Project Schedule 2025 Comprehensive Plan Periodic Review Schedule: 2025 CP Periodic Update Legislative Action December 8, 2025 Project Schedule Resolution NO. 86-1215-25R Project Schedule Allowance for extending schedules: RCW 36.70A.130(6)(b) and WAC 365-196-610(1)(b) authorize Jefferson County to take up to an additional 24 months to complete the periodic update process if the county has a population of less than 50,000 and has had its population increase by no more than 17 percent in the 10 years preceding the deadline. Using state Office of Financial Management population numbers of the last 10 years, the countywide population grew from 31,266 in 2015 to 33,825 in 2025, or a 10-year growth rate of 8.2%, below the 17% threshold in WAC 364-196-610. How much predictability can we assure in our schedule? Do we need to extend our extension? ❑PAO has identified additional staff work to do in CP/UDC (transportation impact fee). ❑Hearing Draft comprehensive plan is forthcoming (March) ❑Public Process at Planning Commission is nearing completion. Need to coordinate around hearing and recommendation tasks. ❑“Required findings” will not likely need to change much—Planning Commission can work ahead on findings and recommendations to BoCC.
