The legislation includes a number of NACo-endorsed provisions: strategic expansions of the Home Investment Partnerships (HOME) program empower counties to better capture gaps in workforce
housing and build housing-adjacent infrastructure; institutionalization of the Community Development Block Grant – Disaster Recovery (CDBG-DR) program gives counties faster access to
critical post-disaster funds; and new innovation funding encourages counties to review their land use frameworks and adopt attainable housing initiatives.
At the same time, some counties may see reductions in vital community development funding as a result of the Build Now Act (Sec. 205). This section would tie CDBG allocations to housing
growth and assign winners and losers accordingly. Based on an internal estimate, a majority of CDBG entitlement counties would be exempt from this provision. However, NACo will continue
working with Congress to preserve funding stability for the remaining impacted counties.
As the Senate and House move toward a final package, NACo has urged the two chambers to enter conference negotiations to resolve any outstanding differences. We believe a collaborative,
bicameral process will foster consensus, build critical momentum and ultimately deliver the greatest impact. We look forward to continuing our work with Congress to secure housing legislation
that empowers county housing partners, preserves local program flexibility, and expands housing opportunity.
