Roughness coefficients for the FESWMS model were chosen to be the same as in the HEC-RAS
•
model. The n-value regions are depicted in Figure 2.8, and range from 0.037 for the main
channel to 0.100 for forested floodplain areas. The resulting water surface elevations predicted
by FESWMS for a 100-year flood were generally higher than predicted by HEC-RAS in the
lower part of the model domain, but matched more closely within the upper part. Table 2.4
compares the results for the HEC-RAS cross-sections within the FESWMS model domain. Note
that for a given water surface elevation from a HEC-RAS cross-section location, there is a range
of elevations resulting from the FESWMS model. The one-dimensional model, by definition,
must assume a constant water surface along each cross-section, whereas the two-dimensional
results provide a more realistic representation.

It is not uncommc n for two-dimensional models to sometimes predict higher water levels, given
the same roughness coefficients and similar geometries. The more physically-based FESWMS
model inherently accounts for some hydraulic losses that one-dimensional models may not. In
particular, flow expansion and contraction are by nature two-dimensional phenomena and are
often underestimated by one-dimensional models. A calibrated one-dimensional model may
require that n-values be elevated artificially to account for head losses that are two-dimensional
in nature.
A determination was made not to lower the FESWMS n-values and to attempt to better match the
HEC-RAS results ;or a few reasons. First, the assigned n-valuers may already trend toward the
low end of acceptable values, particularly on the overbank where the highest value is 0.100 in
I highly vegetated areas. It is not uncommon for this value to be higher. Second, the FESWMS
results along U.S. 101 at MP 174.4 correlate reasonably well with anecdotal observations from
it '' the October 2003 r`lood, which is believed to be close to a 100-year event. Water levels
