Staff Present Matt Tyler, Parks and Recreation Manager Chelsie Kilmer, Admin Chris Macklin, Asst Rec Manager Samantha Miller, Lead Rec Supervisor Guests Jeff Chapman, County Assessor Call to Order (0:00) Bob Hoyle called the meeting to order at 4:00 pm. Public Comment (01:20) Comment 1: Reviewed experience with the Rec program, the importance of keeping the programs, and expressed interest in the fundraiser update. Comment 2: Provided their experience with rec programs and shared concern regarding the disappearance of those programs and is interested in the update as well. (06:22) Matt and Karin replied to the public comments, reviewing the fundraiser effort. Parks and Rec Funding Service Options (11:10) Matt shared his presentation: summarized the budget issues, reviewed current services provided and Park staff’s scope of work, and resources used for an ever-growing population. The presentation included 3 short term budget reduction options: A, B, & C. Each option included impacts to staff and programs and their budget impact if implemented. It ended with a pros & cons review of each. (52:00) Discussion with the board followed. The board shared their concerns, priorities, and discussed their role and how they can assist staff. With the help of Jeff Chapman, County Assessor, the board reviewed how they could implement a Parks & Rec levy lid lift, including the timeline for implementation, proposal requirements, and agreed to research and try to implement this option. (1:27:40) Moved by Karin, seconded by Susie, and carried all in favor: to tell Matt and BOCC supportive of option A, but leave it in their capable hands to amend as needed as more information comes in.
