City of Port Townsend: Statement on ICE Enforcement
City leadership reaffirmed that:
* Port Townsend Police do not assist ICE with federal civil immigration enforcement.
* Washington’s Keep Washington Working Act and local police policy prohibit officers from taking action based solely on immigration status.
* Federal immigration enforcement is a federal responsibility, and local police do not have authority to direct or control ICE operations.
* Local officers cannot interfere with federal enforcement activity but are also prohibited from participating in it.

Washington State: Legislative Developments
Washington lawmakers are advancing legislation, SB 5906 <https://jcira.us12.list-manage.com/track/click?u=e6a5ce9c533fce19d6336ca83&id=0b8e46bc2b&e=e9fe4694e3> , that would strengthen
protections in essential community spaces such as schools, health facilities, day cares, and emergency rooms. The proposal would require federal immigration agents to present a judicial
warrant or court order before entering certain nonpublic areas of these locations.
Supporters say the measure is intended to clarify state-level protections and reduce fear that prevents families from accessing essential services like education and health care.
The bill has passed the Senate and is currently moving through the House process.

👋 Updates from the community
🌿 Meet Our New Leadership: Introducing Ave Avelino
We’re pleased to welcome Ave Avelino, one of the fresh faces on the JCIRA board. Volunteer and local high school student Stephanie caught up with Ave to learn what she’s been up to!
Ave has been working and volunteering with JCIRA since June of last year, and joined the board in December. They are a student at Evergreen State College, Tacoma campus, focusing on
community development, linguistic justice, communications, and cultural studies. They weave their professional work with their academic studies, currently reviewing policies and government
structures that impact the bilingual education of migrants.
Within JCIRA, Ave wears many hats. They support our Community Outreach program by advocating for linguistic justice in the Port Townsend school district, identifying bilingual students
in the district and what resources are available or missing for them. They also serve as the bridge between JCIRA and Nourishing Beloved Community <https://jcira.us12.list-manage.com/track/click?u=e
6a5ce9c533fce19d6336ca83&id=704b379260&e=e9fe4694e3> as Logistics Coordinator. This program provides fresh food to people of the global majority, BIPOC, immigrant, and LGBTQ+ community

🌎 We Welcome Website Coordinator: Olivier Matthon
Please join us in welcoming Olivier Matthon as JCIRA’s new Website Coordinator, and giving deep gratitude to Rachel Imper for her years of dedication to JCIRA and our website - she will
continue to support Olivier in his new role.
Olivier is a documentary filmmaker and commercial mushroom picker based in Quilcene. A French-Canadian immigrant, he brings a deep personal understanding of immigration experiences and
a long-standing commitment to immigrant rights advocacy.
He has previously volunteered with AIDNW and has documented the lives and labor of immigrant mushroom harvesters through photography and film, including his feature documentary Up on
the Mountain, which explores race, labor, and access to public lands.
“As the new website coordinator,” Olivier says, “I hope to continue Rachel’s good work of making the website the best tool possible to achieve JCIRA’s mission and reach as many people
as possible.”
We’re grateful for his willingness to step into this role and share his skills and vision with JCIRA.

🧑⚖️ Volunteer as an Accompaniment Partner
JCIRA’s Legal Program includes an Accompaniment Program that supports individuals attending immigration court hearings and related appointments. Volunteers provide calm, visible presence
and solidarity.

✉️ Communicate with Detainees and Support People in Detention (AIDNW)
Advocates for Immigrants in Detention Northwest (AIDNW) supports individuals at the Northwest Detention Center in Tacoma both while they are detained and as they are released.
During detention, volunteers help reduce isolation by:

* Participating in visitation programs
* Joining community penpal efforts
We will be hosting an upcoming event on Friday, March 13th on visiting and writing to detainees - learn more here.
When individuals are released, AIDNW also assists with travel arrangements and reunification support, helping ensure people can safely reconnect with family and community.
Staying connected reminds people they are not alone — and practical support at release can make a critical difference in moments of transition.

