Chair Sheila Westerman called the October 15, 2020 virtual meeting of the Jefferson County Board of Health to
order at 2:30 p.m. A quorum was present.
Members Present: Chair Sheila Westerman, Vice -Chair Pamela Adams, Commissioner Greg Brotherton,
Commissioner Kate Dean, Commissioner David Sullivan, Member Kees Kolff, and Member Denis Stearns.
Staff Present: Public Health Deputy Director Veronica Shaw, Public Health Officer Dr. Thomas Locke,
Community Health Director Apple Martine, Environmental Public Health & Water Quality Director Pinky Mingo,
Director of Jefferson County Public Health Vicki Kirkpatrick, Chief Civil Deputy Prosecuting Attorney Philip
Hunsucker, Code Compliance Coordinator Deborah Murdock, and Water Quality Manager Michael Dawson.
APPROVAL OF AGENDA
Chair Westerman requested approval of the agenda for October 15, 2020.
Member Kolff moved to approve the agenda. Member Brotherton seconded the motion, which carried by a
unanimous vote.
APPROVAL OF MINUTES
Chair Westerman requested approval of the minutes for September 17, 2020.
Member Brotherton noted he would like to see consistency in the titles of those listed in the minutes. Member
Kolff moved to approve the minutes with the changes to titles. Member Brotherton seconded the motion.
Member Sullivan abstained from voting. The motion carried.

OLD BUSINESS AND INFORMATIONAL ITEMS
1. Jefferson Healthcare Update
Member Kolff provided the Jefferson Healthcare update which included information on flu shots, Covid 19 testing
and outbreaks, morale, healthcare equity, racism and an agreement with the Institute for Healthcare Improvement.
2. Community Health Division Report
Staff Member Martine provided a briefing regarding a pamphlet that describes a number of programs offered by
Community Health.
3. New England Journal of Medicine Editorial
Dr. Locke discussed the editorial from the New England Journal regarding COVID-19.
4. Resolution Declaring Racism a Public Health Crisis
The Board discussed a proposed resolution that would declare racism a public health crisis. After discussion and
edits, Member Stearns moved to approve the resolution as amended and Member Kolff seconded the motion. More
discussion followed. Member Sullivan moved to amend the motion to replace original language in the resolution
with certain language from the Board of County Commissioners (BOCC) Proclamation re: Indigenous People's
Day. Member Dean seconded the motion. Chair Westerman called for the vote on the amendment. The amendment
failed. Member Kolff moved to amend the original motion by adding some of the suggested language from the
Board of County Commissioners (BOCC) Proclamation re: Indigenous People's Day acknowledging the ancestral
lands and treaty rights of sovereign nations, proposed by Member Sullivan. Member Stearns seconded the motion.
Member Dean asked that the amendment include the deletion of "including those who have Asian, middle eastern,
Indian and pacific island heritage among others." Members Kolff and Stearns agreed to the additional amendment
to their amendment.
MOTION: Chair Westerman called for a vote on the amendment. The amendment passed. Chair
Westerman called for a vote on the original motion with the approved amendment. The motion carried.
NEW BUSINESS
1. Public Hearing re: Proposed Changes to Environmental Public Health Fee Schedule
Chair Westerman opened the public hearing. Staff Member Mingo explained the proposed changes. There were no
public comments or concerns. After a brief discussion, Chair Westerman closed the public hearing and called for a
motion.
MOTION: Member Brotherton moved to approve the changes to the Environmental Public Health Fee
Schedule as presented. Vice -Chair Adams seconded the motion, which carried by a unanimous vote.
2. Preadoption Briefing on Proposed Jefferson County Enforcement Code, Call for Public Hearing Date to be
Determined
Staff Member Mingo moved to schedule a hearing in November and to adopt the Compliance Code at the
December meeting. Staff Member Mingo also asked to hold the date of December 10, 2020 for a Special
Meeting in case there are any SEPA issues that come up, so they can be addressed before the December Board
meeting.
MOTION: Member Kolff moved to hold a HEARING re: Proposed Jefferson County Enforcement Code
on November 19, 2020 at 2:30 p.m. Member Brotherton seconded the motion, which carried by a
unanimous vote.

3. Proposed Revisions to Basic Sanitation Policy: Basic Sanitation for Non -Permitted Living Conditions:
Staff Member Mingo reported on revisions to the policy. After discussion, the Board decided to gather more input
from stakeholders before moving forward on this issue and revisit at the next Board meeting on November 19,
2020.
4. COVID-19 Pandemic Situation report: Changes to Allowed Activities in Phase 2 and 3 of the Safe Start WA
Plan, School Update, and Preparation for Fall/Winter "Flu Season"
Dr. Locke gave an update on current COVID-19 conditions. The Washington State Secretary of Health is hosting a
statewide call regarding the Safe Start WA plan on October 18, 2020. A Special Meeting during the week of
October 26,2020 will be scheduled to discuss moving into Phase 3 if that becomes an option. There will be a doodle
poll to determine the date and time of the meeting.
ACTIVITY UPDATE
There were no activity update reports from the Board.

• Next scheduled meeting: November 19, 2020; 2:30 p.m. — 4:30 p.m. (Virtual) which will be combined with
a Special Meeting of the Board of County Commissioners.

NEXT SCHEDULED MEETING
The next Board of Health meeting will be held online as a GoToMeeting on Thursday, November 19, 2020 from
2:30 — 4:30 p.m.
ADJOURNMENT
Chair Sheila Westerman adjourned the October 15, 2020 Jefferson County Board of Health meeting at
4:43 p.m. until the next Regular Meeting or Special Meeting as properly noticed.
