1.) DESIGN CRITERIA FOR SPLASHBLOCKS:
A VEGETATED FLOWPATH OF AT LEAST 50 FEET SHOULD BE MAINTAINED
BETWEEN THE DISCHARGE POINT AND ANY PROPERTY LINE, STRUCTURE,
STEEP SLOPE, STREAM, WETLAND, LAKE, OR OTHER IMPERVIOUS SURFACE.
SENSITIVE AREA BUFFERS MAY COUNT TOWARD FLOWPATH LENGTHS.
A MAXIMUM OF 700 SQUARE FEET OF ROOF AREA MAY DRAIN TO EACH
SPLASHBLOCK.
A SPLASHBLOCK OR A PAD OF CRUSHED ROCK (2 FEET WIDE BY 3 FEET LONG
BY 6 INCHES DEEP) SHOULD BE PLACED AT EACH DOWNSPOUT DISCHARGE
POINT.
NO EROSION OR FLOODING OF DOWNSTREAM PROPERTIES MAY RESULT.
FOR SITES WITH SEPTIC SYSTEMS, THE DISCHARGE POINT MUST BE
DOWNSLOPE OF THE PRIMARY AND RESERVE DRAINFILED AREAS.
2.) A SILT FENCE SHALL BE INSTALLED AT THE WETLAND BUFFER PRIOR TO ANY
LAND DISTURBING ACTIVITY.
THE MINIMUM HEIGHT OF THE TOP OF SILT FENCE SHALL BE 2 FEET AND THE
MAXIMUM HEIGHT SHALL BE 2 1/2 FEET ABOVE THE ORIGINAL GROUND
SURFACE.
THE SILT FENCE SHALL BE BURIED IN A TRENCH TO A MINIMUM DEPTH OF 5
INCHES BELOW THE GROUND SURFACE. THE TRENCH SHALL BE BACKFILLED
AND THE SOIL TAMPED IN PLACE OVER THE BURIED PORTION OF THE SILT
FENCE, SUCH THAT NO FLOW CAN PASS BENEATH THE FENCE AND SCOURING
CAN NOT OCCUR.
ANY DAMAGE TO THE SILT FENCE SHALL BE REPAIRED IMMEDIATELY.
SEDIMENT DEPOSITS SHALL EITHER BE REMOVED WHEN THE DEPOSIT
REACHES APPROXIMATELY ONE-THIRD THE HEIGHT OF THE SILT FENCE, OR A
SECOND SILT FENCE SHALL BE INSTALLED.
3.) CONSTRUCTION ENTRANCES SHALL BE STABILIZED WHEREVER TRAFFIC WILL
BE LEAVING A CONSTRUCTION SITE AND TRAVELING ON PAVED ROADS OR
OTHER PAVED AREAS WITHIN 1,000 FEET OF THE SITE.
THE ENTRANCE SHALL BE CONSTRUCTED ON A FIRM C:OMPACTED SUBGRADE.
QUARRY SPALLS (OR HOG FUEL) SHALL BE ADDED IF THE PAD IS NO LONGER IN
ACCORDANCE WITH THE SPECIFICATIONS. (BMP C105, 2005 DOE STORMWATER
MANUAL).
ANY SEDIMENT THAT IS TRACKED ONTO PAVEMENT SHALL BE REMOVED BY
SHOVELING OR STREET SWEEPING. THE SEDIMENT COLLECTED BY SWEEPING
SHALL BE REMOVED OR STABILIZED ON STIE.
ANY QUARRY SPALLS THAT ARE LOOSENED FROM THE PAD, WHICH END UP ON
THE ROADWAY SHALL BE REMOVED IMMEDIATELY.
UPON PROJECT COMPLETION AND SITE STABILIZATION ALL CONSTRUCTION
ACCESSES INTENDED AS PERMANENT ACCESS FOR MAINTENANCE SHALL BE
PERMANENTLY STABILIZED.
4.) A 30' SETBACK SHALL BE MAINTAINED FROM THE DISPOSAL COMPON T AND
RESERVE AREA TO ANY DOWNSLOPE FOOTING, CURTAIN OR INTERCEPTOR
DRAIN OR DRAINAGE DITCH.
5.) PRIOR TO OCCUPANCY & BUILDING FINAL- FINAL APPROVAL OF SEPTIC
SEP07-00005 IS REQUIRED. MUST MEET ALL CONDITIONS OF SEPTIC PERMIT.
6.) ANY PORTION OF TRANSPORT LINE UNDER A DRIVEN WAY IS TO BE
SLEEVED/CASED OR EQUIVALENT. DOCUMENTATION TO BE SUPPLIED BY
SEPTIC DESIGNER ON RECORD DRAWING.
7.) A MINIMUM OF 10' MUST BE MAINTAINED BETWEEN BUILDING FOUNDATION AND
EDGE OF DISPOSAL COMPONENT.
8.) To help prevent seawater from intruding landward into underground aquifers, all new
development activity on Marrowstone Island, Indian Island and within 1/4 mile of any
marine shoreline shall be required to infiltrate all stormwater runoff onsite.
9.) VOLUNTARY MEASURES OF COASTAL &AT RISK SIPZ:
Water conservation measures:
1. Roof and other intercepted precipitation shall be routed to on-site detention ponds
and/or other approved means and allowed to be released to the soil slowly.
2. Water collected from Storm water and roof catchments may be used for watering
lawns and gardens. Unless catchment water has been treated to meet drinking water
standards, there shall be no cross connections allowed between the potable supply and
impounded water.
3. Water withdrawn from wells on each property shall not be used for watering of lawns
and/or gardens.
4. Ground water withdrawn from each property shall be restricted to a rate of three (3)
gallons per minute.
5. Installation of water conserving fixtures such as low flow toilets, faucets and shower
restrictors and other water saving plumbing fixtures.
6. Landscaping plan (xeriscaping, native vegetation with minimal amounts of irrigation).
Please NOTE that the above listed measures are not intended to be exhaustive, but rather
is intended to be illustrative of the types of water conservation measures.
10.) VOLUNTARY MEASURES OF COASTAL &AT RISK SIPZ:
1. Installation of a flow meter.
2. On-going well monitoring for chloride concentration.
3. Submittal of monitoring data to County.
11.) MANDATORY MEASURES FOR COASTAL SIPZ:
1. For proof of potable water on a building permit application, applicant must utilize
DOH-approved public water system if available.
2. If public water is unavailable, a qualifying alternative system may be used as proof of
potable water or an individual well may be used as proof of potable water subject to the
following requirement:
a. Chloride concentration of a laboratory-certified well water sample submitted with
building permit application.
3. If public water is unavailable, a qualifying alternative system may be used as proof of
potable water.
12.) The property owner shall comply with Water Conservation Measures (per list maintained
by the UDC Administrator).
13.) A vegetative buffer of 15 feet and 20 feet shall be permanently maintained from the slopes
on the south and north side of the building area. All buffers shall be measured
