1.) The final stair landing shall terminate above the OHWM (Ordinary High Water Mark).
Stairs terminating on the beach below OHWM must be removable and constructed so that
they can be carried up the stairs and stored on-site.
2.) 1. The applicant shall follow, comply with and incorporate the recommendations
outlined in the Geotechnical Report prepared by Aspect Consulting and dated September
25, 2007 into the final design and site plan of the staircase.
2. The applicant shall comply with the provisions as outlined in the HPA Control
Number 112462-1 issued by the Department of Fish & Wildlife dated March 25, 2008.
3. A small parcel Drainage and Erosion Control Plan as required and described by JCC
18.30.070 & JCC 18.15.380. Once the subject permit has been issued, the applicant shall
fully implement the provisions of the submitted Drainage and Erosion Control Plan.
4. No large conifer trees shall be removed.
5. Proper disposal of construction debris must be on land in such a manner that debris
cannot enter the water body or cause water quality degradation of state waters. No fill or
other material may be placed in the waters or intertidal areas of Jefferson County.
6. All lumber and other materials treated with preservative shall be sufficiently cured to
minimize leaching into the water or shore bed, in accordance with the Best Management
Practices approved by the Washington Department of Fish and Wildlife.
7. The design of the staircase shall include the minimum size footings and concrete
supports to support the structure as determined by the Jefferson County Department of
Community Development. This condition is intended to minimize the visual impacts of the
structure and to minimize the disruption of the beach area.
8. A new or expansive bulk-head shall not be allowed in the future to protect this staircase,
which is a non-essential, non-appurtenant structure.
9. If portions of the structure over the utility easement must be removed to repair or
maintain the sewer line, all expenses for removal and replacement of the structure shall
be the responsibility of the property owner. Prior to replacement, the property owner shall
contact the Jefferson County Department of Community Development to obtain permits.
3.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater,
erosion and sediment during construction. BMPs shall address permanent measures to
stabilize soil exposed during construction, and in the design and operation of stormwater
and drainage control systems.
4.) The project shall comply with Construction Stormwater Pollution Prevention (SWPP)
Elements#1 through#12 of the Department of Ecology's Stormwater Management
Manual for Western Washington to control stormwater, erosion and sediment during
construction. BMPs shall address permanent measures to stabilize soil exposed during
construction, and in the design and operation of stormwater and drainage control systems.
5.) The deck shall be setback a minimum of 8 feet from the top of the bank.
