Docks and floats shall not extend more than three (3) feet in height above the water nor exceed eight(8)feet in width. 2.) Total area of floating dock footprint shall not exceed 400 square feet in size. 3.) Prior to issuance of the Jefferson County Building Permit, the applicant will be required to submit a small parcel Drainage and Erosion Control Plan as required by the Jefferson County Code and described in JCC 18.15.315(2). Once the subject permit has been issued, the applicant shall fully implement the provisions of the Drainage and Erosion Control Plan. 4.) Proper disposal of construction debris must be on land in such a manner that debris cannot enter the water body or cause water quality degradation of state waters. 5.) All lumber and other materials treated with preservative shall be sufficiently cured to minimize leaching into the water or shore bed, in accordance with the Best Management Practices approved by the Washington Department of Fish and Wildlife. 6.) In order to minimize visual impact, the pier, ramp, and float shall be constructed to harmonize with the local shoreline environment to the maximum extent practicable. This includes utilizing appropriate color(s), texture, non-reflective materials, and other design characteristics. 7.) Construction shall be in substantial compliance with the site plans submitted to Jefferson County during the permit process as they exist now or are hereafter amended by Jefferson County and/or the Washington State Department of Ecology. 8.) No fill or other material may be placed in the waters or inter tidal areas of Jefferson County. 9.) Work within the jurisdiction of the Shoreline Program other than as described above shall receive separate review from this office. 10.) Substantial progress towards completion of the project shall be performed within two years of the issuance of the permit. 11.) Prior to construction, the proponent shall contact Jefferson County Department of Community Development at(360) 379-4462 with estimated project timelines for monitoring and plan compliance. 12.) Prior to the onset of construction, the applicant shall provide the Department of Community Development with the name and address of the contractor carrying out the project. (The building permit submitted on April 1, 2008 has identified Waterfront Contruction as the contractor), 13.) The applicant shall comply with the requirements of the Hydraulic Project Approval #108111-1 issued on May 18, 2007, from the Washington Department of Fish and Wildlife. Prior to commencing development activity, the proponent is responsible for informing the US Army Corps of Engineers (COE) in order for COE to determine whether a Department of the Army permit or review is required. Generally, review is required for construction and dredging in or around navigable waters of the US and for work or fill in hydrologically connected wetlands. Contact the US Army Corps of Engineers, Seattle District Regulatory Branch, PO Box 3755, Seattle WA 98124, (206) 764-3495, for more information. 15.) Utility service for the pier and dock shall be on or under the decking. Lighting shall be shielded to prevent unnecessary glare off-site and to not impact navigation. No overhead lighting is permitted. ! 16.) Structures, equipment, and materials shall be maintained. Structures, equipment, and materials shall be removed as soon as practicable upon the cessation of a project's operation or the structure becomes so dilapidated that it requires total replacement. If the structure is not maintained or utilized for over one (1) year, it shall be removed regardless of future anticipated use unless the Jefferson County Department of Community Development based on the showing of good cause has granted prior permission. 17.) Boats that are occupied shall not be permitted to moor at private docks, piers, and floats for longer than three(3) days unless pump-out facilities are available in the immediate vicinity. 18.) To help prevent seawater from intruding landward into underground aquifers, all new development activity on Marrowstone Island, Indian Island and within 1/4 mile of any marine shoreline shall be required to infiltrate all stormwater runoff onsite. 19.) The property owner shall comply with Water Conservation Measures (per list maintained by the UDC Administrator). ' 20.) The design, location, and construction of docks, piers, and floats, as well as their subsequent use, shall avoid adverse effects on fish, shellfish, wildlife, marine vegetation, water quality, and geohydraulic processes. Construction methods shall minimize the use of materials hazardous to the environment. 21.) Docks, piers, floats and boat houses shall be designed and constructed to minimize hazards to users and to be capable of withstanding the historic extremes of wind, wave, and tides at their location. 22.) In areas of seasonal exposure to high wind and waves, docks and moored vessels shall be moved to a protected location during that time of year when high wind and waves are anitcipated. 23.) Docks, piers, and floats shall be marked as necessary to avoid hazardous conditions for water surface users as specified by the U.S. Coast Guard. 24.) Construction must follow the Flood Damage Prevention requirements, as specified in JCC Chapter 15.15. 25.) All new construction and substantial improvements shall be constructed with materials and utility equipment resistant to flood damage. 26.) All new construction and substantial improvements shall be constructed using methods and practices that minimize flood damage. 27.) The project shall adhere to the Best Management Practices (BMPs)to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 28.) The proponents shall comply with all relevant state and federal regulations pertaining to the discharge of oil. 29.) A Stormwater Site Plan dated April 10, 2008 has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 30.) Building Condition: • At the conclusion of work as approved by the Building Permit the Building Official is requiring that a Washington State licensed design professional perform a written Structural Observation to ensure compliance to the approved design and to identify any deficiencies that remain. • • 0 >Y CO 0 O a w?
