Description:
Ovivo added scope to the changes made in Change Order 02, executed 10/16/2023 which included
changes to the main plant control panel and additional marshaling panels. This change incorporates
additional changes to the scope of Change Order 02 and also includes engineering and draft time for
Ovivo staff.

Port Hadlock Wastewater Project
Statement of Issue: Execution of Change Order No. 6 to the contract with Ovivo USA,
LLC for supply of the Membrane Bioreactor (MBR) wastewater treatment plant
equipment for Port Hadlock.
Analysis/Strategic Goals/Pro's 8t Con's: Change Order No. 6 is a $24,530.00 (plus
9.2% WSST) increase to the Ovivo contract. The proposed change to the contract
includes 1) Ovivo engineering and drafting time for changes made to Change Order
No. 2; and 2) additional materials which were not included in Change Order No. 2.
Change Order No. 2, was executed on 10/16/2023 and added a new master control
panel to incorporate the Ovivo system and the non-Ovivo system controls.
Programming and integrating controls for non-Ovivo equipment were not included in
the original design.
Fiscal Impact/Cost Benefit Analysis: Change Order No. 6 adds $24,530.00 (plus 9.2%
WSST) to the total contract price. The contract increases from $1,790,805.35 (plus
WSST) to $1,815,335.35 (plus WSST). The project is funded at 100% by the
Department of Commerce through the American Rescue Plan Act, State and Local
Fiscal Reovery Funds.
Recommendation: Public Works recommends that the Board sign Change Order No. 6
where indicated and return signed change order to Public Works for further
processing.
