To help prevent seawater from intruding landward into underground aquifers, all new development activity on Marrowstone Island, Indian Island and within 1/4 mile of any marine shoreline shall be required to infiltrate all stormwater runoff onsite. 5.) VOLUNTARY MEASURES OF COAL &AT RISK SIPZ: • Water conservation measures: 1. Roof and other intercepted precipitation shall be routed to on-site detention ponds and/or other approved means and allowed to be released to the soil slowly. 2. Water collected from Storm water and roof catchments may be used for watering lawns and gardens. Unless catchment water has been treated to meet drinking water standards, there shall be no cross connections allowed between the potable supply and impounded water. 3. Water withdrawn from wells on each property shall not be used for watering of lawns and/or gardens. 4. Ground water withdrawn from each property shall be restricted to a rate of three (3) gallons per minute. 5. Installation of water conserving fixtures such as low flow toilets, faucets and shower restrictors and other water saving plumbing fixtures. 6. Landscaping plan (xeriscaping, native vegetation with minimal amounts of irrigation). Please NOTE that the above listed measures are not intended to be exhaustive, but rather is intended to be illustrative of the types of water conservation measures. 6.) VOLUNTARY MEASURES OF COASTAL &AT RISK SIPZ: 1. Installation of a flow meter. 2. On-going well monitoring for chloride concentration. 3. Submittal of monitoring data to County. 7.) MANDATORY MEASURES FOR COASTAL SIPZ: 1. For proof of potable water on a building permit application, applicant must utilize DOH-approved public water system if available. 2. If public water is unavailable, a qualifying alternative system may be used as proof of potable water or an individual well may be used as proof of potable water subject to the following requirement: a. Chloride concentration of a laboratory-certified well water sample submitted with building permit application. 3. If public water is unavailable, a qualifying alternative system may be used as proof of potable water. 8.) The property owner shall comply with Water Conservation Measures (per list maintained by the UDC Administrator). 9.) The project shall comply with Construction Stormwater Pollution Prevention (SWPP) Elements#1 through#12 of the Department of Ecology's Stormwater Management Manual for Western Washington to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 10.) Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. 11.) Not more than 2 unlicensed vehicles shall be stored on any lot unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk(or salvage) yard and allowed as a permitted use in Table 3-1 or Chapter 18.18 JCC, and such storage shall meet the requirements of JCC 18.20.100, Automobile wrecking yards and junk(or salvage) yards. In no case, shall any such junk motor vehicles be stored in a critical area. 12.) The road approach permit(RAP09-0011) must be inspected and finaled by the Jefferson County Department of Public Works prior to the final inspection/certificate of occupancy of this residence. Lot coverage is defined as amour impervious surface which includes roof tops, driveways, concrete, etc. 14.) The building height is not to exceed 35 feet. 15.) Anderson PE&PLS No. 27665 330 Cleveland Street Port Townsend, WA 908368 . • STORMWATER REPORT GODDARD POLE BUILDING GARAGE PROJECT LOCATION The project is located on Lot 1, Block 2, plat of Brinnonwold, at the end of Tog Road adjacent to the US Forest in Brinnon and is also known as APN 936 000 201 located in Section 23, T26N, R2W, W.M. The site is characterized with a rural setting in a predominately single family residential neighborhood. The project consists of a pole building garage with a gravel driveway connecting to the County road known as Tog Road. This stormwater management plan will examine the hydrology and changes to the stormwater runoff due to the proposed construction of the garage and the driveway. All proposed drainage improvements shall be consistent with the design standards of Jefferson County and the "Stormwater Management Manual for Western Washington" 2005 (DOE SMM). PRE-DEVELOPMENT SITE CONDITIONS The project site currently is un-developed except for a gravel driveway connecting to Tog Road and the adjoining property owned by Mr. Bernard Goddard, Lot 2, Block 2, plat of Brinnonwold. The lot is presently un-improved and the ground cover consists of native grasses, brush and native trees. Utilizing the "USDA Soil Conservation Service — Jefferson County Area" as a resource, the soil is characterized as Hoodsport (HoD) and described as a very gravelly sandy loam. The topography from the Jefferson County website shows the land formation sloping towards the east to the existing ditch in Tog Road. DOWNSTREAM ANALYSIS The downstream storm drain system consists of the ditch in Tog Road that drains to the State Highway 101 and the existing drainage systems located with the State right of way. An examination of the downstream system for the required quarter of mile does not disclose any downstream problems. Page 2 of 7 • • PROPOSED SITE DEVELOPMENT The private property site is to be developed with a new residence and ADU under separate permits. Total Impervious Percentage 11.8 % PROPOSED STORMWATER IMPROVEMENTS The primary goal of the State DOE Stormwater Manual for Western Washington is to protect the streams of the State and the Puget Sound. To comply with that goal, the Manual prescribes the treatment of runoff and the infiltration of the treated runoff into the soil to refurbish the ground water that the impervious areas have detracted. Runoff from roof areas do not require treatment. The roof water from the garage structure has been directed to a system of infiltration trenches surrounding three sides of the structure. The pipe within the trenches is directed to a 4 ft x 4 ft x 4ft sump. Any overflow from