New food assistance program opens at BMAC

A new program geared toward children with chronic health conditions is now providing food boxes to families in the Walla Walla Valley.
The Nourish Food Box Program, run by Blue Mountain Action Council <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=6c4972d9ba&e=290850492e> , started
giving out boxes in February and already has 37 participants signed up. The program is funded by Aging & Long Term Care of Southeast Washington <https://wapartnership.us4.list-manage.com/track/click
?u=acf3cee5bbda818ebd4ce40eb&id=96ba23f8fb&e=290850492e> , which came to BMAC with the idea for the program.
"We were excited to try this program, which was about connecting children with chronic health conditions to affordable, healthy food,” Blue Mountain Thrive Coordinator Meike VanDonge
said. “BMAC is interested in building thriving communities with food, housing and hope.”
The program is available to people in Walla Walla, Columbia, Garfield and Asotin counties.
To be eligible, participants must be 20 or younger, or pregnant, be enrolled in Medicaid, be experiencing low food security and have at least one clinical risk factor, which could include
conditions such as diabetes, heart conditions, cancer, cystic fibrosis, eating disorders, chronic behavioral health conditions and more.
Boxes also include educational materials about food and health.
"We named it the Nourish Food Box program because we're really looking to support the family with nutrition as well as with tools and skills,” BMAC CEO Danielle Garbe Reser said.
“Part of what we’re building out is the cooking and nutrition part of this program. It’s wonderful to have Meike in charge because her background was in SNAP Education with the county.”

Yakima's first Boys and Girls Club to open during spring break

A new Boys and Girls Club is set to open in the city of Yakima, marking the second club in the entire county. The club is scheduled to open its doors on April 6, 2026, coinciding with
the Yakima School District's spring break.
The city has been without a Boys and Girls Club for over a decade, leaving parents searching for after-school solutions. Anthony Peterson, a former member of the Boys and Girls Club
of South Puget Sound <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=aa1b5cc9aa&e=290850492e> , emphasized the positive impact the organization
had on his development.
"I attribute a lot of the skills that I developed with regards to leadership. I would say social, emotional development, sports, everything," Peterson said. He now works as the CEO of
Opportunities Industrialization Center (OIC) of Washington <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=5cdc24e8c0&e=290850492e> .
Peterson spent much of his time playing sports within the club, which he believes kept him and others away from negative influences. "If I didn't have a Boys and Girls Club, those rival
sports teams would be rival gangs because we lived in those different communities," he said.
Currently, Yakima County has only one Boys and Girls Club, formed by the Yakama Nation <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=dfcb09b368&e=290850492e>
in 2021. The club's impact was described as almost immediate by those involved.

New rules will eliminate SNAP benefits for many

Federal legislation tightens eligibility
Adults who don’t work at least 80 hours a month and who don’t have children under 14 no longer qualify for regular SNAP benefits (Supplemental Nutrition Assistance Program, or food stamps).
Changes in federal law passed last July (H.R. 1, also known as the Big Beautiful Bill Act) have tightened eligibility for the SNAP program (called Basic Food in Washington), and more
changes are coming in the next several years.
Although there are still some exemptions, people who don’t meet the new rules will be limited to just three months of food benefits every three years, according to a summary of the changes
from the Washington Department of Social and Health Services (DSHS).
Now, more categories of people must work at least 80 hours a month to qualify, including homeless people, veterans, and former foster youth who are 18 or older, according to Hunger Free
Washington, an organization that works with people across the state to ensure they have access to food. The work requirements can be fulfilled by certain volunteer and worker-training
programs.

1%, that’s a lot, and if they can’t find work or volunteer opportunities, they will lose their SNAP benefits,” she said. “That puts pressure on families to determine which expenses
they can cover monthly and which they need to do without.”
That’s almost 21% of the county’s population, the second-highest rate in the state (tied with Ferry County), according to Democratic Sen. Maria Cantwell. The Washington average is 11%.“

Colfax Food Pantry narrowly escapes closure, given an additional month to find funding