Continued: A note from Olivier
After serving as Rachel’s backup for almost two years, I’m happy to take over as the new website coordinator. I’m a documentary filmmaker and commercial mushroom picker who lives in
Quilcene. As a French-Canadian immigrant who often works with Guatemalan, Mexican, Lao, Cambodian, and immigrants from other countries, I’ve always been interested in the work done
by our local immigrant rights advocacy group.
I moved to the Olympic Peninsula in 2006, right in the middle of the Border Patrol’s great expansion, when they went from 4 to 24 employees. They would set up roadblocks or board public
buses to verify people’s immigration status. Although stressful, being white meant that I wasn’t targeted like other people of color were. But the French accent is hard to hide! Since
I obtained a green card, I have felt completely safe to work and travel within and outside the country. Until the current administration, that is. In the last year, I’ve volunteered
occasionally with AIDNW, an organization that, among other services, helps people being released from the Northwest Detention Center in Tacoma to make travel arrangements to reunite
with their friends and family. When I started last spring, there were very few releases every week. Then we started seeing more releases, but also more people detained for no reason,
many of whom had green cards or other valid visas. So nothing feels certain or safe anymore, and volunteering with a group like JCIRA seems more important than ever.
Both of my careers, harvesting mushrooms and making films, came out of my time at The Evergreen State College. In 2011, after years of working on organic farms, in commercial fishing,
and in reforestation, I returned to college motivated to raise awareness about the environmental and labor issues I had witnessed firsthand. I studied nonfiction writing and political
ecology. I wrote a short story about my first encounter with commercial mushroom pickers in Northern California. After graduating, I became a mushroom picker myself and continued documenting
the industry through photography. My work was published in High Country News and exhibited at the Museum of Ethnography of Neuchâtel in Switzerland. My interest in visual storytelling
led me to expand into filmmaking.
My first feature documentary, Up on the Mountain, follows Southeast Asian refugees, Latino immigrants, and rural Americans on a year-round migration to harvest wild mushrooms in the
American West. But despite evidence of the sustainability of the harvest, the workers who supply the restaurants of Europe, Japan, and North America are repeatedly denied access to
public lands. The film exposes race and class inequities in natural resource policies as well as the resourcefulness of disenfranchised communities.
Since then, I’ve been hired as editor and co-writer on the feature documentary Michael and Damian by local filmmaker Gabe Van Lelyveld, in which a passionate advocate for recovery attempts
to help an aspiring spiritual healer dealing with addiction and the stresses of homelessness while also confronting the buried traumas of his past.
As the new website coordinator, I hope to continue Rachel’s good work of making the website the best tool possible to achieve JCIRA’s mission and reach as many people as possible.

Estado de Washington: Novedades legislativas
Los legisladores de Washington están impulsando una ley, la SB 5906 <https://jcira.us12.list-manage.com/track/click?u=e6a5ce9c533fce19d6336ca83&id=e2e2d303eb&e=e9fe4694e3> , que reforzaría
las medidas de protección en espacios comunitarios esenciales como escuelas, centros de salud, guarderías y salas de urgencias. La propuesta exigiría a los agentes federales de inmigración
presentar una orden judicial antes de entrar en determinadas zonas no públicas de estos lugares.

Nos complace dar la bienvenida a Ave Avelino, una de las nuevas caras de la junta directiva de JCIRA. Stephanie, voluntaria y estudiante de secundaria local, se reunió con Ave para saber
en qué ha estado trabajando.
Ave lleva trabajando y colaborando como voluntaria con JCIRA desde junio del año pasado, y se incorporó a la junta directiva en diciembre. Es estudiante del Evergreen State College,
campus de Tacoma, y se centra en el desarrollo comunitario, la justicia lingüística, las comunicaciones y los estudios culturales. Combina su trabajo profesional con sus estudios académicos
y, actualmente, revisa las políticas y estructuras gubernamentales que afectan a la educación bilingüe de los migrantes. Dentro de JCIRA, Ave desempeña muchas funciones. Apoya nuestro
programa de divulgación comunitaria defendiendo la justicia lingüística en el distrito escolar de Port Townsend, identificando a los estudiantes bilingües del distrito y los recursos

