Citizens of District 3 are keenly aware that in this time of dramatic change in Jefferson County's Solid Waste operations, District 3 has not been adequately represented in research, development of options, and decision-making. While all unincorporated Jefferson County residents are dramatically affected by changes in service levels, location of facilities, and fee increases, the communities south of SR 140 are particularly disadvantaged. They are disproportionately affected by * remote rural location, * distance from the more densely populated and better-served north county, * availability and cost of (truck) transportation, and * comparatively lower disposable income. Through conversations with our neighbors we have learned that modification of the County's Solid Waste plan has moved forward over the past half year with NO representation of District 3. This needs to be corrected! And new appointments to the SWAC need to regularly and reliably communicate with residents of south county. As stated in the SWAC bylaws, Members' roles and responsibilities include "Shar[ing] appropriate information about the Solid Waste Division's services, projects, policies, and programs with their communities". I and my neighbors feel this is a vital role of County advisory committee appointees. I vigorously support Jim Friedman's appointment to the SWAC, to represent south county and bring this community's needs and interests into the Solid Waste discussions. Even though Jim's application for this volunteer position has been ignored for over 5 months, he has carefully followed the SWAC's deliberations, researched the past and current status of the County's Solid Waste services, and formulated options for the future which need your full consideration. I regret that a medical procedure will prevent me from addressing the full BoCC in person at your Feb 17 meeting.
