House bill 2338 expands the low income residential weatherization program on a community level rather than individual household level. For example, it would now cover a project meant to make energy efficiency improvements to an entire mobile home park instead of one mobile home at a time. This could also help tribal communities and multi-family buildings with mixed income levels. We so appreciate everyone who worked on this legislation. Both are rural areas of beautiful countryside, quaint towns, and the spectacular Columbia River Gorge. But, living here requires resourcefulness. A trip to the grocery store comes with extra time and expense; gas, food, and essential resources cost more than in urban areas. Our families work hard and cherish the simple things in life. Despite abundant renewable energy, electricity and water costs remain high. Extreme weather—from snowy winters to hot, dry summers, along with forest fires, floods, and drought—is increasingly common. Many residents have income but still struggle to afford basic necessities. In 2025, most recipients of assistance had income, with Social Security being the largest source, and employment the second largest. Seventy-five to seventy-seven percent of recipients were seniors, children, or people with disabilities. LIHEAP plays a vital role in helping these hardworking families and our most vulnerable neighbors make ends meet. Our clients have stories of medical and financial hardships. Their homes are damaged by weather, fire, and wilderness. Available jobs do not meet the growing population. Our rural schools and hospitals are at risk of shutting down. Energy costs more and more each year. The need for assistance increased in 2021 due to COVID-19, and it has continued to grow. Stories like these are common. Families often share tears of relief when they receive help. Many report that they can now afford food because they no longer have to worry about their power bill. Delays in funding and rising costs leave households vulnerable, especially during winter months. Winter joined Opportunity Council in 2008 to help launch the Homeless Service Center, building what would become a coordinated, community-based response to homelessness in Whatcom County. The presentations were given during Tuesday night’s regular city council meeting. The council plans to have a workshop April 7 on homelessness encampments. The campaign started in 2017, due to a growing fear that legalization would bring an increase in DUI fatalities. To head off this impending risk, the WTSC contracted with Neighborhood House, to design a Positive Community Norms media campaign to prevent driving after cannabis use focusing on young adults. Since then, the campaign has extended its reach to include alcohol, pills, and other drugs and to include King, Pierce and Snohomish counties. Most Steer Clear seeks to shift the false narrative that “everyone uses cannabis” and that driving after cannabis use is not risky. Young adults often make decisions based on what they think everyone else is doing. When risky behavior seems common, it feels acceptable. When safer behavior feels common, it becomes easier to choose. Research has shown that correcting misperceptions about substance use leads to reduced risky behavior, increased peer accountability, and stronger community trust. Most Steer Clear exists to make the invisible majority visible. By shifting the narrative and promoting the fact that most (91%) young adults drive sober, we reduce peer pressure, increase confidence in safe decisions such as pre planning a sober ride home, and increase peers intervening to keep each other safe. What emerged was a raw and inspiring testament to the power of human connection and collaboration. One of the stories Claire shared captured the spirit of the team’s work. She spoke about a client she continues to support through the Foundational Community Support (FCS) Program. The woman is still without a proper bed, currently sleeping on an air mattress on the floor. They’re awaiting funding to help get her set up with more permanent and essential items—things most people take for granted, like a bedframe, a dresser, or even a stable space to feel safe. “We’re just helping her body feel safe and housed,” Claire said. And though the situation is far from ideal, she called it “a really sweet story” because of the way so many systems—housing departments, shelters, and coworkers—have come together to make incremental progress possible. That spirit of collaboration runs deep in the FCS team. “I love that this job is so collaborative,” Claire added.
