Landslide Hazard Areas and their associated buffers shall remain naturally vegetated. Should buffer disturbance occur during construction, the Unified Development Code (UDC) Administrator shall require replanting with native vegetation. No alterations shall be made to the Landslide Hazard Area or its associated buffer without prior authorization by the UDC Administrator. 2.) The project shall adhere to the Best Management Practices (BMPs)to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 3.) The project shall comply with Construction Stormwater Pollution Prevention (SWPP) Elements#1 through #12 of the Department of Ecology's Stormwater Management Manual for Western Washington to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 4.) Prior to commencing development activity, proponent is responsible for informing the Washington Department of Fish and Wildlife (WDFW) in order for WDFW to determine whether this action is subject to the Washington State Hydraulic Code (Chapter 220-10 WAC). Hydraulic Project Approval (HPA) is required for all hydraulic projects, which are defined as construction or performance of other work that will use, divert, obstruct, or change the natural flow or bed of any of the salt or fresh waters of the state. 5.) In addition to Jefferson County permit conditions, the project proponent shall comply with all conditions set forth by the Washington Department of Fish and Wildlife through Hydraulic Project Approval. 6.) • 1. The applicant shall obtain a Hyaraulic Project Approval (HPA) from the Deptent of Fish &Wildlife. 2. The applicant shall comply with the recommendations of the Geotechnical Report prepared by NTI for the proposal and subject property dated January 5, 2009. 3. The lower landing deck shall be 10 feet by 14 feet which represents the smallest area necessary to achieve a landing platform and room for friends and guests who are physically handicapped and may require extra room to assist them in and out of the cable lift car. 4. The cable lift shall be constructed of material, painted or stained so as to blend into the natural color scheme of the shoreline bluff. 5. This approval does not authorize the removal of any large conifer trees. 6. Erosion control measures must be in place prior to any clearing, grading, or construction. These control measures must be effective to prevent soil from being carried into surface water by stormwater runoff. Sand, silt, clay particles, and soil will damage aquatic habitat and are considered pollutants when discharged to waters of the state. 7. Proper disposal of construction debris must be on land in such a manner that debris cannot enter the water body or cause water quality degradation of state waters. No fill or other material may be placed in the waters or intertidal areas of Jefferson County. 8. Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of Chapter 90.48, Water Pollution Control, and WAC 173-201A, Water Quality Standards for Surface Waters of the State of Washington, and is subject to enforcement action. 9. During construction, all releases of oils, hydraulic fluids, fuels, other petroleum products, paints, solvents, and other deleterious materials must be contained and removed in a manner that will prevent their discharge to waters and soils of the state. The cleanup of spills should take precedence over all other work on the site. 10. A permanent vegetative cover shall be established on denuded areas at final grade if they are not otherwise permanently stabilized. 11. Fresh uncured concrete in direct contact with the water is toxic to aquatic life. All concrete shall be poured in the dry and allowed to cure a minimum of seven (7) days before contact with the water. 12. All lumber and other materials treated with preservative shall be sufficiently cured to minimize leaching into the water or shore bed, in accordance with the Best Management Practices approved by the Washington Department of Fish and Wildlife. 13. Work within the jurisdiction of the Shoreline Program other than as described above shall receive separate review from this office. 7.) THE ENGINEER OF RECORD SHALL PERFORM STRUCTURAL OBSERVATION AT THE COMPLETION OF CONSTRUCTION TO VERIFY COMPLIANCE TO THE APPROVED DESIGN/ BUILDING PLANS. THE ENGINEER OF RECORD SHALL ALSO WITNESS THE PROPER OPERATION OF THE LIFT AND ALL SAFETY FEATURES. A WRITTEN AND SIGNED REPORT OF ACCEPTANCE SHALL BE SUBMITTED TO THE JEFFERSON CO.