perpendicularly from the top of the Landslide Hazard Area.
14.) A Geotechnical Report prepareloStratrum Group dated November 28, 200 s
submitted in conjunction with this application. The report addressed the stabile of the
geologic hazard area. A setback of 15 & 20 feet shall be measured perpendicularly from
the slopes on the south and north side of the building area.
15.) PRIOR TO FINAL BUILDING OCCUPANCY, PROPONENT SHALL SUBMIT A WRITTEN
LETTER FROM STRATUM GROUP (THE GEOLOGIST WHO PREPARED THE
GEOTECHNICAL REPORT DATED NOVEMBER 28, 2006) STATING THAT THE
STRUCTURE AND/OR FACILITIES HAVE BEEN CONSTRUCTED IN CONFORMANCE
WITH THE REQUIREMENTS OF THE "GEOTECHNICAL REPORT." THE LETTER
SHALL BE STAMPED BY THE LICENSED GEOLOGIST/ENGINEER.
16.) Landslide Hazard Areas and their associated buffers shall remain naturally vegetated.
Should buffer disturbance occur during construction, the Unified Development Code
(UDC)Administrator shall require replanting with native vegetation. No alterations shall be
made to the Landslide Hazard Area or its associated buffer without prior authorization by
the UDC Administrator.
17.) Prior to and during approved construction activities, the perimeter of the landslide hazard
area buffer shall be marked with a temporary sign. The sign shall be placed in such a
manner that it can be directly observed from the construction area. The sign shall contain
the following statement: "Landslide Hazard Area and Buffer- Do not Remove or Alter
Existing Vegetation."
18.) All construction activities shall not encroach upon the landslide hazard area buffer. This
includes the storage or preparation of materials.
19.) The applicant shall permanently separate the boundary of the Landslide Hazard Area
Buffer from the remainder of the subject property through installing logs, trees, a hedge
row, or any other prominent physical marking approved by the UDC Administrator.
20.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water
quality degradation. The submitted proposal does not require additional aquifer
protection measures. However, during construction the project shall follow the Best
Management Practices (BMPs) and facility design standards as identified and defined in
the Stormwater Management Manual for the Puget Sound Basin.
21.) A Stormwater Site Plan has been submitted and approved by the Department of
Community Development. Once the subject permit has been issued the applicant shall
fully implement the provisions of the submitted plan and contact the Jefferson County
Department of Community Development to arrange a schedule to inspect the property for
plan compliance. A Certificate of Occupancy will not be issued until the Department
verifies plan compliance. No clearing for roadways or utilities shall occur on the project
site until clearing necessary for the installation of temporary sedimentation and erosion
control measures have been completed.
22.) Outdoor residential storage shall be maintained in an orderly manner and shall create no
fire, safety, health or sanitary hazard.
23.) Not more than 2 unlicensed vehicles shall be stored on any lot unless totally screened
from view of neighboring dwellings and rights-of-way. Such screening shall meet all
applicable performance and development standards specific to the district in which the
storage is kept, and shall be in keeping with the character of the area. Screening shall
meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor
vehicles is prohibited except in those districts where specified as an automobile wrecking
yard or junk (or salvage) yard and allowed as a permitted use in Table 3-1 or Chapter
18.18 JCC, and such storage shall meet the requirements of JCC 18.20.100, Automobile
wrecking yards and junk (or salvage) yards. In no case, shall any such junk motor
vehicles be stored in a critical area.
24.) A minimum of two (2) on-site parking spaces shall be provided for the single family
residence.
25.) Residential developers and indiOal builders shall be required to preserve sOline
vegetation and reduce the associated risk of erosion during construction and any future
activity which may impact the stability of the shoreline.
26.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of
impervious surface which includes roof tops, driveways, concrete, etc.
27.) The building height is not to exceed 35 feet.
28.) Minimum setback from East Quilcene Road right-of-way shall be 20 feet. Minimum side
yard setbacks shall be 5 feet. Minimum setback from top of slope on the south and north
side of the buildng area shall be 15 feet and 20 feet or greater.
29.) Exterior lighting for residential uses shall not exceed twenty feet(20') in height from the
finished grade, excepting when such lighting is an integral part of a building or structure.
Ground level lighting is encouraged.
30.) Lighting fixtures shall be designed and hooded to prevent the light source from being
directly visible from outside the boundaries of the property. The intensity or brightness of
all lighting, during construction and after project completion shall not adversely affect the
use of surrounding properties or adjoining rights-of-way.

