CONDITIONS for Building Permit# :BLD07-00619
1.) A VEGETATED FLOWPATH OF AT LEAST 25 FEET IN LENGTH MUST BE
MAINTAINED BETWEEN THE OUTLET OF THE TRENCH AND ANY PROPERTY LINE,
STRUCTURE, STREAM, WETLAND, OR IMPERVIOUS SURFACE. A VEGETATED
FLOWPATH OF AT LEAST 50 FEET IN LENGTH MUST BE MAINTAINED BETWEEN
THE OUTLET OF THE TRENCH AND ANY STEEP SLOPES. SENSITIVE AREA
BUFFERS MAY COUNT TOWARDS FLOWPATH LENGTHS.
ROOF AREAS LARGER THAN 700 SQUARE FEET WILL REQUIRE A DISPERSION
TRENCH WITH NOTCHED GRADE BOARD. THE TOTAL LENGTH OF THIS DESIGN
MUST NOT EXCEED 50 FEET AND MUST PROVIDE AT LEAST 10 FEET OF TRENCH
PER 700 SQUARE FEET OF ROOF AREA.

THE MINIMUM HEIGHT OF THE TOP OF SILT FENCE SHALL BE 2 FEET AND THE
MAXIMUM HEIGHT SHALL BE 2 1/2 FEET ABOVE THE ORIGINAL GROUND
SURFACE.
THE SILT FENCE SHALL BE BURIED IN A TRENCH TO A MINIMUM DEPTH OF 5
INCHES BELOW THE GROUND SURFACE. THE TRENCH SHALL BE BACKFILLED
AND THE SOIL TAMPED IN PLACE OVER THE BURIED PORTION OF THE SILT
FENCE, SUCH THAT NO FLOW CAN PASS BENEATH THE FENCE AND SCOURING
CAN NOT OCCUR.
ANY DAMAGE TO THE SILT FENCE SHALL BE REPAIRED IMMEDIATELY.
SEDIMENT DEPOSITS SHALL EITHER BE REMOVED WHEN THE DEPOSIT
REACHES APPROXIMATELY ONE-THIRD THE HEIGHT OF THE SILT FENCE, OR A
SECOND SILT FENCE SHALL BE INSTALLED.
3.) A SEPERATION GEOTEXTILE EOLL BE PLACED UNDER THE SPALLS T(`
PREVENT FINE SEDIMENT FROM PUMPING UP INTO THE ROCK PAD.
GEOTEXTILES SHALL MEET BMP C105 RECOMMENDED STANDARDS.
FENCING SHALL BE INSTALLED AS NECESSARY TO RESTRICT TRAFFIC TO THE
CONSTRUCTION ENTRANCE.
WHENEVER POSSIBLE, THE ENTRANCE SHALL BE CONSTRUCTED ON A FIRM,
COMPACTED SUBGRADE. THIS CAN SUBSTANTIALLY INCREASE THE
EFFECTIVENESS OF THE PAD AND REDUCE THE NEED FOR MAINTENANCE.
QUARRY SPALLS (OR HOG FUEL) SHALL BE ADDED IF -I-HE PAD IS NO LONGER IN
ACCORDANCE WITH THE SPECIFICATIONS.
IF THE ENTRANCE IS NOT PREVENTING SEDIMENT FROM BEING TRACKED ONTO
PAVEMENT, THEN ALTERNATIVE MEASURES TO KEEP THE STREETS FREE OF
SEDIMENT SHALL BE USED. THIS MAY INCLUDE STREEET SWEEPING, AN
INCREASE IN THE DIMENSIONS OF THE ENTRANCE, OR THE INSTALLATION OF A
WHEEL WASH.
ANY SEDIMENT THAT IS TRACKED ONTO PAVEMENT SHALL BE REMOVED BY
SHOVELING OR STREET SWEEPING. THE SEDIMENT COLLECTED BY SWEEPING
SHALL BE REMOVED OR STABILIZED ON SITE. THE PAVEMENT SHALL NOT BE
CLEANED BY WASHING DOWN THE STREET, EXCEPT VVHEN SWEEPING IS
INEFFECTIVE AND THERE IS A THREAT TO PUBLIC SAFETY. IF IT IS NECESSARY
TO WASH THE STREETS, THE CONSTRUCTION OF A SMALL SUMP SHALL BE
CONSIDERED. THE SEDIMENT WOULD THEN BE WASHED INTO THE SUMP
WHERE IT CAN BE CONTROLLED.
ANY QUARRY SPALLS THAT ARE LOOSENED FROM THE PAD, WHICH END UP ON
THE ROADWAY SHALL BE REMOVED IMMEDIATELY.
