Project schedule influenced by:
1.DCD & Consultant developing amendments responsive to many legislative
amendments to Growth Management Act (GMA) and assisting development of
protocols at Washington State Department of Commerce,
2.Additional time put into schedule to meet Planning Commission needs,
3.Additional time for legal review.

Allowance for extending schedules:
RCW 36.70A.130(6)(b) and WAC 365-196-610(1)(b) authorize
Jefferson County to take up to an additional 24 months to complete
the periodic update process if the county has a population of less than
50,000 and has had its population increase by no more than 17 percent
in the 10 years preceding the deadline.
Using state Office of Financial Management population numbers of
the last 10 years, the countywide population grew from 31,266 in
2015 to 33,825 in 2025, or a 10-year growth rate of 8.2%, below the
17% threshold in WAC 364-196-610.

Essential Public Facility (EPF) Process –Don’t have to docket it with annual amendments
ch. 18.15 JCC (special use permit for EPF)
ch. 18.45 JCC Exemption from Docket (Type V process for EPF adoption)

Comprehensive Plan and UDC Review
1.Public comments from open houses and other outreach were worked into the “Public
Review Draft” comprehensive plan, reviewed by the Planning Commission.
2.Additional comments from public, Planning Commission, staff and consultants received
from “Public Review Draft” review were worked into a “Hearing Draft” for legal review.
3.BERK made some additional edits to the Hearing Draft before their contract expired, which
will be reconciled into the PAO’s reviewed Hearing Draft.
4.Planning Commission hearing and Planning Commission deliberations will likely generate
comments for us to track and provide to the Board of Commissioners as part of the
Planning Commission comments on the Hearing Draft.
5.The BoCC will likely hold their own hearing on the Hearing Draft comprehensive plan,
make edits with regard to Planning Commission recommendations and additional
comments received.

▪In a UGA, two ADUs allowed per lot.
▪ADUs cannot have setback requirements more restrictive than single-
family units.
▪Recreational Park Trailer, Park Model, Tiny Home on Wheels (L&I
regulated) modular structures may be considered ADUs
▪New siting permit process for park model placement (“placement
permit”)

Summary ❑Project schedule to June 30, 2026 is again brief.
How much predictability can we assure in our
schedule? Do we need to extend our extension?
❑PAO has identified additional staff work to do in
CP/UDC (transportation impact fee).
❑Hearing Draft comprehensive plan is forthcoming
(March)
❑Public Process at Planning Commission is nearing
completion. Need to coordinate around hearing
and recommendation tasks.
❑“Required findings” will not likely need to change
much—Planning Commission can work ahead on
findings and recommendations to BoCC.
