In the UGA areas within 200 feet of sewer collection lines the Rural Transition Zoning (Chapter 18.19 JCC) is
removed, and the UGA zoning (Chapter 18.18 JCC) would apply (see attached map).
Areas with the UGA zoning would be provisions of Chapter 18.18 CCC, which would include proposed
provision of allowing two ADU’s.
If someone owned a parcel that contained a residence and two ADU in the areas with UGA zoning, only one
dwelling could be rented as a short term rental (STR).
Section 18.10.190 JCC defines a ““Short-term rental operator” or “operator” means any person who receives
payment for owning or operating a dwelling unit, or portion thereof, as a short-term rental unit.”
The DCD Code Administrator has determined that the landowner or operator would not include the property
manager unless they had ownership in the parcel that the STR is located on. This is reflected in Question #8 of
the STR application
Section 18.20.210(3)(i) JCC states “The owner or operator may rent the principal residence or the guest house
on the same lot or parcel on a short-term basis, but not both.”
Section 18.20.210(3)(j) JCC states that “A short-term rental operator shall not hold more than one hospitality
permit for a short-term rental in unincorporated Jefferson County.”
