Quilcene, WA 98376 RE: Addendum to December 28, 2004 Geotechnical Report for Heather Franklin Property, Tax # 601185003 Located in Section 18, Township 26 North, Range 1 West, W.M., Jefferson County, WA Mr. Barron: Introduction NTI Engineering & Surveying, Inc. (NTI) completed a geotechnical report for the above referenced property dated December 28, 2004 for Heather Franklin. Since that time, Seahome Services has been contracted to construct a beach access stairway at the subject property. NTI has been informed that Jefferson County is requiring an addendum to the geotechnical report that addresses construction of the stairs. The scope of our services for this phase included a review of the geotechnical report, a site visit to the property to observe existing conditions, and this addendum letter providing an opinion regarding the relative impact that the beach access stairway would have on the stability of the bluff and any recommended best management practices to mitigate any slope instability after construction. It is our understanding from conversations with Seahome Services that the entire stairway will be built on the basalt bedrock that comprises the bluff at the subject property, and that the supports will be pinned and epoxied to the rock. Current Site Conditions Since the 2004 site visit, the house and associated infrastructure has been constructed. There is a pathway leading from the house to the top of the bluff where the proposed stairs will be located. The bluff conditions are essentially unchanged since the 2004 site visit. Conclusions and Recommendations Based upon our understanding of the project and our investigation, we conclude that the beach access stairs will have minimal impact on the stability of the bluff. Further, since the • • stairs will be constructed entirely on basalt bedrock, long term soil erosion is not anticipated to be a factor. However, residual soil overlies the bedrock at the top of the bluff and it is likely that some excavation will be necessary to reach intact bedrock. Further, construction access through the property to the stair site is over soil. These areas may need protection from erosion depending on the amount of disturbance and the season. Standard erosion control best management practices(BMP's)should be utilized as necessary to prevent erosion and off-site runoff. Temporary stabilization might include silt fences and/or hay bails or straw waddles staked with rebar. Permanent stabilization might include replanting, mulching or gravel. Limitations This report has been prepared exclusively for use in conjunction with the above referenced project. The report has not been prepared for use by others or for other locations. It may be used by others only with the expressed written permission of the Engineer. Within the limits of scope, schedule and budget, this report was prepared in general accordance with accepted professional engineering and geological principles and practices in this or similar localities at the time the report was prepared. No subsurface explorations or laboratory tests were performed. An analysis of the potential for large-scale earth movements was not performed. If you desire a more detailed analysis of you site, you are encouraged to obtain such services. No other warranty, expressed or implied, is made as to the conclusions and professional advice included in this report. The observations, conclusions and recommendations presented in this report were based on our visual observations of the subject property at the time of our site visit. Soil and geologic conditions can vary significantly between test holes and/or surface outcrops. If there is a substantial lapse of time, conditions at the site have changed or appear different than those described in this report, we should be contacted and retained to evaluate the changed conditions and make modifications to our report if necessary.
