SUBJECT: ADVISORY COUNCIL RESIGNATION(1) and APPOINTMENT (1)re:
Clean Water District Advisory Council; Joe Holtrop and Sierra Young
STATEMENT OF ISSUE:
On February 7, 2026, notice was received from Clean Water District Advisory Council staff member
Michael Dawson, that the following council member will be resigning from their term due to their upcoming
retirement:
1. Joe Holtrop, Jefferson County Conservation District
The Jefferson County Conservation District(JCCD) has appointed the following person to fill Mr. Holtrop's
position, per their new role as Manager of the JCCD:
2. Sierra Young, Jefferson County Conservation District
ANALYSIS:
After said recommendation the Clean Water District Advisory Council is recommending that the BOCC
approve the following appointment:
1. Jefferson County Conservation District, Sierra Young—Unexpired term ending May 9, 2029
RECOMMENDATION
1. Accept the Clean Water District Advisory Council resignation
2. Approve the recommendation for the Clean Water District Advisory Council
