property- bounded on the southeast by a seasonal stream.Both continue eastward to the shoreline bluff.Both of these streams is seasonal streams with very little surface water flow in the area adjacent to the upland area. The gentle sloping western upland portion is very stable.The southeast portion has a stream valley with a moderately pitched ' slope,but the slopes are generally stable.Recent land movement in the past 10 years has occurred on the shoreline bluff, which is steep. 8. The parcel is surrounded by public and private forest lands to the south and west.Approximately 12 homes are located along this section of Seahome Road.The road is maintained by the county and utilities are in place.Along the Hood Canal portion of Seahome Road,a landslide occurred about 10 years ago and resulted in some building being uninhabitable.It is unlikely that the slide area will expand in the near future. Permanent Stormwater Control Plan This portion of the Stormwater Site Plan consists of the selection and installation.of the appropriate stormwater control BMPs and facilities to remain in place after construction of the project is completed. "Medium" size projects are required to have the totals calculated of all impervious surfaces, pollution-generating impervious surfaces, and pollution-generating pervious surfaces to verify that the thresholds for treatment facilities and flow control facilities are not exceeded. • 9. The BMPs indicated by the applicant in the template that follows must be installed on the ground during all construction phases of the project. The proponent is responsible for preventing sediment and erosion impacts to environmentally sensitive areas and off-site areas. There will be less than 15 trees cut for the building site and the septic drainfield area. Trees that will be cut outside the house footprint, will remain on the ground to aid in erosion control. Stumps will be removed in the building footprint and will be chipped on site and used for erosion control. 2. Establish Construction Access. There is a dirt driveway on the property that will be used for construction access. The road surface will be enhanced will gravel, which will make access for the construction equipment easier and less invasive. 3. Control Flow Rates. The land parcel has good drainage valleys and will aid in moving the water off the site. The valleys gently slope eastward and are heavily vegetated with native species. Recycled wood chips and fallen logs will help keep waterflow to a gradual rate and should_not cause any erosion. 4. Install Sediment Controls. Recycled wood chips and fallen logs will be placed between the building site and the valleys. 5. Stabilize Soils. — The soils will be stabilized by keeping the native vegetation intact and minimizing the tree removal. — Vehocles will remain on the road and avoid unnecessary soil compaction. 6. Protect Slopes. The drainage valleys are more than 30' from the building site and will be undisturbed. The level surface leading to the drainage valleys will receive addition protection from the distribution of recycled wood chips and fallen logs. 7. Conditions of Use Construction entrances shall be stabilized wherever traffic will be leaving a construction site and traveling on paved roads or other paved areas within 1,000 feet of the site. On large commercial,highway, and road projects,the designer should include enough extra materials in the contract to allow for additional stabilized entrances not shown in the initial Construction SWPPP. It is difficult to determine exactly where access to these projects will take place; additional materials will enable the contractor to install them where needed. Design and • See Figure 4.2 for details.Note:the 100' minimum length of the Installation entrance shall be reduced to the maximum practicable size when the Specifications size or configuration of the site does not allow the full length(100'). • A separation geotextile shall be placed under the spalls to prevent fine sediment from pumping up into the rock pad. The geotextile shall meet the following standards: Grab Tensile Strength(ASTM D4751) 200 psi min. Grab Tensile Elongation (ASTM D4632) 30%max. Mullen Burst Strength(ASTM D:3786-80a) 400 psi min. AOS(ASTM D4751) 20-45(U.S. standard sieve size) • Consider early installation of the first lift of asphalt in areas that will paved;this can be used as a stabilized entrance. Also consider the installation of excess concrete as a stabilized entrance. During large concrete pours,excess concrete is often available for this purpose. • Hog fuel(wood-based mulch)may be substituted for or combined with quarry spalls in areas that will not be used for permanent roads. Hog fuel is generally less effective at stabilizing construction entrances and should be used only at sites where the amount of traffic is very limited. Hog fuel is not recommended for entrance stabilization in urban areas. The effectiveness of hog fuel is highly variable and it generally requires more maintenance than quarry spalls. The inspector may at any time require the use of quarry spalls if the hog fuel is not preventing sediment from being tracked onto pavement or if the hog fuel is being carried onto pavement. Hog fuel is prohibited in permanent roadbeds because organics in the subgrade soils cause degradation of the subgrade support over time. • Fencing(see BMPs C103 and C104) shall be installed as necessary to restrict traffic to the construction entrance. 4-8 Volume II— Construction Stormvvater Pollution Prevention February 2005 • • • Whenever possible,the entrance shall be constructed on a firm, compacted subgrade. This can substantially increase the effectiveness of the pad and reduce the need for maintenance. Maintenance • Quarry spalls(or hog fuel) shall be added if the pad is no longer in Standards accordance with the specifications. • If the entrance is not preventing sediment from being tracked onto pavement,then alternative measures to keep the streets free of sediment shall be used. This may include street sweeping, an increase in the dimensions of the entrance,or the installation of a wheel wash. • Any sediment that is tracked onto pavement shall be removed by shoveling or street sweeping. The sediment collected by sweeping shall be removed or stabilized on site. The pavement shall not be cleaned by washing down the street,except when sweeping is ineffective and there is a threat to public safety. If it is necessary to wash the streets,the construction of a small sump shall be considered. The sediment would then be washed into the sump where it can be controlled. • Any quarry spalls that are loosened from the pad,which end up on the roadway shall be removed immediately. • If vehicles are entering or exiting the site at points other than the construction entrance(s),. fencing(see BMPs C103 and C104) shall be installed to control traffic. • Upon project completion and site stabilization, all construction accesses intended as permanent access for maintenance shall be •ermanentl stabilized.
