DCD received an e-mail on February 18, 2026 outlining the proposed vacation. The Jefferson County Department of Community Development (DCD) has reviewed the proposal and submits the following information and comments: Background: 1. Mumby Road is identified as a County Road, with a small portion of unopened right-of-way. 2. The area of the prosed vacation is designated Rural Residential by the Jefferson County Comprehensive Plan, effective December 10, 2018. The current zoning of property is Rural Residential, one residence per five acres (RR 1:5). Surrounding property is also zoned RR 1:5. 3. According to Critical Areas under the Jefferson County Code (JCC) 18.22, the following mapped critical areas exist within the platted road right-of-way or in the immediate area:  Conservancy Shoreline designation  Wetlands (possibly only associated with the Shoreline).  Geologically Hazardous Areas (Moderate Landslide Hazard Area, Shoreline Slope Stability Area – Unstable Slope, and Seismic Hazard Area), Special Critical Aquifer Recharge Area (CARA) (SARPA)  Special Aquifer Recharge Protection Area (SARPA), and  High Risk Seawater Intrusion Protection Zone (SIPZ) Development Review Comments: 1. The vacation of the public interest through this county road vacation does not eliminate any existing easement or the private interest in this area. 2. DCD has no concerns about the proposed vacation. 3. If development is proposed in the future, the applicant must file a Site Development Review (SDR) and Legal Lot of Record (LLOR) Determination through DCD. The county GIS maps are intended for informational purposes only and that the County does not attest to the accuracy of the data contained herein and makes no warranty with respect to correctness or validity. DCD staff did not conduct a site visit, nor were any special studies such as flood elevation certificate, stream location verification, or wetland delineation required. Recommendation: Based on the findings and in the public interest, DCD supports the proposal and recommends the Hearing Examiner approve the requested vacation of the western 184 feet of Mumby Road, located within Parcel 021202012. No land-use related conditions are recommended for this proposal.
