Technology: White House releases national AI legislative framework
The Trump Administration released its legislation recommendations for a national Artificial Intelligence (AI) framework last week, calling on Congress to act across seven areas: children's
online safety, community and small business protections, intellectual property, free speech, innovation, workforce development and the preemption of select state laws. Two provisions
are most relevant for counties: a call to streamline permitting for data centers to generate on-site power, which has direct county land use implications – and a push for a uniform
national framework that would preempt select state and local AI regulation. The preemption language is the provision counties should watch most closely as this moves toward legislation.

Human Services: White House establishes task force to combat fraud in federal benefit programs
On March 16, the White House released an Executive Order creating a task force to target fraud in federal benefit programs, chaired by the Vice President and vice-chaired by the chair
of the Federal Trade Commission (FTC). The task force is directed to develop changes to eligibility verification processes, implement pre-disbursement controls, audit program compliance
and facilitate data sharing between federal, state, local and tribal governments and law enforcement. Within 60 days, the task force must adopt minimum anti-fraud requirements and is
permitted to withhold federal funds from jurisdictions deemed to lack adequate safeguards. Counties are committed to strong oversight while emphasizing that program integrity measures

Health: CMS issues implementation guidance on six-month Medicaid renewals
On March 6, the Centers for Medicare & Medicaid Services (CMS) released implementation guidance on six-month Medicaid renewal requirements under H.R. 1. Beginning January 1, 2027, states
must complete eligibility redeterminations every six months for adults enrolled in Medicaid expansion coverage, replacing the current annual renewal cycle. Exempt populations include
Indigenous peoples, children, pregnant women and individuals qualifying based on disability. Counties that administer or support Medicaid eligibility and enrollment will likely see

Housing and Section 205 — engage your Senators and Representatives
With the Senate having passed its housing package, both chambers must go to conference to reconcile differences. Section 205 of H.R. 6644 would impact, and potentially reduce, certain
county Community Development Block Grant (CDBG) allocations, which would be tied to growth rates.
County Action: Contact your U.S. Senators and Representatives to urge support for a House-Senate conference and exclusion of Section 205 in the final bill.

* SAVE America Act: Senate floor debate is expected to continue this week with potential amendment votes. NACo will monitor activity and keep members updated on any developments affecting
county election administration, including a potential cloture vote.
* Transportation reauthorization: NACo will continue advocating for inclusion of the BASICS Act (H.R. 7437) in the broader surface transportation reauthorization package as negotiations
move forward.
* Housing: NACo will continue engaging both chambers on the path to a House-Senate conference and will advocate for a final package that excludes Section 205, and supports CDBG-DR institutionalizatio
n, HOME program flexibility and other critical county housing priorities.