Continuación: Una nota de Olivier
Después de servir como suplente de Rachel durante casi dos años, me complace asumir el cargo de nuevo coordinador del sitio web. Soy documentalista y recolector comercial de setas y
vivo en Quilcene. Como inmigrante franco-canadiense que a menudo trabaja con guatemaltecos, mexicanos, laosianos, camboyanos e inmigrantes de otros países, siempre me ha interesado
el trabajo que realiza nuestro grupo local de defensa de los derechos de los inmigrantes.
Me mudé a la península Olímpica en 2006, justo en medio de la gran expansión de la Patrulla Fronteriza, cuando pasaron de 4 a 24 empleados. Establecían controles de carretera o subían
a los autobuses públicos para verificar el estatus migratorio de las personas. Aunque era estresante, ser blanco significaba que no era objeto de atención como otras personas de color.
¡Pero el acento francés es difícil de ocultar! Desde que obtuve la tarjeta de residencia, me he sentido completamente segura para trabajar y viajar dentro y fuera del país. Hasta la
llegada de la actual administración, claro está.
Durante el último año, he sido voluntaria ocasionalmente en AIDNW, una organización que, entre otros servicios, ayuda a las personas que salen del Centro de Detención del Noroeste en
Tacoma a organizar sus viajes para reunirse con sus amigos y familiares. Cuando empecé la primavera pasada, había muy pocas liberaciones cada semana. Luego empezamos a ver más liberaciones,
pero también más personas detenidas sin motivo, muchas de las cuales tenían tarjetas de residencia u otros visados válidos. Así que ya nada parece seguro ni estable, y el voluntariado
con un grupo como JCIRA parece más importante que nunca.
Mis dos carreras, la recolección de setas y la realización de películas, surgieron de mi etapa en The Evergreen State College. En 2011, después de años de trabajar en granjas orgánicas,
en la pesca comercial y en la reforestación, volví a la universidad motivado por crear conciencia sobre los problemas medioambientales y laborales que había presenciado de primera mano.
Estudié escritura de no ficción y ecología política. Escribí un cuento sobre mi primer encuentro con recolectores comerciales de setas en el norte de California. Después de graduarme,
me convertí en recolector de setas y seguí documentando la industria a través de la fotografía. Mi trabajo se publicó en High Country News y se expuso en el Museo de Etnografía de Neuchâtel,
en Suiza. Mi interés por la narración visual me llevó a expandirme al cine.
Mi primer largometraje documental, Up on the Mountain, sigue a refugiados del sudeste asiático, inmigrantes latinos y estadounidenses rurales en una migración de todo un año para recolectar
setas silvestres en el oeste de Estados Unidos. Pero a pesar de las pruebas de la sostenibilidad de la recolecta, a los trabajadores que abastecen a los restaurantes de Europa, Japón
y Norteamérica se les niega repetidamente el acceso a las tierras públicas. La película expone las desigualdades raciales y de clase en las políticas de recursos naturales, así como
el ingenio de las comunidades marginadas.
Desde entonces, he sido contratado como editor y coguionista del largometraje documental Michael and Damian, del cineasta local Gabe Van Lelyveld, en el que un apasionado defensor de
la recuperación intenta ayudar a un aspirante a sanador espiritual que se enfrenta a la adicción y al estrés de la falta de hogar, al tiempo que se enfrenta a los traumas enterrados
de su pasado.
Como nueva coordinadora del sitio web, espero continuar el buen trabajo de Rachel para hacer del sitio web la mejor herramienta posible para lograr la misión de JCIRA y llegar al mayor
número de personas posible.