IF VEHICLES ARE ENTERING OR EXITING THE SITE AT POINTS OTHER THAN THE
CONSTRUCTION ENTRANCE(S), FENCING (SEE BMPs C103 AND C104) SHALL BE
INSTALLED TO CONTROL TRAFFIC.
UPON PROJECT COMPLETION AND SITE STABILIZATION, ALL CONSTRUCTION
ACCESSES INTENDED AS PERMANENT ACCESS FOR MAINTENANCE SHALL BE
PERMANENTLY STABILIZED.
4.) STORMWATER FROM THE ROOF AND DRIVEWAY AREAS SHOULD BE DIRECTED
INTO DISPERSION/INFILTRATION TRENCHES OR ALLOWED TO SIMPLY SHEET
FLOW ONTO THE GROUND AT LEAST 30 FEET FROM THE TOP OF THE STEEP
SLOPE. NO STORMWATER SHOULD BE DIRECTED TOWARDS THE SOUTH
PROPERTY LINE IN ORDER TO AVOID ADDING TO GROUND WATER RECHARGE
ABOVE THE PORTION OF THE SLOPE THAT HAS IMPERMEABLE SILT
UNDERLYING THE STEEP UPPER PORTION OF THE SLOPE.
5.) NO TREES OR VEGETATION SHOULD BE REMOVED FROM THE SOUTHERN
PORTION OF THE SLOPE WHERE PERIODIC SATURATED CONDITIONS TAKE
PLACE. THINNING AND LIMBING OF TREES FOR VIEW PURPOSES IS
ACCEPTABLE ON THE STEEP SLOPE OUTSIDE THE AREA WHERE THE UPPER
SLOPE HAS THE POTENTIAL OF BECOMMING SATURATED. AT LEAST ONE TREE
PER 30-FOOT CENTER SHOULD BE LEFT IN PLACE.
6.) ALL CONSTRUCTION AND DEVELOPMENT ACTIVITIES MUST COMPLY WITH ALL
DESIGN SPECIFICATIONS, PERMIT CONDITIONS, STATE AND LOCAL CODES, AND
RECOMMENDED STANDARDS AND GUIDANCE DOCUMENTS IN EFFECT WHEN
THE PERMIT IS ISSUED.
7.) A vegetative buffer of 30-feet shall be permanently maintained from the top or edge of the
Landslide Hazard Area. All buffers shall be measured perpendicularly from the top of the
Landslide Hazard Area.

8.) A Geotechnical Report dated March 22, 2007 prepared by Stratum Group was submitted
in conjunction with this application. The report addressed the stability of the geologic
hazard area. A setback of 30-feet shall be measured perpendicularly from the top of the
steep slope on the west side of the bench area. The home should also be set back at
least 50-feet back from the steep slope on the west side of the bench area where
impermeable compact silt is located on the steep slope.
9.) PRIOR TO FINAL BUILDING OCCUPANCY, PROPONENT SHALL SUBMIT A WRITTEN
LETTER FROM THE GEOLOGIST WHO PREPARED THE GEOTECHNICAL REPORT
DATED MARCH 22, 2008 STATING THAT THE STRUCTURE AND STORMWATER
FACILITIES HAVE BEEN CONSTRUCTED IN CONFORMANCE WITH THE
REQUIREMENTS OF THE "GEOTECHNICAL REPORT." THE LETTER SHALL BE
STAMPED BY THE LICENSED GEOLOGIST/ENGINEER.
10.) Landslide Hazard Areas and their associated buffers shall remain naturally vegetated.
Should buffer disturbance occur during construction, the Unified Development Code
(UDC)Administrator shall require replanting with native vegetation. No alterations shall be
made to the Landslide Hazard Area or its associated buffer without prior authorization by
the UDC Administrator.
11.) Prior to and during approved construction activities, the perimeter of the landslide hazard
area buffer shall be marked with a temporary sign. The sign shall be placed in such a
manner that it can be directly observed from the construction area. The sign shall contain
the following statement: "Landslide Hazard Area and Buffer- Do not Remove or Alter
Existing Vegetation."
12.) All construction activities shall not encroach upon the landslide hazard area or stream
buffers. This includes the storage or preparation of materials.
13.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water
quality degradation. The submitted proposal does not require additional aquifer
protection measures. However, during construction the project shall follow the Best
Management Practices (BMPs) and facility design standards as identified and defined in
the Stormwater Management Manual for the Puget Sound Basin.
14.) The identified Fish and Wildlife Habitat Area (Type 5 Stream), shall maintain a vegetative
buffer setback of 50-feet. The setback shall be measured horizontally from the Ordinary
High Water Mark (OHWM) to the proposed single family residence.
15.) An additional setback of five (5) feet is required from the edge of the stream buffer area to
the proposed single family residence.
16.) A permanent physical separation along the boundary of the stream buffer area shall be
installed and permanently maintained. Such separation can include installing logs, trees,
a hedgerow, or any other prominent physical marking approved by the UDC Administrator.
17.) Stream buffer perimeters shall be marked with temporary signs at an interval of one per
parcel or every one hundred (100) feet, whichever is less. Signs shall be in place prior to
and during construction activities. The signs shall contain the following statement: "Buffer
- Do Not Remove or Alter Existing Vegetation."
18.) The project shall comply with Construction Stormwater Pollution Prevention (SWPP)
Elements#1 through#12 of the Department of Ecology's Stormwater Management
Manual for Western Washington to control stormwater, erosion and sediment during
construction. BMPs shall address permanent measures to stabilize soil exposed during
construction, and in the design and operation of stormwater and drainage control systems.
19.) A Stormwater Site Plan has beenemitted and approved by the Department 0
Community Development. Once the subject permit has been issued the applicant shall
fully implement the provisions of the submitted plan and contact the Jefferson County
Department of Community Development to arrange a schedule to inspect the property for
plan compliance. A Certificate of Occupancy will not be issued until the Department
verifies plan compliance. No clearing for roadways or utilities shall occur on the project
site until clearing necessary for the installation of temporary sedimentation and erosion
control measures have been completed.
20.) Outdoor residential storage shall be maintained in an orderly manner and shall create no
fire, safety, health or sanitary hazard.
21.) Not more than 2 unlicensed vehicles shall be stored on any lot unless totally screened
from view of neighboring dwellings and rights-of-way. Such screening shall meet all
applicable performance and development standards specific to the district in which the
storage is kept, and shall be in keeping with the character of the area. Screening shall
meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor
vehicles is prohibited except in those districts where specified as an autormobile wrecking
yard or junk (or salvage) yard and allowed as a permitted use in Table 3-1 or Chapter
18.18 JCC, and such storage shall meet the requriements of JCC 18.20.100, Automobile
wrecking yards and junk (or salvage) yards. In no case, shall any such junk motor
vehicles be stored in a critical area.
22.) A minimum of two (2) on-site parking spaces shall be provided for the single family
residence.
23.) Proponent shall submit an original written confirmation letter from DOT stating that the
approach has been installed based on the conditions of the Permit Number 45726
approved on January 5, 2006.
24.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of
impervious surface which includes roof tops, driveways, concrete, etc.
25.) Exterior lighting for residential uses shall not exceed twenty feet(20') in height from the
finished grade, excepting when such lighting is an integral part of a building or structure.
Ground level lighting is encouraged.
26.) Lighting fixtures shall be designed and hooded to prevent the light source from being
directly visible from outside the boundaries of the property. The intensity or brightness of
all lighting, during construction and after project completion shall not adversely affect the
use of surrounding properties or adjoining rights-of-way.
27.) The building height is not to exceed 35 feet.
28.) Minimum setback from SR 101 right-of-way shall be 50 feet. Minimum setbacks from
Hiddendale Drive and Riverdale Drive rights-of-ways shall be 20 feet. Minimum south
setback shall be 5 feet. If an ESA is present, then the more stricter setbacks shall apply.

CONSTRUCTION STORMWATER POLLUTION PREVENTION PLAN (SWPPP)
The Construction SWPPP addresses sediment and erosion control during construction. The BMPs indicated by the applicant in the
template that follows must be installed on the ground during all construction phases of the project. The proponent is responsible for
preventing sediment and erosion impacts to environmentally sensitive areas and off-site areas. Consult the Construction Stormwater
Pollution Prevention (SWPP) Best Management Practices (BMPs) Packet for guidance, particularly with rural residential
development.

Stormwater Site Plan Changes
If the designer wishes to make changes or revisions to the originally approved Stormwater Site Plan,the proposed revisions shall be
submitted to DCD prior to construction. The submittal shall include substitute pages that include all proposed changes, revised
drawings showing any structural changes,and any other supporting information that explains and supports the reason for the change.
Final Corrected Plan Submittal
If the project included construction of conveyance systems,treatment facilities,flow control facilities, or structural source control BMPs
(not standard on-site stormwater management BMPs),the applicant shall submit a final corrected plan ("as-builts")when the project is
completed. These should be engineering drawings (stamped by a licensed civil engineer) that accurately represent the project as
constructed.
