I would like to draw to your attention that a complete ban on all fireworks, not including those licensed by the state, has been in effect in Port Townsend since 1997.

9.04.040 Firearm or explosive β Use prohibited.
It is unlawful for any person, persons or combination of persons to discharge, fire or detonate any firearm, or to set or cause any explosion of any kind within the corporate limits
of the city, excepting that those display fireworks permitted by the laws of the state, and such blasting under licensed and controlled conditions as may be required for construction
under city regulations, shall be allowed. (Ord. 2616 § 3, 1997; Ord. 1756 § 1, 1976).

of not more than $1,000 or imprisonment of not more than 180 days, or by both the fine and imprisonment.
This ban seems to work quite well in PT, as is the $1,000 fine for a violation.
Why is the county unable to adopt similar and unambiguous language in a county ordinance?
I suggest:
βIt is unlawful for any person, persons or combination of persons to purchase, transport, possess, or use any firework within the unincorporated parts of Jefferson County, excepting
that those display fireworks permitted by the laws of the state.β
