WA lawmakers approve low-income energy assistance

A bill that would establish a statewide Low-Income Energy Assistance Program is headed for the desk of Washington Gov. Bob Ferguson.
If signed into law, HB 1903 <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=44d36f6069&e=290850492e> would create the program within the Department
of Commerce <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=3a5a63fb93&e=290850492e> . It would be implemented in phases and provide funds to electric
utilities so they can reduce monthly energy bills for low-income customers. The Department of Commerce would distribute funds to participating utilities, which would then pass the assistance
directly to low-income residential customers through discounts shown on their monthly bills.
“Supporters of the bill say the program would help address rising energy costs for low-income households.”
“Across Washington, rising energy burden is straining household budgets to the breaking point,” said Linda Garcia, policy director at the Washington State Community Action Partnership

means hundreds of thousands of families need help that simply isn’t there.”
Garcia added many low-income households are often faced with difficult financial choices, wondering whether they should buy groceries, or pay a power bill.
Supporters of the bill also say the program would create more predictable assistance compared with temporary or emergency aid.
Utilities and energy providers also testified in support of the measure.
John Rothlin, representing Avista, an energy company, said the program would add another tool to existing utility assistance efforts.

SNAP marks 60th year of serving

Known for enabling people to weatherize their homes, access energy assistance, start businesses and prevent homelessness, Spokane Neighborhood Action Partners <https://wapartnership.us4.list-manage.c
om/track/click?u=acf3cee5bbda818ebd4ce40eb&id=28e8c3bc40&e=290850492e> (SNAP) has helped people, businesses and nonprofits weather many storms since it was founded as one of the Community
Action Agencies started during the War on Poverty in 1966.
Today it is one of 1,000 Community Action Agencies in the U.S. and 30 in the state.
"We serve 39,000 people each year, making life better for roughly 10 percent of the community in small and big ways," said Julie Honekamp, who is SNAP's third CEO, following Tom Pleas,
who served from 1985 to 1992, and Larry Stuckart, who worked with SNAP from 1973 to 2013 and was director from 1992 to 2011.
Over its 60 years, SNAP has built a resilient infrastructure that is critical to its ability to survive.
"In the uncertainties of the past 15 years—the 2008 to 2009 recession, the COVID pandemic and current crisis—SNAP has built a solid infrastructure. As a result, the county turned to
SNAP during the pandemic to help distribute more than $40 million in COVID rental assistance funds to keep people in their homes," she said.
"In today's federal uncertainty, we are resilient and work to weather shutdowns as a stable partner for our fellow nonprofits," she explained. "So, we have helped support Manzanita House,
champion Spectrum and Latinos en Spokane to do their services."
Over its 60 years, SNAP programs have helped many county residents build stability, expand opportunity and strengthen neighborhoods, said Julie.

Nonprofit buys northeast Washington apartments for $1 to save low-income housing

A four-member volunteer board in a rural Eastern Washington town sold an apartment complex for $1 , hoping the move will help protect one of the town’s only low-income options.
Rural Resources <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=18fe1806f8&e=290850492e> bought an apartment complex in Metaline Falls, a town
of about 284 people near the Canadian border, for $1 after being awarded $4.7 million from the Washington State Department of Commerce to renovate it. Owned previously by a board of
volunteers, Bryan Raines, CEO of the nonprofit, said the 22-unit apartment complex, also known as the Kaniksu Village, was built in the 1970s. By renovating it, he said, they are preserving
crucial housing for the area.
The funding was the result of a joint effort between Rural Resources, the Spokane Housing Authority, Pend Oreille County and the Office of Rural & Farmworkers Housing, he added.
“It’s so critical to make sure that residents that currently occupy are able to stay in the community, and that we’re able to continue having that property exist in that area,” Raines
said.

In 2009, HopeSource <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=924e62463b&e=290850492e> experienced a defining moment—one that would ultimately
shape our culture, our leadership, and the way we show up for our community. That year, our CEO, Susan Grindle, came across an article referencing Lance Secretan’s work and his influential
book Inspire! What Great Leaders Do. In Inspire!, Secretan outlines six essential values that form the foundation of inspired leadership: Courage, Authenticity, Service, Truthfulness,
Love, and Effectiveness—the values we now know collectively as CASTLE.
Secretan’s research-based leadership framework emphasizes that great organizations are built not on fear or traditional reward–punishment models, but on inspiration—emanating from leaders
who embody these core values. He argues that inspiration, grounded in these six pillars, leads to stronger organizations, higher trust, and greater personal fulfillment.
Susan was deeply moved by this philosophy. Recognizing its alignment with the heart of HopeSource’s mission, she reached out directly to Lance Secretan. What followed was a meaningful
partnership to train and guide our leadership team in implementing and sustaining CASTLE as the cultural backbone of HopeSource.

