Flood hazard reduction measures are to be used as required by the Jefferson County Flood Damage Prevention Ordinance 07-0515-06 (Jefferson County Code Chapter 15.15). 2.) New construction and substantial improvement of any nonresidential structure shall either have the lowest floor, including basement, elevated one foot or more above the base flood elevation; or, together with attendant utility and sanitary facilities, shall: (i) Be floodproofed so that below one foot or more above the base flood level the structure is watertight with walls substantially impermeable to the passage of water; (ii) Have structural components capable of resisting hydrostatic and hydrodynamic loads and effects of buoyancy; (iii) Be certified by a licensed land surveyor that the design and methods of construction are in accordance with accepted standards of practice for meeting provisions of subsection based on their development and/or review of the structural design, specifications and plans. Such certifications shall be provided to the official as set forth in JCC 15.15.070(3)(c)(ii). (iv) Nonresidential structures that are elevated, not floodproofed, must meet the same standards for space below the lowest floor as follows: Fully enclosed areas below the lowest floor that are subject to flooding are prohibited, or shall be designed to automatically equalize hydrostatic flood forces on exterior walls by allowing for the entry and exit of floodwaters. Designs for meeting this requirement must either be certified by a registered professional engineer or architect or must meet or exceed the following minimum criteria: (A)A minimum of two openings having a total net area of not less than one square inch for every square foot of enclosed area subject to flooding shall be provided. (B)The bottom of all openings shall be no higher than one foot above grade. (C) Openings may be equipped with screens, louvers, or other coverings or devices; provided, that they permit the automatic entry and exit of floodwaters. 3.) Construction Materials and Methods of Construction to Reduce Flood Hazard (i)All new construction and substantial improvements shall be constructed with materials and utility equipment resistant to flood damage. (ii)All new construction and substantial improvements shall be constructed using methods and practices that minimize flood damage. (iii) Electrical, heating, ventilation, plumbing, and air-conditioning equipment and other service facilities shall be designed and/or otherwise elevated or located so as to prevent water from entering or accumulating within the components during conditions of flooding. Locating such equipment below the base flood elevation may cause annual flood insurance premiums to be increased. 4.) Fully enclosed areas below the lowest floor that are subject to flooding are prohibited unless designed to automatically equalize hydrostatic flood forces on exterior walls by allowing for the entry and exit of floodwater. Utilities shall be designed as specific in 15.15.080(c) of Jefferson County Floodamage Prevention Ordinance 07-0515-06 (Jefferson County Code Chapter 15.15)which states: (i)All new and replacement water supply systems shall be designed to minimize or eliminate infiltration of flood waters into the systems; (ii) Water wells shall be located on high ground that is not in the floodway; (iii) New and replacement sanitary sewage systems shall be designed to minimize or eliminate infiltration of flood waters into the systems and discharges from the systems into flood waters; (iv) Onsite waste disposal systems shall be located to avoid impairment to them or contamination from them during flooding. 6.) 1) All new construction and substantial improvements shall be anchored to prevent flotation, collapse, or lateral movement of the structure. 2) All manufactured homes shall be anchored to prevent flotation, collapse, or lateral movement, and shall be installed using methods and practices that minimize flood damage. Anchoring methods may include, but are not limited to, use of over-the top or frame ties to ground anchors. 7.) If during excavation or development of the site an area of potential archaeological significance is uncovered, all activity in the immediate vicinity of the find must be halted immediately and the administrator must be notified at once. 8.) A qualified archaeologist shall monitor all land disturbing activity for this project. The archaeologist shall submit copies of his report to the Dept. of Archaeology and Historic Preservation, Jamestown S'Klallam Tribe, Skokomish Tribe and the Jefferson County Dept. of Community Development. 9.) The project shall adhere to the Best Management Practices (BMPs)to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 10.) The project shall comply with Construction Stormwater Pollution Prevention (SWPP) Elements#1 through#12 of the Department of Ecology's Stormwater Management Manual for Western Washington to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 11.) Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. 12.) Not more than 2 unlicensed vehicles shall be stored on any lot unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk (or salvage) yard and allowed as a permitted use in Table 3-1 or Chapter 18.18 JCC, and such storage shall meet the requirements of JCC 18.20.100, Automobile wrecking yards and junk (or salvage) yards. In no case, shall any such junk motor vehicles be stored in a critical area. 13.) The building height is not to exceed 35 feet. 14.) No setback from Beckett Point Rd. will be required, minimum side setback is 5 ft. and the rear setback is no less than 10 ft. from the wetland. The minimum road/front yard setback is 20 ft. from the edge of the road right-of-way. On February 2, 2010 the administrator granted a road setback variance from this requirement. No setback will be required from the Beckett Point Rd. right-of-way. However, the structure shall not encroach into the Beckett Point Rd right-of-way. 15.) The reduction of a front yard setbac adjacent to a right-of-way may cause the Ian owner inconveniences in the future if certain items such as fences, landscaping, driveways, buildings, drainage facilities, etc. are placed in or near the right-of-way. Applicant—Steve Aurdal MLA09-00354/APN 932200801 The following information is being provided in response to the request for a right-of-way setback variance. The front of the proposed garage was staked at a distance of fifteen (15) feet from the edge of the roadway. (See attached photo). Based on the site constraints, location of existing adjacent structures, and overall development pattern, Public Works does not oppose reducing the right-of- way setback to the garage as staked in the field. The Applicant should be aware that the public right-of-way is reserved for transportation facilities and appurtenances including, but not limited to, the road surface, shoulders, drainage ditches or pipes, walking paths or sidewalks, cut and fill slopes, and franchised utilities (power, water, phone, sewer, etc.). Under no circumstances shall any development be allowed on the public right-of-way or interfere with maintenance of transportation facilities, drainage facilities, or utilities. This is supported by Jefferson County Code. The County is not responsible for preventing runoff from the right-of-way from entering adjoining property. Development of adjoining properties shall not be cause for the County to undertake roadway improvements to alter drainage patterns. The property owner shall accommodate drainage and runoff as part of the development. We recommend that building inspection staff verify the setback during construction based on surveyed monuments.
