Commissioner Dudley-Nollette, I’m filing a formal objection to the "final, definitive response" issued by Public Records Administrator Ken Hugoniot on March 23, 2026, at 9:49 AM regarding PRR # C003056-031326. The Administrator is currently engaged in an administrative "shell game," using recycled paper records from one agency to "close" a request for digital records from another. 1. The Improper "Closure" of Jeffcom 911 Records (C003056-031326): In the 9:49 AM response for #C003056 (the Jeffcom 911 request for 911 Audio and Dispatch logs), the Administrator claimed the County has "no documents." He then attached 19 PDF incident narratives from the Sheriff’s Office. These PDFs are not the 911 audio, radio traffic, or call-taker metadata demanded in the original request. Providing "recycled" JCSO paper to close a Jeffcom Audio request is a bad-faith tactic designed to terminate my oversight and violates the requirement to provide records in the specific electronic format requested (WAC 44-14-05001). 2. Silent Denial of February Arrest Records: The 19 narratives provided by the Administrator specifically exclude the records for February 9 and February 10, 2026. I have personal knowledge that JCSO deputies made contact and performed an arrest on these dates. By issuing a "Final" closure today, the Administrator is attempting to bury these arrest records and the associated Body-Worn Camera (BWC) footage, which constitutes a "silent denial" of a known public record. 3. Failure to Fulfill the Full Scope of the JCSO Request (S004290-030226): The Administrator is falsely representing that these 19 PDFs fulfill my request. For the record, the Full Request for JCSO Records (S004290-030226) includes the following five mandatory categories which remain unfulfilled: "1. Incident / offense reports and all supplements. 2. Deputy narratives, notes, and related attachments. 3. Calls for service / CAD extracts maintained by JCSO systems. 4. Any welfare checks, suspicious activity responses, noise complaints, citizen complaints, field contacts... during the requested date range. 5. Body-worn camera and in-car video... including associated audit logs, evidence submission details, chain-of-custody records, and basic metadata including upload date/time, event/case number, officer name, and location." 4. Conflict with Board "Consultation" Promise: This "Final" closure was issued at 9:49 AM on March 23—less than one hour after your email (8:57 AM) informed me that the Board and Prosecutor were "consulting" to determine "best practice" for these records. The Administrator’s rush to close this file while the Board is actively reviewing the matter is a direct attempt to moot the Board's intervention and evade accountability for the 70-hour privacy breach (RCW 42.56.050). I’m requesting that the Board and the Prosecutor intervene to stop these retaliatory "closures" and ensure that 911 Audio (Jeffcom) and the Arrest Video/Audit Logs (JCSO) are produced as required by the "fullest assistance" mandate of RCW 42.56.100. To ensure you and the Board have the complete factual record before your 8:00 AM meeting with staff, I’m demanding that the following timeline regarding Jeffcom 911 (Ref # 26-110 & 26-112) also be appended to the March 23 Public Meeting Packet. While Administrator Ken Hugoniot "appended" my sensitive investigative interests to the packet to shame me, he intentionally excluded the following documentation of administrative misconduct: March 1–13: Administrator Ken Hugoniot failed to process my Jeffcom request for 12 days, admitting in writing on March 13th that he "missed" the email because he "thought they were duplicate emails." This is a violation of the five-day statutory response requirement under RCW 42.56.520. Administrative Monitoring: During this timeline, the Administrator continued to insert the Sheriff’s Confidential Secretary, Jamie Aumock, into my correspondence records. This creates an unnecessary administrative layer designed to monitor my private communications rather than providing the "fullest assistance" required by RCW 42.56.100. March 15: Jeffcom 911 Director Matt Stewart admitted in writing that neither he nor the other staff recipient are Public Records Officers. Every local agency is mandated by law to have an identifiable PRO under RCW 42.56.580. March 17: Director Matt Stewart claimed Jeffcom has "no record identifying alarm monitoring companies" and "no agreements" with Security Services Northwest (SSNW). This contradicts the physical reality of the SSNW surveillance equipment currently stationed at 1202 Sims Way (QFC). March 19: Director Matt Stewart issued a "No Engagement" directive, stating staff "will not engage" with me via email and mandating a tracking portal. This is a failure to provide the "least interference" and "fullest assistance" required by RCW 42.56.100. This selective disclosure by the Administrator appears designed to shield the leadership of Sheriff Andy Pernsteiner and Acting Undersheriff Brandon Przygocki from public scrutiny. If the County is going to "dox" my private investigative interests, it is legally and ethically obligated to include the documentation of its own administrative failures. To the Jefferson County Board of County Commissioners and the Prosecuting Attorney, I’m formally objecting to the Public Records Administrator’s decision to "append" my unredacted, sensitive email correspondence to the March 23, 2026, Public Meeting Packet. This attachment includes my personal email address and a sensitive investigative roadmap regarding a third party's criminal record. Publishing this without redaction is a direct violation of RCW 42.56.070(1), which mandates that agencies delete identifying details to prevent an unreasonable invasion of personal privacy. This action is a transparently retaliatory tactic. It reflects a documented culture of intimidation under the leadership of Sheriff Andy Pernsteiner and Acting Undersheriff Brandon Przygocki. By "doxxing" my private investigative interests to the public, the JCSO is attempting to create "divide and animosity" among neighbors and witnesses as a penalty for my exercise of the Public Records Act. I’m requesting that the Board immediately pull the unredacted attachment from the online packet and that the Prosecuting Attorney address this breach of privacy and the bad-faith conduct of JCSO leadership before the meeting commences at 9:00 AM.
