I apologize for not replying before my other meetings this morning.
In regard to the wetland definition for the RCW and WAC, Michelle is correct that this could create an inconsistency since the definitions between the referenced WAC and the RCW differ
slightly. The RCW is still what is required by the GMA and while we do appreciate seeing it added to the wetland definition, it might create some conflict in your CAO with the wetland
definition. With that in mind, the highlighted addition to 18.22.710 looks good with the reference back to the definition section. Provided that the wetland definition is consistent
with the RCW.
The other change made regarding compensatory mitigation methods on page Appendix A - 65 appear consistent with our guidance in order of preference. Thank you for making that update and
we appreciate the use of our suggestions.

I’m glad you & Emily have coordinated further on this - it looks like she’s out of office &/or in meetings today until ~2pm. I absolutely defer to her wetland’s expertise, but offer
a few thoughts in the meantime based on the most recent emails :
* It seems like the proposed edit to the JCC 18.10.230 Definition to reference both the RCW and WAC citations creates conflict since those definitions differ. I believe that reliance
on the RCW citation only is our recommendation since that’s what is required by GMA. But Emily noted that the Commerce definition at WAC 365-196-200(51) <https://app.leg.wa.gov/WAC/default.aspx?cite
=365-196-200> would be more appropriate than the one at WAC 365-190-030(24).
* Clarifying the 18.22.710 Classification & Designation language with the internal citation to the 18.10.230 definition seems like a good addition to aid implementation, pending the
needed clarification noted above.
Best case, Emily can weigh in before today’s 2:30 public hearing with the BoCC, but that’s my take on things. And we’re both available to assist as you get this all finalized.
