HomeMy WebLinkAbout02-25-2026 Meeting MinutesMINUTES JEFFERSON COUNTY PLANNING COMMISSION Special Meeting – February 25th, 2026 Tri-Area Community Center 10 W Valley Road, Chimacum WA 98325 CALL TO ORDER AND ROLL CALL: Chair Koan called the meeting to order at 06:00 p.m. Kevin Coker Present Matt Sircely Present Sunny Allen Present Cynthia Koan Present LD Richert Excused Absence Chris Llewellyn Present Devin Gonzalez Excused Absence Michael Shultz Present Andrew Schwartz Present APPROVAL AND ADOPTION OF THE AGENDA: Chair Koan asked the commissioners if there were any objections to adoption of the agenda as written. No objections were made. The agenda was approved by unanimous consent. APPROVAL OF 01/07/2026 MINUTES: 01/07/2026 minutes were moved for approval by Commissioner Coker. The motion was seconded by Commissioner Schwartz. Chair Koan asked all in favor to raise their hands. All present Commissioners voted in favor; the motion to approve the 01/07/2026 minutes passed unanimously. GENERAL UPDATES PLANNING COMMISSION UPDATES: 1. Commissioner Schwartz provided an update that the South County task force was meeting at the upcoming Tuesday at 5:00 p.m. He shared that they are shifting their focus to community outreach and that good things are happening with the task force. 2. Commissioner Coker shared an update about the upcoming Homeshow. He shared that there will be information on gardening, landscaping and home building. It will be held from around 09:00 a.m. until 04:00 p.m. at Blue Heron School. 3. Commissioner Sunny (Allen) shared an update about an event called Focus on Your Future that will be held at the Chimacum Jr. High Library on Thursday from 5:00 p.m. until 07:00 p.m. She said there will be snacks and information on colleges, trades and apprenticeships available for students who are nearing graduation. 4. Chair Koan provides an update in regard to Commissioner trainings and adding those requirements to the Planning Commission Bylaws. She will be proposing a short amendment to the bylaws in an upcoming meeting. 5. Commissioner Llewellyn shares an update that members of the community have shared complaints that the state of WA has laws regarding Cottage Kitchens, however, Jefferson County does not provide for them. a. A brief discussion is held and Commissioner Llewellyn agrees to bring additional information back to the Planning Commission at a subsequent meeting. Joel Peterson suggests she look in Title VIII section 18.20.030 of the Jefferson County Code for further information. 6. Chair Koan proposes that several dates are added to a Doodle poll for the annual retreat for 2026. A discussion amongst DCD staff and Commissioners is held and the following dates are proposed for a Doodle poll. a. August 15th, August 22nd, August 29th and September 12th b. It is also suggested to include each Friday preceding these Saturday dates as additional options. DCD STAFF UPDATES: 1. Jeremy Williammee and Tonya Flores Cruz provide an update in regard to location and meeting dates. Tonya shares that the Jefferson Transit Center has finalized a facility use agreement and should be sharing it with DCD in the coming days. DCD will then provide the signed copy to the Jefferson Transit Center. Tonya will update the Planning Commission when the agreement is finalized and we have a secured schedule with the location. PUBLIC COMMENT – GENERAL PUBLIC COMMENT: Public comments, in their entirety, can be viewed within the video recording of the meeting which is located in our Laserfiche Web Portal: www.co.jefferson.wa.us – Services>Laserfiche Web Portal (username and password are both: public)>Community Development>Planning Commission>Mtgs>Recordings>PC Meeting Recordings 2025>XX-XX- 2025. Time stamps within the video recording of the meeting are referenced below as necessary 1. Shelly Arnell – Brinnon – shares that communication with the public in regard to meetings has been unclear. Shelly shares concerns that there are fines associated with untimely notification of meetings. 2. Jean Ball – Quilcene – shares that the website notice in regard to meeting cancellation was misleading and difficult to understand. Joel Peterson provides an overview of updates to the Comprehensive Plan as well as a tentative timeline for Comprehensive Plan work. a. Commissioner Schwartz asks about community outreach efforts to obtain public comment on the Comprehensive Plan. He expresses concern over finding ways to ensure the public is informed along the way. i. Some suggestions are made for outreach ideas: The Connectivity Summit, Farmer’s Markets, The Home Show, a homepage banner on the website, social media outreach, North Hood Canal Chamber of Commerce PUBLIC COMMENT 1. Angie Scalf – Thanks PC and DCD for their ongoing work on projects. 2. Shelly Arnell – Brinnon – shares that public input is critical and to begin to ask for comments early on. 3. Jean Ball – Quilcene – suggests sharing information with the public incrementally as opposed to all at once. NOTICE OF ADJOURNMENT: Chair Koan adjourned the meeting at 07:51 p.m. until the next regular meeting or special meeting as properly noticed. The next Planning Commission meeting is scheduled for March 11th at 5:30p.m. at the Jefferson County Transit Center. These meeting minutes were approved this ___________ day of _____ 2026.
