At the time that this newsletter was published, we’ve already received 400 grant applications for eleven open grant programs. Salmon grants managers are busy attending site visits throughout the state while recreation and conservation grants managers are working with applicants, answering their questions, and helping them prepare their final applications before the April deadline. This month we bring you stories about the delicate balance between managing orca needs with human interests, innovations in salmon recovery through low-tech approaches, and more. This highlights the important issue of how best to provide access to whale watching opportunities in a sustainable, equitable way while avoiding and reducing impacts on vulnerable marine populations. Orca recovery coordinator, Tara Galuska, tackled this question at the sixth annual Wildlife Viewing and Nature Tourism Academy conference, hosted by the Washington Department of Fish and Wildlife. Folks from all over the country attended. Tara led a panel about leveraging public, private, and nonprofit strengths to expand access to viewing opportunities and the education about, and conservation of, endangered orcas and marine life. The discussions included the history and contributions of whale watching, the historically contentious process of licensing and regulating whale watching, and a discussion about the new Southern Resident orca boater-distance laws <https://rco.us4.list-manage.com/track/click?u=f12461e10aed86ddd51107b5e&id=adfaa80b1f&e=186c5ff3d1> . Other presenters included Washington Department of Fish and Wildlife’s Julie Watson, Pacific Whale Watch Association’s Erin Gless, and Donna Sandstrom of the Whale Trail. Photo courtesy of National Oceanic and Atmospheric Administration <https://mcusercontent.com/f12461e10aed86ddd51107b5e/images/6165e16d-831b-4002-d6d7-943c573f180a.png> Simpler Salmon Recovery Efforts Can Sometimes be Better The Governor’s Salmon Recovery Office <https://rco.us4.list-manage.com/track/click?u=f12461e10aed86ddd51107b5e&id=e1a848a84a&e=186c5ff3d1> , along with Fisheries and Oceans Canada and the Pacific Salmon Foundation, hosted a virtual workshop in March that brought experts together to discuss the latest practices and emerging techniques in low‑tech restoration. Low-tech restoration uses hand-built solutions to repair degraded rivers and streams instead of large construction equipment. Adding beaver dam analogs or unanchored wood structures to a stream is a good example of this. The structures slow water flow and create deep, cool pools where young salmon can rest, eat, and grow, getting larger and healthier before continuing their migration. Additionally, these woody structures stabilize water levels, which helps during droughts. This restoration approach is rapidly gaining popularity for its affordable, scalable way to restore natural processes, address stream impairments, and reintroduce structure and habitat complexity in watersheds. These types of projects have been monitored for several decades. Presenters shared their results on the effectiveness of the approach, how techniques have changed over time, and ways to achieve maximum benefit for minimum cost. Invasive Species Awareness Week is an annual event meant to increase public and policy-maker knowledge about species of concern, the pathways for their introduction, and actions that anyone can take to observe, report <https://rco.us4.list-manage.com/track/click?u=f12461e10aed86ddd51107b5e&id=35decfb2de&e=186c5ff3d1> , prevent, and remove invasives within the state. The webinars included topics such as noxious weed knowledge, invasive pest identification, and protecting Washington’s waters from aquatic species, and emphasized what actions individuals can take to prevent the spread of invasive species. Another major topic of discussion was the “Buy It Where You Burn It” campaign, which educates people about hidden pests that may lurk undetected in firewood and pose a serious threat to Washington’s forests, agriculture, and environment. The campaign coincides with Washington State Department of Agriculture’s recent decision <https://rco.us4.list-manage.com/track/click?u=f12461e10aed86ddd51107b5e&id=36a9a7ddaf&e=186c5ff3d1> to implement a new rule that quarantines untreated firewood from coming into the state in an effort to keep invasive pests out. <https://mcusercontent.com/f12461e10aed86ddd51107b5e/images/ddd9e92b-7de9-ef96-5b02-a591f6d3ff99.png> RCO Staff Observe Federal Ranking of Boating Projects RCO staff joined the U.S. Fish and Wildlife Service for its BIG–Tier 2 ranking meeting in Lacey to learn how the federal government ranks large boating projects, in hopes of helping state applicants. The Boating Infrastructure Grant is split into two tiers based on the grant amount requested. Applicants requesting up to $288,046 are categorized as Tier 1 and evaluated and ranked by RCO’s Boating Programs Advisory Committee. Applicants requesting more than $300,000 are in Tier 2 and evaluated and ranked by the U.S. Fish and Wildlife Service. Ranking projects is an important final step in the grants process and one that RCO uses on all its grant programs to create prioritized lists that are submitted to the Recreation and Conservation Funding Board for funding consideration. The lists are only submitted after our staff and experts have thoroughly reviewed each project, scored them based on evaluation criteria, and then ranked them based on their scores. The board reviews this list and awards grants, starting at the top of the list with the highest scoring project first and then funding projects down the list in sequential order until all the funding is awarded.