Delaney reached out to MSC’s employment program looking for help to find a job. She was behind on her internet and phone bills, did not have access to transportation, and did not have
a copy of her Social Security card or a resume to provide to potential employers. These were all proving to be barriers to Delaney finding employment.
With the help of MSC’s employment case manager, Delaney was able to obtain a copy of her Social Security Card and create a resume. MSC was able to help her get caught up with her overdue
bills and provided with an ORCA card to go to interviews as well as back and forth from work once she found a job.
In talking with Delaney, the case manager learned that she was interested in retail or customer service work, but also had career dreams that would require additional training. The case
manager helped Delaney complete job applications and also helped enroll her in a free training program to achieve her long-term career goals. A month and a half after connecting with
MSC’s employment program, Delaney was employed in a part-time position and her long-term career training begins in May!

Washington housing bill could force cities to allow shelters in more North Central Washington neighborhoods

A housing bill aimed at expanding supportive and emergency housing across Washington state has cleared the Legislature and now awaits action from Gov. Bob Ferguson, a move that could
require cities and counties, including those in Grant, Chelan, Douglas and Adams counties, to change local zoning rules.
Engrossed Substitute House Bill 2266 would require cities and counties to allow several types of housing intended for people experiencing homelessness or housing instability in areas
where residential units or hotels are already permitted. Lawmakers say the goal is to remove regulatory barriers that slow the development of housing and shelters as the state continues
to face a housing shortage and rising homelessness.
Under the legislation, transitional housing and permanent supportive housing must be allowed in zones within urban growth areas where residential dwelling units or hotels are permitted.
Indoor emergency shelters and indoor emergency housing must also be allowed in zones where hotels are allowed.
The bill also limits how local governments regulate these developments. Cities and counties generally may not impose standards that are more restrictive than those applied to other residential
or lodging developments in the same zones, though they can still apply objective requirements such as density limits, setbacks and height restrictions.

U.S. Sen. Maria Cantwell is praising Senate passage of the 21st Century ROAD to Housing Act, legislation aimed at expanding housing supply and strengthening federal programs designed
to address the nation’s affordable housing shortage.
Cantwell, the ranking member of the Senate Committee on Commerce, Science and Transportation and a senior member of the Senate Finance Committee, said the legislation could help ease
housing challenges facing communities across the country.
“The 21st Century ROAD to Housing Act will go a long way in helping tackle the affordable housing crisis we are confronting in our states,” Cantwell said. “This legislation will expand
housing supply by streamlining and modernizing critical federal affordable housing programs. It builds on the strong bipartisan work we have done to expand the Low-Income Housing Tax
Credit (LIHTC) by increasing the statutory cap limiting banks’ public welfare investment authority, which will unlock additional equity for LIHTC properties and other economic revitalization
projects.”
Cantwell added that the bill also strengthens several federal housing initiatives.

community conditions. This two-part virtual Skill Builder is designed for staff who lead or manage the community assessment process and want to deepen both the quality and usefulness
of their work.
This training goes beyond compliance to focus on how to design and conduct community assessments that combine meaningful data with lived experience, including the perspectives of people
with low incomes. Participants will explore how to move from a one-time assessment to an ongoing learning approach and how to use findings to inform planning, priorities, and decision-making
across the agency.

AG Brown joins coalition challenging HUD attack on states’ fair housing laws
Attorney General Nick Brown and a coalition of 15 other attorneys general filed a lawsuit challenging unlawful actions by the U.S. Department of Housing and Urban Development (HUD),
including threats to withhold funding from state and local fair housing enforcement agencies for abiding by state laws.
These actions threaten to weaken fair housing enforcement across the country and undermine states’ ability to ensure equal access to housing. If unchallenged, discrimination in housing
is almost certain to increase.
“Washington is a state that stands up for the rights of its residents, including protecting them from discrimination in housing,” Brown said. “This is a blatantly unlawful attempt by
HUD to force our state to walk away from making sure people have a fair shake at securing a place to live.”
Sixty years ago, Congress enacted the Fair Housing Act to address pervasive housing discrimination. Congress also created a robust partnership between HUD and state and local agencies,
known as the Fair Housing Assistance Program (FHAP), to enforce this landmark civil rights law in tandem with state fair housing laws. The FHAP has had strong bipartisan support in
Congress and stable funding since it was established in 1980.
In their lawsuit, Brown and the other attorneys general allege HUD is seeking to illegally undermine this partnership by attacking states’ ability to combat housing discrimination under
state laws by their residents’ democratically elected representatives.
