Award of Contract for Recycling Services
Statement of Issue:
Public Works has analyzed the responses to a Request for Proposals for Recycling
Services which closed August 23, 2010. The review team considered proposals based
on: industry experience; financial capacity; capitalization of equipment; service cost
value; lowest cost, and; special needs population employment. Both respondents to
the Request for Proposals (RFP) submitted excellent proposals. Public Works is
prepared to review the selection process with the Board of County Commissioners and
recommend award of contract to one of the two respondents.
Analysis/Strategic GoalslPro's and Con's:
The proposed Contract for Recycling Services (attached) would further Public Works'
effort to achieve a 20% recycling rate as called for in the 2008 Solid Waste Master
Plan.
Fiscal Impact/Cost Benefit Analysis:
A rebound in recyclable commodities prices has produced responses to the RFP which
include improvements to the level of service called for in the current contract with a
reduction in costs to the County for said services. Monthly, Annual and Total Contract
costs are as below:
