HomeMy WebLinkAbout03-11-2026 Meeting MinutesMINUTES JEFFERSON COUNTY PLANNING COMMISSION Special Meeting – March 11th 2026 Jefferson Transit Center 63 Four Corners Road, Port Townsend, WA 98368 CALL TO ORDER AND ROLL CALL: Chair Koan called the meeting to order at 05:33 p.m. Kevin Coker Present Matt Sircely Present Sunny Allen Present Cynthia Koan Present LD Richert Present Chris Llewellyn Present Devin Gonzalez Present Michael Shultz Present Andrew Schwartz Present APPROVAL AND ADOPTION OF THE AGENDA: Chair Koan asked the commissioners if there were any objections to adoption of the agenda as written. No objections were made. The agenda was approved by unanimous consent. APPROVAL OF 02/25/2026 MINUTES: 02/25/2026 minutes were moved for approval by Commissioner Coker. Commissioner Llewellyn seconded the motion. Commissioner Schwartz provided a correction to the spelling of Shellie Yarnell’s name as well as a request to strike a portion of Shellie’s public comment as it was misunderstood. Commissioner Koan asked for a raise of hand for an “aye” vote to the amended minutes. The motion passed unanimously. GENERAL UPDATES PLANNING COMMISSION UPDATES: 1. Commissioner Coker shared his experience at the Home Show. He reports there was a good turnout. 2. Commissioner Gonzalez shared that he is willing to help organize resources to assist in stewarding in an onboarding process for new commissioners. 3. Commissioner Sunny (Allen) shared that on Tuesday April 7th from 9:30 to 1:30 at the courthouse, there will be an event for students to meet with lawyers and discuss diversity in the field. 4. Commissioner Sircely shared an update to the process for signing up for the Senior Farmers Market Nutrition Program benefits. He shared that the applications can be obtained online but they must be submitted in-person at one of the local food banks or one of the local farmer’s markets. DCD STAFF UPDATES: 1. Joel Peterson shared that both Michael Schultz and Chris Llewellyn have shared their interest to re-up their terms as Planning Commissioners. The vacancies have been advertised in The Leader but no applications have been received. The Board of County Commissioners has been sent a consent agenda item to refill the terms during their March 17th meeting. 2. Jeremy Williammee provided an update that the Board of County Commissioners approved the Critical Areas Ordinance. It will be published in the Leader Monday March 16th. Time stamps within the video recording of the meeting are referenced below as necessary 1. Shellie Yarnell – Brinnon – wished to clarify her comment from the previous meeting. She shared The Washington Department of Commerce is currently scrutinizing 8 Washington cities for missing deadlines on their Comprehensive Growth Plans and those come with attached fines and she does not want to see Jefferson County be city number 9. She shared her desire to see us stay on track. 2. Jean Ball – Quilcene – shared her appreciation that we allow for public comment before and after regular business items. Element Tracking Final JeffCo CP Edits 2025_1223 REGULAR BUSINESS 1. Joel Peterson led the group in a review of Comprehensive Plan elements and suggested edits. The following Comprehensive Plan elements were reviewed: 2 - Natural Resources; 4 - Open Space, Parks & Recreation Historical & Cultural Preservation; 5 - Environment; 7 - Economic Development; 9 – Climate. a) Commissioner Sircely provides several suggestions for changes and will share them with staff via e-mail. b) Chair Koan requests that staff return with clarification on how short-term rental permitting may or may not be affected by updates to the number of Additional Dwelling Units allowed in Urban Growth Areas. c) David Baliff provides a presentation on the Economic Development Council as the Economic Development element was presented. 2. Time did not allow for review of the proposed Unified Development Code Amendments. PUBLIC COMMENT 1. None NOTICE OF ADJOURNMENT: Chair Koan adjourned the meeting at 07:49 p.m. until the next regular meeting or special meeting as properly noticed. The next Planning Commission meeting is scheduled March 25th at 5:30 p.m. at the Jefferson County Transit Center. These meeting minutes were approved this ___________ day of _____ 2026.
