Surface transportation reauthorization advancing – NACo continues to push for county priorities
In both the U.S. House of Representatives and the U.S. Senate, the main committees of jurisdiction are pushing forward to draft and mark up their respective surface transportation reauthorization
bills. NACo continues to meet with member offices and committee staff to push for the inclusion of key county priorities, including more access to funding and streamlined project delivery.
The current surface transportation legislation, the “Infrastructure Investment and Jobs Act” or the “Bipartisan Infrastructure Law,” is set to expire on September 30, 2026. Read more

FY 2026 appropriations enacted; DHS on short-term funding
Congress passed, and the President signed, a $1.2 trillion appropriations package, providing discretionary funding for federal departments and programs counties rely on to deliver essential
services through Sept. 30, 2026. Funded priorities include full funding for the Payment in Lieu of Taxes (PILT) program, public health and behavioral health, housing and homelessness
assistance, workforce development, rural development and emergency management. However, the U.S. Department of Homeland Security (DHS) — including FEMA — is funded only through February

SAVE Act vote expected this week
The U.S. House is expected to consider the Safeguard American Voter Eligibility (SAVE) Act, which would require documentary proof of citizenship to register to vote in federal elections.
The legislation could significantly affect county election administration by imposing new verification, recordkeeping and voter list maintenance requirements. NACo is closely monitoring
House action and elevating county concerns to ensure any federal changes protect election integrity without creating unfunded mandates or operational burdens for county election officials.
