To the Board of County Commissioners and the Office of the Prosecuting Attorney:
This serves as formal notice that the "Full Story" email containing my unredacted investigative roadmap remains removed from the March 23, 2026, Meeting Packet. As of this date, the
County has failed to provide the Mandatory Redaction/Exemption Log required by RCW 42.56.210(3) to justify this removal or explain the 70-hour public exposure of my private data.
Furthermore, the Board is now in possession of documented evidence regarding the following unresolved violations:
1. RCW 42.56.520 (Five-Day Requirement): Administrator Ken Hugoniot failed to process the Jeffcom 911 records request (Ref # 26-110) for 12 days, only acknowledging the request on March
13, 2026, after admitting in writing that he "missed" the electronic filing.
2. RCW 42.56.100 (Fullest Assistance): The "No Engagement" directive issued by Jeffcom 911 Director Matt Stewart on March 19, 2026, constitutes a failure to provide the "least interference"
and "fullest assistance" mandated by state law.
3. RCW 42.56.070(1) (Privacy Breach): The 70-hour unredacted publication of my sensitive correspondence in the March 23rd packet remains a remediable violation for which no formal corrective
action plan has been provided.
The Board’s decision to include my objections on April 4, 2026, packet while maintaining silence on the underlying breaches constitutes "Silent Withholding."
If you do not provide a legally compliant Redaction Log and a formal response to these violations within 24 hours, I will be filing a formal complaint with the Washington State Auditor’s
Office regarding this bad-faith handling of public records and the liability it creates for Jefferson County.
