CONDITIONS for Building Permit# :BLD09-00355
1.) It is recommended that the owner/contractor verify that the existing water line and sewer
line which cross meet the requirement per DEO Sewage Works Design:"Sewer line
crossing water lines shall be laid below the water line to provide separation of at least 18
inches between the invert of the water line and the crown of the sewer.
2.) The applicant shall fully adhere to all conditions and requirements of the eagle habitat
management plan.
3.) The project shall comply with the Coastal Geologic Assessment and Recommendations
report prepared by Coastal Geologic Services (dated April 8, 2009). A copy of the
complete report is filed in MLA09-00349 at the Jefferson County Department of
Community Development.
4.) PRIOR TO FINAL BUILDING OCCUPANCY, PROPONENT SHALL SUBMIT A WRITTEN
LETTER FROM THE GEOLOGIST WHO PREPARED THE GEOTECHNICAL REPORT
,6 1.--' DATED APRIL 8, 2009 STATING THAT THE STRUCTURE AND/OR FACILITIES HAVE
(tyBEEN CONSTRUCTED IN CONFORMANCE WITH THE REQUIREMENTS OF THE
,iy'GEOTECHNICAL REPORT." THE LETTER SHALL BE STAMPED BY THE LICENSED
'L GEOLOGIST/ENGINEER.
5.) Work within the jurisdiction of the Shoreline Master Program other than as described
above shall receive separate review from this Department.
6.) Construction shall be in substantial compliance with the site plan submitted on November
30, 2009 as it exists now or is hereafter amended by Jefferson County and/or the
Washington Department of Ecology.
7.) No fill or other material may be placed in the waters or intertidal areas of Jefferson
County.
8.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater,
erosion and sediment during construction. BMPs shall address permanent measures to
stabilize soil exposed during construction, and in the design and operation of stormwater
and drainage control systems.
9.) A Construction Stormwater Pollution Prevention Plan has been submitted and approved
by the Department of Community Development. Once the subject permit has been issued
the applicant shall fully implement the provisions of the submitted plan and contact the
Jefferson County Department of Community Development to arrange a schedule to
inspect the property for plan compliance. A Certificate of Occupancy will not be issued
until the Department verifies plan compliance. No clearing for roadways or utilities shall
occur on the project site until clearing necessary for the installation of temporary
sedimentation and erosion control measures have been completed.
10.) Should any underground utilities or subsurface stormwater systems be discovered during
construction of the new addition, the project proponent shall discontinue work and contact
Jefferson County Department of Community Development to determine if modifications to
the approved site plan (stamped February 1, 2010) are needed. If a revised plan is
needed, work shall be discontinued until a revised site plan is submitted that complies with
Jefferson County Code requirements and is approved by this Department.
11.) A minimum of two (2) on-site parking spaces shall be provided for the single family
residence.
12.) Not more than 2 unlicensed vehiclall be stored on any lot unless totally scd
from view of neighboring dwellings d rights-of-way. Such screening shall mee Il
applicable performance and development standards specific to the district in which the
storage is kept, and shall be in keeping with the character of the area. Screening shall
meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor
vehicles is prohibited except in those districts where specified as an automobile wrecking
yard or junk (or salvage)yard and allowed as a permitted use in Table 3-1 or Chapter
18.18 JCC, and such storage shall meet the requirements of JCC 18.20.100, Automobile
wrecking yards and junk (or salvage) yards. In no case, shall any such junk motor
vehicles be stored in a critical area.
13.) The limits of clearing shall be marked in the field prior to beginning any ground-disturbing
activities.
14.) Construction access is limited to existing access. Vegetation removal to create new
construction access is not allowed under this permit.
15.) PRIOR TO BEGINNING ANY GROUND-DISTURBING ACTIVITIES FOR THE HOUSE
REMODEL, THE HOUSE ADDITION, THE DECK CONSTRUCTION, OR THE REMOVAL
OF THE HARDSCAPING, A SILT FENCE SHALL BE INSTALLED ALONG THE OUTER
EDGE OF THE CONSTRUCTION AREA AT THE SOUTH AND WEST SIDES OF THE
PROPERTY. JEFFERSON COUNTY STAFF SHALL REVIEW THE LOCATION AND
INSTALLATION OF THE SILT FENCE PRIOR TO BEGINNING ANY EARTH WORK OR
CONSTRUCTION. JEFFERSON COUNTY DEVELOPMENT REVIEW DIVISION STAFF
SHALL BE CONTACTED BY THE PROJECT PROPONENT AT LEAST THREE (3)
DAYS PRIOR TO BEGINNING ANY GROUND-DISTURBING ACTIVITIES
(360-379-4450).
16.) All exposed and unworked soils shall be stabilized by using effective BMPs that protect
the soil from the erosive forces of raindrop impact, flowing water, and wind erosion.
17.) All pollutants, including demolition debris, that occur onsite shall be handled and disposed
of in a manner that does not cause contamination of stormwater.
18.) Maintenance and repair of heavy equipment may result in discharge or spillage of
pollutants (such as oil, hydraulic fluids, solvents)to the ground. Spill prevention
measures, such as drip pans, shall be used to reduce the potential for pollutants to reach
Admiralty Inlet. In the event of a spill, contaminated surfaces shall be cleaned
immediately.
19.) All temporary and permanent erosion and sediment control BMPs shall be maintained and
repaired as needed to assure proper functioning. All temporary erosion and sediment
control BMPs shall be removed within 30 days after site stabilization is no longer needed.
20.) To meet the SWPPP and the intent of the geotechnical report prepared by Coastal
Geologic Services, Inc (dated April 8, 2009), native plant species shall be used to
re-vegetate the area of hardscape removal.
21.) All infiltration systems shall be at least 10 feet from any structure, property line, and shall
be at least 50 feet from the top of the shoreline bluff.
22.) The setback from the Renier Road and access is 20 feet, the setback from the sides of
the property is 5 feet, and the setback along the shoreline is 55 feet.