STORMWATER SITE PLAN SUBMITTAL TEMPLATE

Please answer all of the following questions to the best of your ability. Where the question calls for depiction on a site map, the applicant
may choose to either incorporate the elements into the general plot plar for the Master Land Use Application or to submit a separate
stormwater site plan map.
Project Overview
1. Describe the proposed developed conditions of the site. Indicate position and relative size of proposed improvements on the
site map.
We are building a single family, 1780 square foot two bath three bedroom single story home. We will install a septic
tank(1000 gallons)and a pump tank(1000 gallons). There is a drain field installed (see map)that is has 450 lineal
feet of drain pipe(5 90 foot lines) over an area of approximately 900 square feet. There is a reserve field of
approximately 900 square feet as well. The drain field and reserve are located about 35 feet East of the construction
zone. There is an existing driveway, approximately 100 feet long and 10 feet wide that is covered in gravel. There
will be no new driveway built.
Existing Conditions Summary
2. Describe the existing topography. Indicate contours on the site map.
The building area consists of a level grass covered area that is approximately 80' by 42'. The land slopes up from
the building site to East Quilcene Road. The land slopes down from the building site West,toward the water.
3. Describe the existing vegetation. Indicate native vegetation areas on the site map.
Vegetation is a mix of trees with Douglas Fir being the predominant tree. Oregon Grape,salal,and vine maples exist
throughout the property.
4. Describe the existing soils. Indicate soil type on the site map.
Hard pack dirt. The soil survey identifies soils as Beausite Rock out crop complex (BeF). Runoff is slow to rapid
and the hazard of water erosion is slight to severe.
5. Describe the existing site hydrology(i.e., drainage; behavior of water on the site—above, below, and on the ground). Indicate
existing stormwater drainage to and from the site on the she map. Depict separate drainage basins on the site map, if
applicable, and indicate acreage of each.
After a heavy rain, most water gets absorbed into the ground. I have never seen any pools, streams, or other surface
water. If it is a real down pour,there are some puddles, but these quickly go away.