The Colfax Food Pantry was expected to close as soon as February 28, but funding has been secured to stay open one more month.
The pantry has operated under the "Council on Aging," a nonprofit that is disbanding after facing financial and operational challenges. A sign posted on the non-profit's main office
says it discontinued its "congregate meal program" in December.
The council and its board chairman are also facing a lawsuit for allegedly breaching a lease agreement for a new space. Last summer, reports say the non-profit abruptly dropped a proposed
Pullman-Moscow bus service.
With the decision to disband the nonprofit, programs under its umbrella, including the food pantry, are left in limbo.
The food bank serves about 260 families a month across Whitman County, as well as fills the shelves of the Washington State University student pantry. A student volunteer who made a
pick-up on Friday is worried about the impact of this hub closing.
“Volunteers are now working to create a separate nonprofit so the Colfax Food Pantry can operate independently and continue serving families in Whitman County.”
Until that paperwork is approved and funding is secured, the future of the pantry and the hundreds who rely on it each month remains uncertain.

Advocacy Day in Olympia. On a personal level, I was honored to join them in the opportunity to echo the extraordinary work our Energy Assistance Department does in our communities,

Washington state lawmakers target data center sales tax breaks to help plug $2B budget gap

Washington lawmakers are considering ending a sales tax break for data center owners when they replace equipment, a move that would take effect July 1, 2026, and apply statewide.
While Senate Bill 6231 <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=11edf8765a&e=290850492e> would retain the sales tax break granted to new
data centers, it specifically targets the “refurbishment” cycle of existing facilities.
As the state scrambles to fill a roughly $2 billion budget deficit, the state’s Department of Revenue estimates this change could generate $63.1 million in the current biennium and $143.9
million for the 2027-29 period.
“We have to make a lot of hard choices this year as we try to balance the budget,” said Sen. Noel Frame, D-Seattle, sponsor of the legislation.
SB 6231 was recently approved by the House, with four Democrats joining all of the Republicans in opposing the measure.

Annual homelessness count shows slight decline in Chelan-Douglas counties

Before sunrise on Jan. 29, outreach workers and volunteers spread out across Wenatchee and neighboring communities looking for people who had spent the night outside.
They checked tents along the river, vehicles parked in quiet corners and improvised shelters tucked beneath bridges. When they found someone awake, they introduced themselves and asked
a simple question: Would you be willing to take part in the annual count of people experiencing homelessness?
Those early-morning conversations are part of the nationwide Point-in-Time Count, a one-night survey conducted each January to measure homelessness in communities across the United States.
Results released March 3 show a slight decline in homelessness in Chelan and Douglas counties compared with last year.
This year’s count recorded 93 people living unsheltered, a decrease of 11 individuals, or about 10.5%, from the 104 counted in 2025.
Another 391 people were staying in emergency shelters, transitional housing programs or emergency hotel placements, down from 405 the previous year.
Madison Calloway, Chelan County’s homeless program supervisor, said the numbers offer a useful snapshot but do not capture the full scope of housing instability in the region.

As climate impacts intensify across the Pacific Northwest, the Jamestown S’Klallam Tribe’s work shows how steady funding, strong partnerships and local leadership can turn climate challenges
into lasting solutions.
The Western red cedar (x̣páy), <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=83ca38da2d&e=290850492e> often called the “tree of life,” is foundational
to many tribal nations in the Pacific Northwest. For generations, it has been used to make canoes, longhouses, clothing, baskets, and ceremonial items. The Jamestown S’Klallam Tribe,
located on the Olympic Peninsula, continues this tradition through cedar weaving, bentwood boxes and more.
Cedars thrive in cool, wet conditions. But recent years have brought rising temperatures and extreme weather to the region.
In June 2021, an extreme heat wave struck Washington and much of the Pacific Northwest. A weather pattern known as a “heat dome” trapped hot air over the region for days.
Temperatures soared to record highs. Unfortunately, the hottest day on record coincided with a very low midday tide, leaving intertidal organisms such as clams and oysters fully exposed
to direct sunlight. Along Washington’s beaches, prolonged heat and sun exposure caused many clams to die inside their shells.
This event further confirmed what Tribal leaders and staff had long understood: Climate change is already having profound impacts on natural resources and cultural traditions.

Robert Knapp has worked with the Jamestown S’Klallam Tribe Natural Resources Department for more than 13 years. As an environmental planning manager, his recent focus is on securing
funding to strengthen the tribe’s climate resilience.
