Hay Contract Service Provider Agreement. STATEMENT OF ISSUE: An Interim Director has been named for WSU Extension. This new Director also holds the Washington State University faculty appointment of 4-H Coordinator. The Interim Director requires additional administrative support as a result of managing these two positions. ANALYSIS: Sue Hay is currently a Lead Teacher and actively engaged with 4-11 at all levels. Ms. Hay has the experience, background and desire to provide this support as Assistant 4- H Coordinator. FISCAL IMPACT: The WSU Extension budget includes funding for both a Director and a 4- H Coordinator through an MOA with WSU. For the first 6 months of 2011 we will only pay WSU for the 4-H position. We would like to use some of those funds previously approved to pay for the Director to provide for this additional support. RECOMMENDA nON: We request that three originals of this contract be approved and signed by the Jefferson County BOCC. HAY dated January 10th, 2011 The following changes are to hecome effective February I'" 2011 and continue as needed until December 31 st, 201 L WHEREAS, Washington State University Extension named a six-month Interim Director for WSU JEFFERSON COUNTY EXTENSION; WHEREAS, the new Interim Director also has the appointment of 4-H Coordinator; WHEREAS, the Interim Director / 4-H Coordinator requires additional administrative support as a result of managing two positions; WHEREAS, Susan H. Hay is a Lead Teacher for the After School Program and actively engaged with 4-H at all levels; WHEREAS, Susan H. Hay has the experience, background and desire to provide this support as Assistant 4-H Coordinator. NOW THEREFORE IT IS AGREED: 2, COUNTY shall increase PROVIDER hours to 40 hours per week: 75% After School program and 25% WSU Extension at an hourly rate of$14.00 per hour for hours worked. A new Job Description follows on page two. All other terms and conditions remain the same. EFFECTIVE the 1st day of February, 2011. Work 10 hours per week as an Assistant 4-H Coordinator to the Director. . Assist and enable organizational operations and effective service to 4-H mcmbers, leaders and parents. . Recruit and help facilitate the development of 4-H Icaders, clubs and sustainable relationships. . Manage, organize and update relevant data. As a Lead Teacher in the 4-H Afterschool Program Susan Hay will: . Work 30 hours per week with the Aftcr School Program. . Plan daily lessons related to the theme of Forestry, emphasizing developmentally appropriate, hands-on activities that incorporate the framework of the 4-H Youth Leadership Model. This model includes hands-on education, public speaking, project presentations, reflective and goal- setting processes, as well as community service. . Incorporate into the hands-on lessons an emphasis on the U.S. Forest Service career pathways, including forest technologies, restoration, ecology, engineering, aviation, public relations and education, habitat managcment, wilderness recreation and survival, and forest management. . Gather the necessary supplies and materials for the planned hands-on activities. . Utilize appropriate county processes for purchase of program materials and supplies and/or reimbursement for purchases. . Utilize appropriate county processes for reimbursement for mileage. . Plan program fieldtrips when appropriate, taking special advantage of days when the Quilcene School District has Early Release days. . Receive defensive driving training and certification, and submit a driver's abstract for approval to drive the 4-H van for fieldtrips. . Set up the instructional space daily, including overview safety inspections ofthe playground area and instructional space before the youth participants arrive. . Communicate and coordinate with parents and guardians to maximize organization and success for every child participating in the program. . Communicate and coordinate with the other Lead Teachers and Jefferson County 4-H coordinator to maximize the success of the overall program. . Report to CPS any suspected issues related to child abuse or neglect. The Jefferson County 4-H coordinator will assist Susan as well in these cases.