6. Describe any excess levels of noise generated by the proposed use or activity:
Construction equipment only
7. Describe significant geographic features and critical areas (i.e., environmentally sensitive areas such as wetlands, streams,
steep slopes,etc.)on the site. Indicate location on the site map.
The property is waterfront property. There is a slope to the West and North. Please see map. A geotechnical report
was prepared due to landslide hazard area,erosion,seismic,and unstable shoreline slope stability
8. Describe the general vicinity of the site, including adjacent land uses and structures, utilities, roads, and sensitive/critical
areas(streams,wetlands, lakes, steep slopes, etc.).
Please see map. Adjacent property is a single family home to the north. The neighbor to the south has a bunch of
rusty trailers and other items (rather unkempt) on the property but there is no house. Parcels are zoned rural
residential and are one unit per five acres.
Permanent Stormwater Control Plan
This portion of the Stormwater Site Plan consists of the selection and installation of the appropriate stormwater control BMPs
and facilities to remain in place after construction of the project is completed.
"Medium" size projects are required to have the totals calculated of all impervious surfaces, pollution-generating impervious
surfaces, and pollution-generating pervious surfaces to verify that the thresholds for treatment facilities and flow control
facilities are not exceeded.
9. Describe the developed site hydrology, as proposed. Indicate whether stormwater will be fully dispersed (i.e., per BMP T5.30
in the Manual) or, if not,what types of stormwater flow control will be utilized for the site or specific threshold discharge areas
within the site. Locate these facilities on the site plan and differentiate proposed facilities from existing facilities.
We are following the recommendation of our geotechnical engineer and letting water drip to ground onto splash
blocks. Splash blocks will be designed in accordance with the DOE 2005 stormwater manual to allow a 50 foot
vegetated flow path starting from the end of the splash block.
10. If the project requires the use of stormwater treatment facilities, describe the types of stormwater treatment facilities proposed
for use on the site. Locate these facilities on the site plan and differentiate proposed facilities from existing facilities. [This is
normally for"large"projects or projects that involve the potential for dispersion of contaminants.]
Not applicable.
11. Describe the performance goals and standards applicable to the project.
Geotechnical analysis states that water can drip onto ground. We are going to follow this recommendation and use
dispersion blocks.
12. Describe the flow control system.
Stormwater will flow from the roof to the gutter via gravity to the splash block.
13. Describe the water quality system.
We have a well and the well has a water conditioning system. The well has been tested and meets all requirements.
There is not a water quality system for the storm water other than gutters to splashblocks to natural vegetation.
14. Describe the conveyance system analysis and design.
Gutters sized to match the collection area (roof area) and are designed to gravity drain onto splash blocks. Each
splash block will allow up to 700 square feet of roof area to drain into it. Splash blocks will be 6 inches deep and two
feet wide and three feet long.
15. Describe the source of fill material,physical characteristics of fill material,and deposition of excess material.
There will be no fill material used. Excess material will be disposed of onsite or hauled away depending upon how
much.

16. Proposed methods of placement and compaction consistent with the applicable standards on Appendix Chapter 33 of the
Uniform Building Code.
A compactor will be used as necessary to achieve 90%of max density.
17. Describe the proposed surfacing material.
Grass with a gravel driveway.
18. Describe methods for restoration of the site.
Natural plants such as salal and Oregon grape will be planted after construction.
19. An Operation and Maintenance Manual is required for each flow control and treatment facility. [This is normally required for
"large"projects only and only those for which facilities are required to control flow or treat runoff.] If included,list the Manuals
here.