the sump is directed to a catch basin located in the ditch in Tog Road. The catch basin then directs flow to the ditch. Please see attached As-Built drawing provided by the Kienholz Trucking & Excavating that constructed the infiltration trench system for details of the work. HYDROLOGICAL ANALYSIS Utilizing the WWHM3 DOE computer system, the length and depth of the infiltration system was imputed and the resulting calculation indicates that the trench length infiltrates 85.98 % of the storm water. This does not include a separate calculation for the sump for which the computer model did not accept. The infiltration calculations utilized the same rate as the approved septic system. Please see attached calculation report. Page 3 of 7 i • It appears that this revision to the approved site plan, which had only indicated sheet flow, is a substantial improvement to the storm drain system for the site. All though the system does not achieve 100% infiltration, it is recommended that the project storm drain system be approved as installed as the net effect of the underground system installed results in detention of the runoff by the infiltration trench and there is less flow to the existing roadway ditch than the historic flow. EROSION AND SEDIMENTATION IMPACTS The State 2005 DOE Manual specifies that each stormwater plan shall provide for the following elements: SECTION 2.5. 1 MINIMUM REQUIREMENT #1 : PREPARATION OF STORMWATER SITE PLAN See attached Site Plan that accompanied the building permit application and the "as-built" plan by Kienholz Trucking & Excavating for the storm water gravel trenches . SECTION 2.5.2 MINIMUM REQUIREMENT #2 : CONSTRUCTION STORMWATER POLLUTION PREVENTION (SWPP) All new development and redevelopment shall comply with Construction SWPP Elements #1 through #12 below: Element 1: Mark Clearing Limits The clearing limits will be the minimum required to construct the on-site driveway that provides access to the proposed garage. Element 2: Establish Construction Access The installation of quarry spalls to minimize tracking sediments will be utilized at the driveway entrance to Tog Road as necessary. Element 3: Control Flow Rates The as-built storm water system provides detention by the storage of the stormwater within the gravel system sufficient to reduce the flow rate to the pre-condition runoff quantity. Page 4 of 7 • Element 4: Install Sediment Controls A silt fence will be set in place along the perimeter of the new construction along the downstream edge of the work prior to the start of any further construction to prevent siltation. Element 5: Stabilize Soils At the completion of the site grading for the building pads and subgrade for the paving areas, the areas disturbed by the new construction will be seeded and maintained during the remainder of the construction period. The final landscaping of the site will be installed to stabilize the soils at the completion of the building construction. As required by the SMM, from October 1 through April 30, no soils shall remain exposed and unworked for more than 2 days . From May 1 to September 30, no soils shall remain exposed and unworked for more than 7 days . The soils will be temporary seeded or protected with plastic covering. Element 6: Protect Slopes All slope areas will be made at a maximum slope of 3 : 1 and protected with hay and plastic coverings as required. Permanent landscaping will be installed at completion of construction. Element 7: Protect Drain Inlets All catch basins will be protected with hay bales during construction in accordance with the Standard Detail Sheet. Element 8: Stabilize Channels and Outlets The site drainage does not affect any channels or outlets . For the existing roadway frontage, it is recommended that two straw bale barrier be installed along Lots 1 & 2 to control the flow in the roadway ditch per detail Sheet 3 . Element 9: Control Pollutants As required by the SMM, all pollutants, including waste materials and demolition debris that occur on-site during construction shall be handled and disposed of in a manner that does not cause contamination of storm water. Page 5 of 7 • • Maintenance and repair of heavy equipment and vehicles involving oil changes and other maintenance work shall be conducted using spill prevention measures such as drip pans . Wheel wash or tire bath wastewater shall be discharged to a separate on-site treatment system. Element 10: Control De-watering No de-watering is anticipated with this project. Element 11: Maintain BMPs All temporary and permanent erosion and sediment control BMPs shall be maintained and repaired as needed to assure continued performance of their intended function. All maintenance and repair shall be conducted in accordance with the Jefferson County Stormwater Standards and the requirements of the State SMM. Sediment control BMPs shall be inspected weekly or after a runoff-producing storm event during the dry season and daily during the wet season. All temporary erosion and sediment control BMPs shall be removed within 30 days after final site stabilization is achieved or after temporary BMPs are no longer needed. Trapped sediment shall be removed or stabilized on site. Disturbed soil areas resulting from removal of BMPs or vegetation shall be permanently stabilized. Element 12: Manage the Project All aspects of this Stormwater Control Plan and the Construction Stormwater Pollution Prevention Plan will be in place in accordance with the sequencing of the work and will be properly maintained by the contractor during construction and by the property owner upon completion and occupancy of the garage. SUMMARY In summary, the stormwater improvements as constructed substantially comply with the building permit requirements and State DOE and Jefferson County standard specifications. Approval of the on-site as-built system is recommended. Landscaping of all exposed soil will be completed as soon as possible to prevent any offsite soil deposition.
