The project is subject to compliance with the Department of Ecology In Stream Flow Rule of WRIA 17. The parcel is located within the Donovan Creek subbasin in a designated Reserve Management Area; as such, conservation standards apply as follows: 1. A well serving a group domestic system shall not exceed a maximum use of 500 gallons per day (gpd) or an annual average more than 350 gpd, for each residence, and shall not exceed a total use of 5,000 gpd for the group. The design and construction of group domestic systems must be consistent with applicable state department of health requirements and applicable Jefferson County or Clallam County requirements. (WAC 173-517-120(1)(c)) 2. Installation of a water meter, meeting Department of Ecology specifications, is required for all new uses throughout the watershed. (WAC 173-517-180). PRIOR TO FINAL BUILDING OCCUPANCY, PROPONENT SHALL SUBMIT A WRITTEN LETTER FROM NTI ENGINEERING AND LAND SURVEYING STATING THAT THE STORMWATER FACILITY HAS BEEN CONSTRUCTED IN ACCORDANCE WITH THE REQUIREMENTS OF THE "DRAINAGE PLAN AMENDMENT" DATED MARCH 2010 AS SIGNED BY ROBERT A. LEACH OF NTI ENGINEERING AND LAND SURVEYING. 3.) A setback of 110-feet, measured perpendicularly from the wetland edge, shall be permanently maintained as,a buffer. No filling, grading, clearing, or other alteration of the wetland or its buffer is allowed. 4.) Buffer perimeters shall be marked with temporary signs at an interval of one per parcel or every one hundred (100) feet, whichever is less. Signs shall contain the following statement: "Wetland & Buffer- Do Not Remove or Alter Existing Vegetation." 5.) However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin. 7.) The identified Fish and Wildlife Habitat Area (Type F Stream), shall maintain a vegetative buffer setback of 150-feet. The setback shall be measured horizontally from the Ordinary High Water Mark (OHWM) to the proposed Development. 8.) An additional setback of five (5) feet is required from the edge of the buffer area to the proposed development. 9.) A permanent physical separation along the boundary of the buffer area shall and permanently maintained. Such separation can include installing logs, trees,iastalled hedgerow, or any other prominent physical marking approved by the UDC Administrator. 10.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 11.) An engineered stormwater plan been submitted and approved by the De ent of Community Development. Once e subject permit has been issued the appli ant shall fully implement the provisions of the submitted plan and contact the engineer of record to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until drainage plan compliance is verified. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 12.) The proposal shall fully adhere to the engineered drainage plan prepared by Robert A. Leach, NTI Engineering and Land Surveying dated March 2010. 13.) A minimum of two (2) on-site parking spaces shall be provided for the single family residence. 14.) This volume would be sized to address the 1/3 voids ratio typical of drain rock filled trenches resulting in a trench 90' long . Similarly, a trench twice the width could be half the length or any other width and length combination. Control release would be provided by a concrete, catch basin like structure containing a series of control orifices. This unit is sized to be the same vertical dimension as in the original drainage plan but the orifice sizing has been changed to be proportional in cross-sectional area for a project whose impervious area is 1/4 if the way between the sizing for the 2000 SF vs 3000 SF example units in the original drainage plan. The detention volume is proportional to the direct volume capacity 1/4 of the way between these same two examples. One benefit from this drain rock filled alternative is that stored water is also capable of exfiltrating out of the trench and directly recharging the ground water and, thereby, reducing any real or imagined impact upon Donovan Creek. Supporting calculations and drawings are included in this report's appendix to aid in the siting and construction of the proposed facility. PROPOSAL SUMMARY - SEE APPENDIX "C" The proposed drainage facilities are sized as described below. However, there are other alternates possible as identified in Appendix #C. Additionally, other alternatives may be possible as well for use on this or other lots within the Quilcene Heights subdivision. • Control Structure (CS) The CS can be made from any containment unit including 30" diameter pipe (HDPE, Conc, etc) that can be made to be water tight on the bottom and at all pipe inlets and outlets. A secure lid is required to keep small children, animals and other unwanted intrusions out. It will be approximately 8' deep, overall. This unit is substantially the same as in the Original Drainage Report except that it is a stand-alone structure. • Control Release Unit (CRU) The CRU can be made from 6" rigid PVC pipe. The unit can be assembled above ground and installed from the CS top using a gasketed tee as shown on the drawings or by attaching to a gasketed pipe end. The top of the pipe unit will need to be supported from the inside of the CS. All pipe joints on the CRU shall be attached with 3 or 4 stainless steel screws to keep the unit intact during installation or removal. This unit is substantially the same as in the Original Drainage Report except that the orifice sizes have been modified to fit the site impervious surface area. A perforated, rigid 6" PVC pipe shall run its length and be located as shown on the plans. Downspouts and all other drainage connections shall connect to this pipe. A minimum of 2' of cover is required to protect this unit from normal surface loads. This unit should not be located in a traffic area unless this depth is increased to 3' and compaction of the backfill is tested to 95% of the optimum for the backfill material. This unit is substantially the same as in the Original Drainage report except that it is not constructed of concrete and is a separate structure from the CS. Other dimensions for the DS are possible at the owner's discretion to better fit the site's land use. These combinations are shown in a table in Appendix #C. ��R1 A. L ' O of was yQ� moo;. 13772 p SS�oNAL ENG� 03/02/10 Page 4 • NTI Engineering & Land Surveying was hired by Frank Burns to prepare an Amended Drainage Plan to address the specifics of the proposed construction upon Lot 5 of the Quilcene Heights Subdivision located in Section 18, Township 27N, Range 1W, WM in Jefferson County, Washington State. This site is located approximately 1 mile NE of the community of Quilcene. A generic Drainage Plan was prepared as a part of the platting process for the subdivision which identified one of many possible solutions to the drainage control requirement and identifying that other options could exist in the future. With this building permit application, specific square footage numbers are available for the roof area and grounds so that the proposal can be tailored to this proposed construction. EXISTING SITE CONDITIONS - SEE APPENDIX "A" The plat of Quilcene Heights remains unbuilt upon. Lot 5 is the lowest in elevation and the first lot that you reach when traveling uphill upon the private access roadway off of McInnis Road. The lot is served with a community water system and on-site septic system and slopes down to the south and east. PROPOSED CONSTRUCTION - SEE APPENDIX "A" The proposed structure is relatively small containing 1200 square feet on the main floor according to information on the Jefferson County web-site. With a 30' x 40' assumed foot print, this translates to a roof area of 1496 square feet if the building has 2' eaves. A deck is proposed which, if elevated, does not contribute to the impervious surface. No detached garage or carport is indicated. A 100' x 15' gravel driveway is assumed (1500 square feet) since no specific proposal exists. This area is reduced to 750 square feet of equivalent asphalt impervious surface. The total impervious surface is 1496 + 750 = 2246 square feet => 2250 square feet. SUMMARY OF ORIGINAL DRAINAGE PLAN - SEE APPENDIX "B" The original drainage plan envisioned a concrete detention tank of constant depth and width but a varying length depending upon the square footage of impervious surface. Examples were developed for 2000, 3000 and 4000 square feet in the document. Control release outlets were designed for each of these examples with constant vertical depths and varying orifice diameters to meet the specific need. This control release unit would discharge into the roadside ditch along the private access roadway and drain down to McInnis Road before crossing it in existing culverts and making its way across the pasture area into Donovan Creek. Other detention scenarios were acknowledged but not identified.