The building permit and shoreline exemption permit which has been applied for is MLA 08-00405. A septic permit
(SEP07-0005)was approved on May 15,2007 and is being reviewed for consistency with the submitted site plan.
CONSTRUCTION STORMWATER POLLUTION PREVENTION PLAN (SWPPP)
The Construction SWPPP addresses sediment and erosion control during construction. The BMPs
indicated by the applicant in the template that follows must be installed on the ground during all
construction phases of the project. The proponent is responsible for preventing sediment and erosion
impacts to environmentally sensitive areas and off-site areas. Consult the Construction Stormwater
Pollution Prevention (SWPP) Best Management Practices (BMPs) Packet for guidance, particularly
with rural residential development.
SECTION I - CONSTRUCTION SWPPP NARRATIVE
1.Construction Stormwater Pollution Plan Elements. Describe how each of the Construction SWPPP elements has been or will be
addressed. Identify the type and location of BMPs used to satisfy the required element. If an element is not applicable to the proposal,
justify in writing. Descriptions of the 12 Elements are found at section 2.5.2 of the Manual(beginning on page 2-15).
12 Required Elements—Construction SWPPP
1. Mark Clearing Limits.
We have specifically marked trees that are to be removed. Trees that are not marked will not be removed. Clearing limits will be
firmly established Silt fences will also be placed around the construction area to ensure sediment will not flow toward the
shoreline or LSHA's
2. Establish Construction Access.

Access is already established by means of an existing gravel driveway. There is only one entrance and it is properly constructed
and stabilized as the driveway is on the original ground.There was no excavation needed to create the drive it is right off the
road.
3. Control Flow Rates.
Sediment traps would be installed if needed, however given the topography of the land this is not likely.
4. Install Sediment Controls.
Silt fencing will be installed. Please see the attached map for location.
5. Stabilize Soils.
Soil stabilization controls(mulch or other)will be used as needed. If we don't use mulch we will use straw we want to minimize
mud in the construction zone.
6. Protect Slopes.
Cleared area does not include any slopes.
7. Protect Drain Inlets.
There are no drain inlets that can be affected.

There are no onsite channels or ditches
9. Control Pollutants.
No vehicle maintenance will be performed and construction debris will be safely stored.

BMPs will be maintained. We have gone to great lengths to enhance our land and don't want to damage it during construction.

a. Description of the adjacent areas that may be affected by site disturbance(e.g., streams, lakes,wetlands, residential areas,
roads).
The property is waterfront property. There is a house to the North and vacant lot with an old trailer to the south. WE will use
SWPP BMPs to minimize the impact.
b. Description of the downstream drainage path leading from the site to the receiving body of water(minimum distance of 400 yards).
Slope down to water that has ground cover(grass,salal,Oregon grape)and large trees, mostly Douglas fir.
3. Environmentally Sensitive Areas.

a. Description of environmentally sensitive areas that are on or adjacent to the site.
Waterfront property with gravel beach, landslide hazard area, erosion,seismic,and unstable shoreline slope stability, hence a
geotech report was submitted.
b. Description of special requirements for working in or near environmentally sensitive areas.
We are very concerned and will ensure that there is no run off of excess materials from the building site are carried to the water. (WE
eat the clams and oysters too!) We have designed a home that minimizes impact on the environment and will be sure that the
construction process is consistent with the design.
4. Erosion Problem Areas. Description of potential erosion problems on site in the context of the characteristics of the on-site soils(e.g.,
erodibility, settleability, permeability,depth,texture, soil structure).
The site is a very secure site and not very susceptible to erosion until you get to the slope. We are following the Geo-tech
recommendation and staying away from the slope by the prescribed distance to minimize erosion problems.

If the designer wishes to make changes or revisions to the originally approved Stormwater Site Plan, the proposed revisions shall be
submitted to DCD prior to construction. The submittal shall include substitute pages that include all proposed changes, revised drawings
showing any structural changes, and any other supporting information that explains and supports the reason for the change.

Final Corrected Plan Submittal
If the project included construction of conveyance systems, treatment facilities,flow control facilities,or structural source control BMPs (not
standard on-site stormwater management BMPs), the applicant shall submit a final corrected plan ("as-builts") when the project is
completed. These should be engineering drawings (stamped by a licensed civil engineer) that accurately represent the project as
constructed.
