JEFFERSON COUNTY PLANNING COMMISSION
Special Meeting – March 25th 2026

CALL TO ORDER AND ROLL CALL: Chair Koan called the meeting to order at 05:34 p.m.

APPROVAL AND ADOPTION OF THE AGENDA: Chair Koan asked the commissioners if there
were any objections to adoption of the agenda as written. No objections were made. The
agenda was approved by unanimous consent.
APPROVAL OF 03/11/2026 MINUTES: Chair Koan requested a motion to approve the
minutes. Commissioner Schwartz moved to approve the minutes with a second from
Commissioner Richert. Chair Koan called for “yes” votes by a show of hands. All present
commissioners voted in favor and the minutes were approved unanimously.
GENERAL UPDATES
PLANNING COMMISSION UPDATES:
1. Commissioner Schwartz shared a reminder about the Connectivity Summit this coming
weekend at Ford Warden. He shared that the Hood Canal Chamber of Commerce has an open
student board member seat. The position is open to High School students. He also shared that
there would be a booth providing Placer AI demos – this software collects traffic data via cellular
device.
DCD STAFF UPDATES:
1. Joel Peterson provided an update and congratulations to Commissioner Schultz and
Commissioner Llewellyn and re-upping their terms as commissioners.
2. Jeremy Williammee provided an update in regard to Short-Term Rentals in the Urban
Growth Area where 2 Additional Dwelling Units are now allowed. He shared that only one Short-
Term Rental will be allowed even though the Additional Dwelling Units allowed has increased.

REGULAR BUSINESS
1. Joel Peterson provided a presentation on the Land Use and Housing elements of the
comprehensive plan. Time did not allow for review of Transportation and Capital
Facilities elements.
a) Commissioner Gonzalez shared that it would be beneficial to provide a
reference to the definition of “rural character” in the introductory pages of
the Land Use element.
b) Commissioners shared that a more in-depth definition of the phrase “unsafe
housing conditions” would provide more clarity. Joel will add additional
examples to this section to clarify.
c) Commissioner asked where the 98 beds that were lost came from. Staff will
provide clarification.
d) Commissioner Schwartz shared his concern that action items get done timely
and that the planning documents be used by leadership.
2. Time did not allow for review of the Unified Development Code Amendments.
PUBLIC COMMENT
1. Shelli Yarnell - Brinnon - shared concerns that certain facilities like showers and
restrooms for the unhoused are cut out of the budget and that the public needs to push for
those resources.
2. Jean Ball - Quilcene - shared in the meeting chat “the proposed new transfer facility
location at SR19 x SR104 is the finalized location after all other options were eliminated for
various reasons. If they break all land/speed records… the timeline is 10 years at the soonest just
to get the DOE water rights for the development.”
NOTICE OF ADJOURNMENT: Chair Koan adjourned the meeting at 07:36 p.m. until the
next regular meeting or special meeting as properly noticed.
The next Planning Commission meeting is scheduled April 8th at 5:30 p.m. at the Jefferson
Transit Center.
