The applicant shall adhere to all Hydraulic Project Approval requirements. 2.) A bulkhead shall not be allowed in the future to protect the stairs, which is a non-essential, non-appurtenant structure. 3.) Any damage to the proposed structure shall be repaired or removed as soon as practicable. At the end of the useful life of the structure, the stairs will be removed as soon as practicable. 4.) Temporary erosion control measures shall be in place prior to construction, and BMPs such as silt fencing or hay bales shall be used to prevent erosion. 5.) All applicable U.S. Coast Guard natigational safety requirements shall be followed. 6.) Erosion control measures must be in place prior to any clearing, grading, or construction. These control measures must be effective to prevent soil from being carried into surface water by stormwater runoff. Sand, silt, clay particles, and soil will damage aquatic habitat and are considered pollutants when discharged to waters of the state. 7.) Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of Chapter 90.48, Water Pollution Control, and WAC 173-201A, Water Quality Standards for Surface Waters of the State of Washington, and is subject to enforcement action. 8.) During construction, all releases of oils, hydraulic fluids, fuels, other petroleum products, paints, solvents, and other deleterious materials must be contained and removed in a manner that will prevent their discharge to waters and soils of the state. The cleanup of spills shold take precedence over all other work on the site. 9.) Proper disposal of construction debris must be on land in such a manner that debris cannot enter Hood Canal or cause water quality degradation of state waters. 10.) The applicant should consider alternatives to treated wood or other chemically treated wood for in-water construction of wooden structures. Over time, treated wood may contaminate nearby sediment and cause toxicity for aquatic organisms. 11.) Should any artifacts be discovered during construction of the proposed structure, work shall be halted and appropriate agencies contacted. 12.) If the builder needs to blast into the solid rock outcropping, all applicable state permits must be obtained prior to beginning the blasting. 13.) If the builder needs to blast into the soild rock outcropping, the Brinnon Fire Department shall be notified 24 hours prior to blasting and immediately prior to blasting. 14.) Flood hazard reduction measures are to be used as required by the Jefferson County Flood Damage Prevention Ordinance 07-0515-06 (Jefferson County Code Chapter 15.15). 15.) Construction Materials and Methods of Construction to Reduce Flood Hazard (i) All new construction and substantial improvements shall be constructed with materials and utility equipment resistant to flood damage.
