THIS PERMIT IS VALID FOR ONE YEAR
1.) 1. Prior to receiving project final, project proponent shall submit a letter fr•he
project engineer stating that the project was constructed per the approved plan sheets.
2. Removal of trees and shrubs from the shoreline are not authorized under this permit.
3. The proposed pier, ramp, and float shall not be used for residential purpose.
4. Boats that are occupied shall not be moored at private piers, ramps, and floats for
longer than three days unless pump-out facilities are available in the immediate vicinity.
5. Docks, piers, and floats shall be marked as necessary to avoid hazardous conditions
for water surface users, as specified by the U.S. Coast Guard.
6. The structure shall comply with U.S. Coast Guard requirements for safety and
navigation.
7. A bulkhead shall not be allowed in the future to protect the pier, ramp, and float
structure, which is a non-essential, non-appurtenant structure.
8. Any damage to the proposed structure shall be repaired or removed as soon as
practicable. At the end of the useful life of the structure, or if unused for one year or more,
the pier, ramp, and float will be removed as soon as practicable.
9. Flood hazard reduction measures are to be used as required by the Jefferson County
Flood Damage Prevention Ordinance 07-0515-06 (Chapter 15.15 Jefferson County
Code).
10. Construction Materials and Methods of Construction to Reduce Flood Hazard
(i) All new construction and substantial improvements shall be constructed with
materials and utility equipment resistant to flood damage.
(ii) All new construction and substantial improvements shall be constructed using
methods and practices that minimize flood damage.

13. The project shall adhere to the Best Management Practices (BMPs)to control
strormwater, erosion, and sedimentation during construction. BMPs shall address
permanent measures to stabilize soil exposed during construction, and in the design and
operation of stormwater and drainage control systems.
14. Prior to commencing development activity, proponent is responsible for informing the
Washington Department of Fish and Wildlife (WDFW) in order for WDFW to determine
whether this action is subject to the Washington State Hydraulic Code (Chapter 220-10
WAC). Hydraulic Project Approval (HPA) is required for all hydraulic projects, which are
defined as construction or performance of other work that will use, divert, obstruct, or
change the natural flow or bed of any of the salt or fresh waters of the state.
15. In addition to Jefferson County permit conditions, the project proponent shall comply
with all conditions set forth by the Washington Department of Fish and Wildlife through
HPA.
16. Prior to commencing development activity, the proponent is responsible for informing
the US Army Corps of Engineers (COE) in order for COE to determine whether a
Department of the Army permit or review is required. Generally, review is required for
construction and dredging in or around navigable waters of the US and for work or fill in
hydrologically connected wetlands. Contact the US Army Corps of Engineers, Seattle
District Regulatory Branch, PO Box 3755, Seattle WA 98124, (206) 764-3495, for more
information.
17. Work within the jurisdiction of the Shoreline Master Program other than as described
above shall receive separate review from this Department.
18. Construction shall be in su tial compliance with the site plan approv
December 30, 2009 as it exists n or is hereafter amended by Jefferson Cou ( and/or
the Washington Department of Ecology.
19. No fill or other material may be placed in waters or intertidal areas of Jefferson
County.
20. All lumber and other materials treated with preservatives shall be sufficiently cured to
minimize leaching into the water or shore bed, in accordance with the BMPs approved by
the Washington Department of Fish and Wildlife.
21. The design, location, and construction of docks, piers, and floats, as well as their
subsequent use, shall avoid adverse effects on fish, shellfish, wildlife, marine vegetation,
water quality, and geohydraulic processes. Construction methods shall minimize the use
of materials hazardous to the environment.
22. Dock, piers, floats and boat houses shall be designed and constructed to minimize
hazards to users and to be capable of withstanding the historic extremes of wind, wave,
and tides at their location.
23. In areas of seasonal exposure to high wind and waves, docks and moored vessels
shall be moved to a protected location during that time of year when high wind and waves
are anticipated.
24. Dock and piers shall be set back a minimum of 10 feet from property lines except for
joint use docks and piers, which may be located adjacent to or upon a property line when
mutually agreed to by contact or covenant with the owners of the adjoining property, a
copy of which shall be filed with the County Auditor and submitted with the building
application.
25. Docks and floats shall not extend more than three feet in height above the water nor
exceed eight feet in width. Piers shall be constructed to the minimum height necessary
above historic extreme high tide and shall not exceed eight feet in width.
26. If provided, railings shall be of clear or open framework design and conform to the
Uniform Building Code where required.
27. Construction of the pilings shall include stops, and the stops shall be designed to
prevent the float from grounding during low tides.
28. The Agreement Regarding Joint-Use Overwater Structure submitted as part of
shoreline permitting, which was received by Jefferson County on December 29, 2008,
must be recorded with the Assessor's Office prior to submitting for a building application.
Any changes in the recorded document(from that received by Jefferson County on
December 29, 2008) require review and approval from Department of Community
Development.
