Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin. 10.) A Stormwater Site Plan has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 11.) Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. 12.) Not more than 2 unlicensed vehicles shall be stored on any lot unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk (or salvage) yard and allowed as a permitted use in Table 3-1 or Chapter 18.18 JCC, and such storage shall meet the requirements of JCC 18.20.100, Automobile wrecking yards and junk (or salvage) yards. In no case, shall any such junk motor vehicles be stored in a critical area. 13.) This parcel is within the Kala Point no shooting area per JCC 8.50. 14.) A minimum of two (2) on-site parking spaces shall be provided for the single family residence. 15.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of impervious surface which includes roof tops, driveways, concrete, etc. 16.) The building height is not to exceed 35 feet. 17.) The lot is predominately wooded with a forest carpet of salal bushes. It slopes down fairly evenly from west to east at 15%. The drive, home, primary septic system, storm water infiltration trenches and associated grading will have an extent of clearing covering approximately 14,200 SF or 49.3% of the lot. The lot will be accessed from Baycliff Drive approximately 125' downhill from the monument marking its intersection with Brookhaven Place. The construction/ driveway entrance will have a 20' length of 12" diameter CMP set in a 12" deep bed of 7/8" crushed rock and be topped with 12" minimum of 4%6" quarry spalls. The CMP minimum outfall is on an 18" deep bed of 4"-6" quarry spalls T wide and 6' long. A temporary sedimentation trap of herringboned straw bales will be set 5' downstream from that. The construction entrance will be a 15' wide by 50' long area of 4"- 8" quarry spalls 12" deep on a layer of geo-fabric able to withstand concrete truck loads of 400 psi minimum. The construction entrance will be cut with a minimum 2% grade side to side and storm water will be controlled by filter fabric fence at the extent of clearing. BEST MANAGEMENT PRACTICES ALL PROJECT MINIMUM REQUIREMENTS Before construction the extent of clearing or ground disturbance will be clearly marked on site by either plastic flagging or filter fabric fencing per plan. Flow rates of storm water will be controlled by filter fabric fences downhill of the driveway, foundation excavation and stockpiled back fill material. The foundation excavation will be day lighted at the northeast corner and storm water flow from the hole will be monitored such that flows do not overwhelm the filter fence. Straw bales will be kept on site in dry condition to impede heavy flow from the hole by dramatic rainfall. Stockpiles of backfill material will be protected by weighted plastic tarps. Storm water on exposed soils within the disturbance area incidental to the building pad will flow into filter fabric fences protecting the primary and reserve septic fields. Exposed soils incidental to excavation and grading will be protected by a combination of mulching and seeding. Chipped site vegetation a minimum of 2" deep, straw bales spread at a rate of 3 bales per 1,000 SF and native grass seeds will be used. Storm water flow in the existing roadway ditch will have a rock check dam downstream of the new construction entrance/ driveway. Filter fabric fences protecting undisturbed slopes downhill from the extent of ground disturbance will be maintained during construction. No pollutants other than soil sedimentation are expected. Control of sedimentation will be accomplished by filter fabric fencing plus straw bales if needed in dramatic rain events. Concrete truck wash will be limited to an area east and adjacent the drive. Filter fabric fencing will protect the roadside ditch. An emergency supply of filter fabric fencing and stakes, straw bales, 6 mil plastic sheeting, petroleum spill detergent and absorbent will be kept on site. No de -watering components are necessary. Although the total disturbance area is large, the separation of the drive, building pad, terrace grading, septic and storm water infiltration components plus their successive execution over time protect neighboring properties from unnatural hydrological changes with the simple preventive measures described. PERMANENT STORM WATER RETENTION/ INFILTRATION PLAN The following permanent storm water management plan is described uphill to downhill, west to east. Terraces uphill of the garage will be graded back toward their respective 3' landscape block retaining walls at a minimum of 2%. The curving base of the retaining walls will slope downhill at a minimum of 2% providing at least 100' of vegetated Swale before exiting onto adjoining property. The concrete drive and walkway will be graded at 2% minimum side to side. The 17'of concrete drive between the paved street and property line will drain east into the existing ditch. A steel grated trench drain in the driveway at the property line will intercept 800 SF of driveway drainage which will then flow into a plastic yard drain. 4"0 PVC tight line pipe will convey that water another plastic yard drain and into 24' (see figure 3.2) of gravel filled infiltration trench. The western terrace immediately adjacent the rear of the garage and western side of the residence will be graded 2% minimum to the north such that flows from dramatic rainfall will travel away from the structure. Footing drains are 4" O perforated PVC set in 1-1/2" washed gravel with filter fabric protection. Footing drains connect with downspout drains downhill of the crawlspace. All downspouts are 3"x2" metal draining into 4"0 PVC tight line with clean outs. Footing and downspout drains ultimately enter infiltration trenches via 18" square plastic yard drain catch basin sumps with solid lids (see figure 3.2) designed to accommodate 1,000 SF of impervious surface within a 30' long trench in native soil measuring 2' wide filled with 18" of washed 1-1/2" to 1-3/4" washed gravel covered with filter fabric material and at least 6" of compacted soil. A succession of trenches connected with 4" O PVC tight line can be located not less than 6' apart. All trenches shall be a minimum of 15' from the homes crawlspace and septic system and 5' from any property line. Northern garage and northwestern house downspouts carry storm water from 1,356 SF of roof to (see figure 3.2) 42' of infiltration trench. Northeastern downspouts carry storm water from 553 SF of roof to 18' of infiltration trench. Eastern porch and all southern downspouts carry storm water from 1,405 SF of roof to 42' of infiltration trench. This system includes 24' of trench required by the drive for a total of 66' of infiltration trench. All infiltration trenches drain clear of the primary and reserve septic fields.
