MINUTES
Jefferson County Tourism Coordinating Council
Regular Meeting – February 3, 2026
Jefferson County Courthouse – Chambers
1820 Jefferson Street, Port Townsend, WA (Hybrid)
Call to Order: Chair Heather Dudley-Nollette called the meeting to order after establishing a quorum.
Members Diana Smeland, Caitlin Friedman, Cleone Telling, Steve Shively, Amy Neil, and Kelly Olsen
participated in the meeting. Member Marsha Massey joined the meeting shortly after it started.
Public Comment: Chair Dudley-Nollette opened the floor for public comments, and no comments were
received.
Old Business:
• Approve Past Meeting Minutes – November 4, and December 2, 2025: Member Olsen noted
the misspelling of her last name in the December 2, 2025 minutes. Vice Chair Shively moved to
approve the meeting minutes of November 4, 2025 as presented and the December 2, 2025 as
edited today. Member Smeland seconded the motion. Chair Dudley-Nollette abstained voting.
The motion carried.
• Discussion re: Review Draft Bylaws: The Council discussed the TCC Bylaws and
Resolution 26-0421-25R. Chair Dudley-Nollette shared her screen to make revisions to the
Bylaws. After discussion, Chair Dudley-Nollette proposed a motion to recommend to approve
the Bylaws, as edited, and send to the Board of County Commissioners. Member Telling moved
the aforementioned motion. Member Shively seconded the motion. The motion carried.
• Discussion re: TCC membership/open positions: The Council discussed membership and
representation of positions. Member Telling announced that she will be submitting her
resignation. The Council thanked Member Telling for her 10 years of service and discussed
adding positions and advertising to fill the seats.
New Business:
• Jefferson County creating and staffing an LTAC-funded local Destination Marketing
Organization (DMO) – Discussion: The Council discussed the relationship between Olympic
Peninsula Visitor Bureau (OPVB) and Olympic Peninsula Tourism Council (OPTC). Member
Massey noted that OPVB is the nonprofit organization, while OPTC functions as a committee
within it. OPVB currently markets the entire Peninsula, not just Clallam County, and is was

suggested that they function as the true regional DMO, even though it sometimes operates under
the OPTC name. The OPVB board and partners from Jefferson and other counties plan to discuss
potential changes this year to the structure of the two entities. It has been suggested that TCC
should become the local DMO and be staffed accordingly. Members noted that TCC has already
been performing many “lowercase DMO” functions for Jefferson County, especially in regional
coordination with OPVB and OPTC. In the interest of time, discussion was tabled for a future
meeting.
• Discussion re: Tourism season kickoff gathering: Members Shively and Massey shared with
the Council that Clallam County annually brings together the LTACs from County and City to
review the past year and share plans for the year ahead. The purpose is to ensure different
LTACs understand each other’s initiatives and maintain alignment across the county.
• Reminder: 2026 meeting schedule – all meetings 2:00 – 4:00 p.m., hybrid attendance, in
person at the Jefferson County Courthouse: Chair Dudley-Nollette confirmed the dates for
2026 as the first Tuesday of each month at 2:00 p.m. The consensus was to continue that
schedule.
• TCC members round-table – Information / Discussion: The Council had a brief discussion on
ideas for future meetings. Chair Dudley-Nollette noted:
o Tourism Summit is March 25, 2026
o NOAA Olympic Coast Marine Sanctuary; seat expiring soon
NOTICE OF ADJOURNMENT: Chair Dudley-Nollette adjourned the meeting at 4:05 p.m. until the
next regular meeting or special meeting as properly noticed.
